The financing of the enterprise required a bond issue and accordingly the proposal was submitted to the vote of the taxpayers. An acrimonious controversy arose; alternate plans were proposed; it was claimed that there was no sufficient supply available to storage, that the cost was greatly disproportionate to any benefits which might accrue. The Bond proposal was defeated. Something else had to be done. A bond issue of $ 2,000,000 was authorized and spent. The Little Cottonwood conduit was built and Exchange Agreements with users from that source were effected. 40.
