S. I. A. Newsletter Staff Needed The new officers of the Association, elected at the recent Fall Seminar in Burley, Idaho, feel that it is necessary that a special issue of the Newsletter be sent out immediately to the membership to keep you informed as to what's happening. However, as yet a Newsletter Staff hasn't been selected. Would you like to work on the Newsletter Staff, be a liason officer between your Ski School, Ski Area etc.? If you are interested please direct your offers of help, suggestions, questions, slaps on the hand and pats on the back to: Clark T. Parkinson, President, 2245 Oneida Street, Salt Lake City, Utah 84109. Please do so immediately: Clark T. Parkinson, New President Board member, Clark T. Parkinson, was elected I.S,I.A, President for the coming 1970-71 season at the fall board meeting, September 20, 1970, at the Ponderosa Inn in Burley, Idaho. Clark comes to this position backed by experience in many phases of skiing. He has been a member of the Board of Directors and on the Executive Committee for three years as well as serving on the Certification Committee for the same period. He has been an active board member in that he has been Chairman of the Credentials Committee, Secretary for the Association, as well as Executive Secretary. It was with Clark's help that the Secretary and Executive Secretary functions were split and a more effective means for the administration of the Association was set up. Clark takes office with 7 years experience as a week-end instructor in the Park City Ski School, His background apart from ski instruction, is in the insurance field where he currently is the manager of the group insurance department for Home Life Insurance Company. Other Officers Elected The only other new officer for the 1970-71 season is Edwin J. Pond, a board member of the association and an instructor in the Engen Ski School at Alta, Utah who was elected Secretary. Re-elected for another term as Vice-President is Phil Jones, a board member of the Association and Director of the Park City Ski School. Re-elected for another term as Treasurer is Dave Larsen from the Brighton Ski School, who also serves on the Association's Board of Directors. II, No. President's Report Since returning from the Fall Seminar, I have been busy recruiting Chairmen for the various committees and outlining a "policy" for each committee. 1'm very encouraged by the response from the members of the Board of Directors who will head all of the committees with the possible exception of the Newslette~ Racing and Coaching, and Bylaws committees, They all are willing and anxious to work for the Association, and even Max Lundberg, our past President has agreed to head the Demonstration Team. We have held our first Executive Committee Meeting, and this year's activities have tentatively been outlined, I have traveled to Idaho Falls to meet the Intermountain Ski Association's Officers and Board of Directors and will travel to Aspen to attend the R,M,S,I,A. Fall Seminar, I hope to visit all of the ski areas in our Division this season to meet you all and listen to your problems and ideas about I,S.I,A, I am particularly pleased that Ed Pond, who was nominated for President, has agreed to be our Secretary. He has been as busy as I have, and his willingness to work "FOR THE ASSOCIATION" should be a lead for us all to follo~ Dave Larsen, our Treasurer, has reorganized our accounting system and will present to the B.O,D. LS,I,A, 's first ever budget: Our term will be short, since elections will be held again in the Spring. I am very enthusiastic about our plans for this season, and I'm determined to make our Association a viable, active, and responsive organization. The Officers and Board of Directors will attempt this season to give its members their "ten bucks worth." We hope that you will become interested in what we are doing and become involved--there are still plenty of jobs open, HAVE A GREAT SKI SEASON! Message from Out-going President Thanks for the opportunity that you have given me to serve as the President of I.S.I,A. The last two years have been a real learning experience for me. Results of Directors Election Announced The recent election of Board Members by the membership at the Fall Seminar resulted in the following members being elected: LEX KUNAU was elected to a three year term. Lex is the Ski School Director at Pomerelle and a past member of the Board of Directors of I.S.I.A. Lex has recently served as a Newsletter Editor and also as the Chairman of our last Fall Seminar in Burley. MAX LUNDBERG "as re-elected to another three year term on the Board of Directors. Max has served as President of I.S.I.A., a past Treasurer, as well as service on the certification committee. In addition, Max is the assistant Ski School Director at Alta, Utah. PHIL JONES was elected to another three year term on the Board of Directors and as well as being the current Vice President of the Association is also the Certification Chairman. Phil has been a member of the Executive Committee, the Demonstration Team Coach for the Association and has currently been named as the Ski School Director for the Park City Ski School. FRANK GILLETTE was elected to a three year term on the Board of Directors and is a member of the I.S.I.A. Ski School Directors Committee. Frank is at this time Ski School Director at Beaver Mountain out of Logan, Utab. JACK COLVEN was also elected to a three year term on the Board of Directors and comes to the Board with experience on the Board of Directors, Vice Presidency and a Certification Examiner in P.N.S.I.A. Jack is a full-time instructor at the Sun Valley Ski School. DAVE CHAPLIN was elected to the Board of Directors for a one year term. This one year vacancy resulted from the resignation of Alan Miller from the Board of Directors at the Fall Seminar. Dave has served in the Association as IoS.IoA. Association Census at End of 1969-70 Season FULL CERTIFIED 173 ASSOCIATE CERTIFIED 239 RETIRED 7 HONORARY 4 423 REGISTERED 159 TOT