Show cement/lime kilns, all of which are based on a mass emission rate per product output. The guideline for industrial boilers and heaters will also give credit to energy efficiency. N ew sources thus designed will usually minimize the emissions of criteria air pollutants, air toxics and greenhouse gases. Guidelines recently produced for these sources all refer to emissions measurement or verification, as determined by provincial authorities to ensure regulatory compliance. Many guidelines allow for Continuous Emissions Monitoring for the largest sources, and other comparable methods, such as P E M , for other sources. It is felt that predictive monitoring has good potential in many applications where the combustion process or fuels give consistent and predictable results. Gas Turbines Gas turbines used in pipeline compressor stations and in cogeneration plants are ideal candidates for predictive monitoring, because they usually are gas-fired, highly instrumented and very predictable machines. The emission guidelines for stationary gas turbines also allow for both C E M (intended for larger plants) and other measurement methods including periodic sampling and/or P E M . Most provinces have adopted this guideline for new installations, although only a few jurisdictions are presently requiring emissions measurement. Industrial Boilers The proposed new national emission guidelines for industrial boilers, process heaters and cement/lime kilns will address the measurement options to be considered by provincial regulatory authorities. Annual compliance tests for medium-sized boilers, along with additional continuous verification for large boilers (250 GJ/hr), will comprise minimum requirements. Regulatory authorities could impose more stringent measures where applicable. Modifications or additions to the recently developed Protocol and Performance Specification for C E M are being considered to allow this document, which was intended for utility boilers, to be more applicable to a large variety of industrial sources. Cement and Lime Kilns New large cement kilns should measure NOx and S02 emissions using a CEM system. If the measurement system used for process control at the kiln exit is to be used for emissions reporting, the method should show these emissions to be representative of those exiting the stack. O n existing kilns which are to undergo major modifications, measurement should be done with a C E M system or by an alternate method. When the lime kiln guideline is developed late in 1997, it will likely refer to periodic sampling or P E M systems as the appropriate methods. |
