Complete both parts of this Certification Application in detail and obtain your Ski School Director's signature and Certification Area Representative's approval of your First Aid status and written report. 2. Attach your check in the amount prescribed on the application and submit the completed form with your completed written report to your Certification Area Representative. 3. The Certification Area Representative will forward the completed applications to the Certification Committee Chairman indicating the date and area desired for the examination. 4. The Certification Committee Chairman will notify the candidates by mail of the exact date, time, and area of the exam. 5. The Candidate should know the most important facts concerning: (A) The FIS (B) The ISA (C) General Knowledge of cross country and jumping fundamentals (D) The NSA (E) The classification of competitors (F) The FIS and NSA amateur rules (G) The Slalom and Downhill racing rules (H) The distress signal SUBJECT D: SKI MOUNTAINEERING Due to the fact that most of the ski terrain in this division is of a decidely mountainous character, the candidate should know the moat important facts concerning: (A) Party management (B) Ski Mountaineering equipm~t (C) Route finding, principles of map and compass (D) Avalanche, hazards, and recognizing them (E) Avalanche rescue technique (As basis for this subject, shall be used: Manual of Ski Mountaineering, David R. Brower, editor, compiled under the auspices of the NSA, 2nd edition, University of Calif. Press 1946.) and the AVALANCHE HANDBOOK, compHed by the U.S. Forest Service. NOTE: Subjects C and D are to be presented in the form of a written report, This report shall be equivalent to at least 10 typewritten pages in length. It is highly recommended that the candidate keep in his possesslon a carbon copy of the report for future reference. SUBJECT E: FIRST AID The Candidates will be required to hold valid cards of the American Red Cross in the standard-advanced, ski safety and first aid. The first aid requirements should be complete before the candidate takes his examinations. Evidence of the candidate /8 valid, standard-advanced first aid card, with the date of expiration, should be included with the applicatlon for examination. If the candidate does not have a valid card, he should submit a letter or other evidence, from the first aid chapter in his area stating that he is presently enrolled in such a course. ,. To circulate information to amateur teachers. 5. To help achieve our primary goal of protecting the public from poor ski instruction by enforcing some requirements on noncertified teachers. 6. To supplement the association income. REQUIREMENTS TO BECOME REGISTERED: 1. Be sponsored by a fully certified ski school director or an area certification representative. 2. Hold a current American Red Cross Advanced first aid card. 3. Submit I1Subject BI1 as outlined in ISlA Plan for Certification. 4. Attend an ISlA sponsored clinic, or complete a minimum of 8 hours on-the-snow clinic conducted by a fully certified instructor. It shall be the responsibility of the sponsor to verify that the above requirements are met. Registrants will receive all association mailings and information pertinent to their situation. No pins, cards or identification will be issued. At no time shall an individual or ski school director advertise that the registrant is approved, qualified, etc. by the I.S.I.A. The purpose of this report is to offer for your consideration a change to the present certification policy of the ISlA. First. I will support the assumption that a change in the policy is required. The basic contention is that the authority over certification js too far removed from those who have the basic responsibility for ski teaching. The president of the ISlA appoints the certification committee chairman. This appointment is not subject to review or approval by any segment of the membership. The certification committee chairman then appoints the members of his committee who in turn select the examiners for the coming year. None of these 'appointments are subject to any review or approval process other than that described, The certification committee, through the exercise of their responsibiL ty as defined in the certification policy~ has a greater impact upon the membership of the ISlA than any other segment of the membership. Considering the day to day activities during a ski season, this authority in practice exceeds that of the president or the board of directors. Precedents established in both iness would indicate that an e ec ~ve system of check and balance between the membership and the authority of the Cert~f~cat~on Committee is lacking. These precedents establish the assumrtion that when author~ty ~s delegated, it is prudent to retain a sufficient portion of the authority to assure that the overall objectives of the organization can still be controlled. If adequate and effective control has not been retained and this is to be corrected. then the next question is to determine where additional authority should be vested. It seems logical that the authority should be vested in those who have the basic responsibility for ski teaching. This is the ski school director. The ski school director is charged with the responSibility of making a profi t on his operation. This is his unique responsibility. and he must train instructors in the manner which he feels will best assure that this objective is attained. This situation is described as follows: ~=---- -----=,~-..-----.~~~-~----- 1. The ski school director, motivated by the requirement to operate a profitable business, must train instructors to teach in accord with those principles which he feels best insure that the objectives are met. In considering the type of area where he teaches and the segment of the skiing public which he is competing for, a certain degree of uniqueness may well exist in his operation. -2- 2. The certification committee is not motivated by the business objectives of the ski school direc.tor. They will examine instructors in accord with the requirements established in the certification policy. In practice, examination of instructors is more of an art than an exact science. Opinion and judgment playa large role in the results of an examination. The standards for grading are far more subjective than with academic work, professional licensing, or similar forms of athletic events. _The examiner's responsibility is almost solely to the chief . examiner, as his future use as an examjner is effectjvely the prerogative of the chief examiner and the certification committee. 