Description Since the advent of the struggle in Southeast Asia, the study of government, with an emphasis on the Executive and Legislative branches, has reached a fevered pace. Historians, political scientists and management consultants have performed hundreds of studies in an, attempt to affix a portion of the blame or responsibility for American involvement in this unwanted war. These studies have discovered that the structure of our government is seriously strained in some crucial areas and that it does not and cannot perform as once expected.
