Show - ~ BIRMINGHAM PHASE I REPORT »LTEBN*T1UEB f VOLUME 1 -TECHNICAL ANALYSIS project team will focus on identifying those projects that can genuinely be assessed against a robust baseline project and technical process and allows for development of a level of confidence in the process that may have been suspect before, given the lack of existing services with which to measure any recommendations against. Because this Phase 1 report acted essentially as our first phase screening of alternatives we can now focus technical resources on those projects that in fact "survived" this first phase analysis. In Phase 2, study efforts will focus on a detailed technical analysis of a downtown fixed-guideway streetcar, an assessment of two alternative streetcar routes in the suburban communities south of Birmingham, a detailed assessment of a dedicated bus rapid transit facility on US 280 in the southeast corridor, the development of high capacity enhanced bus alternatives along 1-65 South, US 31, and Green Springs Highway to the south, and the development of the US 11 corridor as a high capacity, enhanced bus corridor serving the northeast and the southwest corridors. At the conclusion of the technical analysis the project team will make a recommendation for a Locally Preferred Alternative and prepare any necessary documentation that might be required through the Section 5309 process.