3. The ski school director finds himself trainil'g his instructors to teach in accord with one set of ob' ectives and training instructors to be examined to requirements which are inevitably to some egree 1 erent, ana often somewhat elusive. and by a group of individuals over whom he can exercise little or no effective influence. If more authority and control is given to the ski school director, then the next question is to ascertain which prerogatives should be those of the ski school director and which should belong to the certification committee. It would be just as unworkable to perpetuate an autocracy under the ski school directors as under the certification committee. The objectives which I have attempted to consider in a solution are as follows: 1. The primary responsibility for certification policy and the examination process should be with the certification committee. 2. The certification committee should operate under a policy which imposes a more explicit responsibility for selecting examiners mutually acceptable to the ski school directors and the certification committee. 3. The individual examiners and the examining board in a specific examination should feel more of an obligation to the ski school director for the conduct of an examination, and for a reasonable critique of the examination results. In an effort to develop a solution, precedent is drawn from the U. S. Judicial system where subjective judgments must also be made and where some degree of control is retained over the choice of those who would make the judgment. In Federal District Court for example any prospective juror may be dismissed for cause, and in the selection of the eight jurors. three may be dismissed without the requireme.nt of showing cause. It would not be appropriate to consider that an examiner should be dismissed for cause as only qualified examiners should be presented for the purpose of conducting an examination, but consider the effect if th9 ski school director were to have the right to dismjss without CAuse certajn proposed examiners for a specific examination~ 1. The certification commit tee would be forced to consider mutual acceptability in their selection of prospective examiners. 2. The individual examiners in a specific examination would feel more of a responsibility to the ski school director for the conduct of an examination when faced with the fact that imprudent exercise of their authority, whether ill-advised or inadvertent, might result in the possibility of their being excused from examining in that area again. -3- 3. In the event that the ski school director is concerned that a situation exists where a prospective examiner in judging his instructors would be drawing from experience very different from the situation in which his instructors have been trained to teach. he would now have recourse. In summary, an undesireab1e situation does exist where the authority which has been delegated in an organization is not in proper proportion with the controls which have been retained to assure the optimum use of that authority. It is both proper and adviseab1e to correct such a situation upon determining that it does exist, for then it can be done in an impersonal manner. To wait until action first occurs which warrants corrective action results in a much more difficult situation where corrective action cannot be interpreted as impersonal. A solution to the problem should accomplish the specific objective of more mutuality in attaining the objectives of the ski school director and the certification committee. Proposed Change to the Certification Policy Section: Examination Administration Paragraph: Examiners Proposed Change to this paragraph to read as follows: 1. The examiners shall be appointed by the certification committee, ISlA, as stated in section 5 of the By-Laws. 2. The committee shall follow a program of qualifying, selecting, and training of competent examiners, by appointing individuals who are above average in technical and mechanical knowledge of skiing and ski teaching. 3. The committee shall use discretion in choosing examiners who are mature and are not narrowly inclined concerning personalities, or the merits of anyone. ski school or system of ski teaching. 4. The term shall be for one examination, and the examiners for a specific examination shall be chosen as follows: a. The chief examiner, or his delegate, will prepare and present to the ski school director of record, a list of six proposed examiners no later than eight days prior to the examination. b. The ski school director has the right to dismiss any two of the six names from consideration and need not show cause. The three examiners will be chosen from the four remaining names. c. The ski school director's prerogative to dismiss two names must be exer'cised no later than five days prior to the examination or it will be considered to have been waived. d. The ski school director of record shall be that director who has a majority of the candidates in an examination. Where no majority exists then the director at the area where the exam is to be held will be the director of record. e. In the event that unforseen difficulty prevents the selection of three examiners from the four remaining nominees, substitution may only be made upon the mutual consent of the ski school director and the chief examiner, or their appointed delegates. -4- 5. Following each examination, the committee shall evaluate the results of the examination with reference to the performance of the joint examining board~ and each individual examiner. 6.