A L 582 --- Report on Fall Seminar by Attending Member Fellow Members: The 1970 Fall Seminar and 20th Annual Meeting of ISlA held in Burley on September 19th and 20th was, in my opinion, the best ever. First off, it met the prime requirement of skiing in that the entire weekend was a lot of fun and at the same time was productive for ISlA. Friday night at golf practice Georg Hartlmaier hit his second shot (ever) into a Pocatello bound pickup truck and Dave Parkinson shot one onto the motel roof. The next days underwater golf derby was won easily by Dean Roberts. The Saturday seminars brought a lot of participation from the membership and the antics of Sigi Engl were not only humorous but very informative. Claude Jones left us all with some food for thought - Where Would We be Without Lifts? Probably the most significant occurance was the discussion involving changing the method of electing directors. At the Seaminar sessions the subject was discussed at great lengths and in the Board meeting the following day a proposal submitted by the Election and Nominating Committee was adopted which will provide for a mail vote in the spring which will eliminate the old proxy vote. It is my sincere hope that we will continue with the Fall Seminar and use it for the purpose of evaluating and exchanging ideas pertinent to the advancement and improvement of ski teaching and the needs of our profession. I would like now to make a comment on one of the greatest things I have seen happen at any ISlA function since I've been a member. The Saturday evening awards banquet, which followed a very pleasant attitude adjustment hour, was indeed a tribute to the profession and to those people who have made it what it is. I was humbled to hear of the events that occurred before most of US became a part of the ski teaching profession. I only hope that in the future we can continue to show our appreciation to those who are working for US now. Without a doubt the Fall Seminar is a function we should all support and attend in the future. In a letter to tl,e P.S. LA. Board of Directors and Divisional Ski Instructor Associations, Willy outlined the status of P.S.I.A. He indicated tl:at an office has been opened in Denver at 1801 York Street, Denver, Colorado 80206, Telephone: (303) 322-0041. Pat S\Venson, former Secretary for the Rocky Mountain Division and 8th Interski Secretary, has been hjred as Executive Secretary. A trustee, Charles B. Novak, President, South Denver National Bank, is serving P.S.I.A. and administering their funds. All the Ski Instructor Divisions, except Intermountain and Eastern have ratified the Byla\Vs of P.S.I.A. Of the divisio~s \Vhe have ratified, Rocky Mountain, Pacif· ic North1Nest and Far West I,ave sent to P.S.I.A. over $14,000 in d~es collected. As a reslllt, Quality Pr:ss was paid, and property being held under attachment 1n Salt Lake City \Vas released and delivered to Denver. Intermountain Division, \Vho was the first Division to ratify the PoS.I.A. Byla\Vs, only to be informed that they l:ad ratified an incorrect copy, rescinded their ratification and did not collect P.S.I.A. dues. Both InLermountain and Eastern have appointed study groups to research the present Bylaws and make recommendations to their respective Boards. Ed Pond of Intermountain and John Putnam of the Eastern are heading up the study groups. Lou Lorenz of the Intermountain has been designated the Division's P.S.LA. Representative. Although until Intermountain ratifies the current Bvla\Vs and pays dues to P.S.I.A., Lou \Vill not be a memh~r of the P.S.I.A. Board. New Methods of Election All of the membership will have received at this time or will be receiving very soon copies of the minutes of the Board Meeting held last September in Burley, Idaho. A very important part of those minutes is a proposal that was adopted at that time for changing the method of the election of Directors in our Association. We encourage all of you to take the opportunity to carefully read that proposal and be aware that a significant change in our election system has come about. The main thing to remember is that Directors will i~ the future be elected by a direct mail vote of the membership and those Directors whose terms expire this coming Spring will be elected in that fashion. Remember also that the best way to stay informed on Association affairs is to take time to carefully read minutes and other materials mailed out. Message from Demonstration Team Chairman Fully Certified Members ISlA: On Friday, December 4, 1970 the ISlA Demonstration Team will be selected. I would like to encourage all Fully Certified members who are in good standing in our organization to participate in the tryouts. No one will be exempted from the team because of weight, height, or sex. Any Full Certified members who wish to tryout for the team should do so on the recommendation of their ski school director. Those who tryout should expect to be given a written test to discover ability to explain maneuvers that might be demonstrated and a practical exam that may cover any area of skiing that should be within the ability of a good Certified instructor. The selection will be rigorously made by six wellqualified judges. See you all there. Max Lundberg, Chairman ISlA Demonstration Team Committee CERTIFIED SKI TEACHER -l. S. I. A. Technical Talk It appears that the first problem which I must face with the Technical Committee this year is an article for the Newsletter. I have looked at this problem fOl the past week logically and objectively and at this time I feel that I can safely draw the conclusion that I cannot put the task off any longer. The first thing to consider is what areas the committee should investigate for the coming year. In trying to decide our course I have reflected back on our areas of investigation for the past two seasons. In 1968-69 we studied and reported on the graduated length ski method, Avalement, Serpentine and Jet turns. In 1969- 70 we participated in a program at the North