The Office of the State Engineer in its " Ninth Biennial Report" in 1914 listed actions on water right applications up to that year. A total of 2,395 water right applications were in good standing, and 3,579 had been rejected, withdrawn, or had lapsed. 52 Many applications were never perfected, but the number of applications filed demonstrated there was a great deal of interest in water development.