American Ski Instructor Congress, released a paper on the Congress, released a paper on ski mechanics, and did some research into the area of ski design. For 1970-71 I hope to depart from tradition to an extent and explore some new and contemporary problems facing our business. It's exhausting and unnecessary to beat on ski mechanics every year. It's like beating on a mud puddle with a board. It makes a lot of noise when you do it but as soon as you quit, the facts are still the same, and the puddle returns to its original shape. Tl.e paper released last year on the subject of Ski Mechanics will therefore serve for this year as well. Two areas being seriously considered for study are in the areas of Marketing and Motivation. The objective of the marketing study would be to determine how the public sees the ski instructor and ski school. The objective of the motivation study would be to determine how, once we have the technical knowledge of our subject, we can best communicate it to produce the desired results. We will also be involved in NASIC II this year. The program will again be devoted to advanced skiing and really promises to be interesting and informative. The present plans for NASIC II include European demonstration teams as well as Canadian and American teams. We will keep you informed on developments here as they come up. Here's hoping for a good season - and let's hear from you if we can help with a specific problem. 4 Andy Sllearer, Chairman ISlA Technical Committee Trails Chopped at Park City The Park City Ski School and the Park City Ski Patrol set forth on a crisp fall Sunday this September. The object: To see the new trails cut this summer by the big cats and to knock down some of the brush alld small trees which knocked us skiers down last winter. The Ski Patrol, with its superior numbers took the big trail, down "the Shaft". We ski teachers found ourselves at the bottom end of the "King Con" ridge. To get from the end of this wide and wonderful natural run to the Prospector ski lift has meant inventing a new dance step through the willows and quakies or leaving selected pieces of clothing hanging in the forest to mark one's progress. Tools selected by our crew of trail-choppers were impressive by their character if not by their number or effectiveness. Technique also played an important role in the progress of our crew. The efficiency award was (quite expectedly) won by Phil Jones' chainsaw. The frustration award was given to Rey Arnold for the wielding of his Period machete. Clark Parkinson took honors for his attention to detail with his big red clippers. Some felt that Dick Conley should be remembered with a "keeping the crew's moral up" honor with his joke, but this writer didn't get it. Many of the fantastic new runs are of the steep and wide sort. Others of them have been carefully planned to be geared toward teaching trails. Nonetheless, this ski season will give Park City skiers a number of fresh runs to enjoy despite the efforts of the Park City Ski School Trail Crew. Photol.l by Vav.<.d Chapiivt 5 Winter Sports Show Exhibition Under the direction of Bill Haskins, Alta ski instructor, ISlA presented to the skiing public at the Rocky Mountain Winter Sports Show on November 6-8 in the Salt Palace, a booth featuring ski maintenance, binding installation and other useful skiing information. Bill was assisted by Keith Lange and Max Lundberg. The reception by those attending the show was extremely good and we should all be grateful to Bill for spending his time at our booth. We would also like to thank all other instructors who donated their time to man the booth during the show. Executive Committee Selected The Executive Committee, which historically has consisted of the officers and three other members, consists this year of Clark Parkinson, President, Phil Jones, Vice President and Certification Chairman, Ed Pond, Secretary, Dave Larsen, Treasurer, and Max Lundberg, Lou Lorenz, and Dave Parkinson. The Committee actually runs the Association between Board meetings and is instrumental in planning the Spring Clinic and Fall Seminar. MINUTES A special meeting of the Board of Directors of the Intermountain Ski Instructors Association was held at Grand Targhee, Wyoming on Friday, April 25, 1975, at 6:00 p.m. Present were Frank Gillette, Phil Jones, Bob Parker, Paul Norum, Max Lundberg, Robin Locke, Gene Palmer, Bob Bybee, Ray Van Dongen, Fred Finlinsen, Keith Lange and Duane Vigos. Newly elected directors present were Jim Tedford, Kristi Cooper, and Norm Burton. Jerry Warren was also present as a visitor. Absent was Al Ellis. The president called the meeting to order at 6 p.m. (MSC: Lun?bergh-Lange) that we approve the minutes of the last board meeting as mailed. (MSC: Jones-Pond) that those members of the Board of Directors who have not been re-elected vote on matters of old business in the mecting and that those newly elected to the office of Board of Directors vote on new business. A discussion was held concerning the By-Laws and credentials of the association with regard to the 20 hour teaching requirement. (MSC: Finlinsen-Jones) that Article II Section IA be amended to read as follows: ARTICLE II MEMBERSHIP Section I. Classification A. Voting. In order to attain a voting membership in this Association, a person shall have passed the requirements for Cer-tified Ski Instructor or Associate Ski Instructor as provided by the Ccrtif ica tion Policy; or hold the rating of Cer·tif ied Ski Instructor, and be a member in good standing in any of the recognized professional ski instructors' organizations, and have paid the current I.S.I.A. dues anJ/or initiation fee as required by the current pOlicy. While the motion carr ied there were dissenting votes from ~lax Lundberg and Edwin Pond concerning the following motion: (MSC: Parker-Lange) that the Executive Secretary, on behalf of the Board of Directors write a letter to the members of the Association who do not appear on the Ski School Director's list submitted by the Ski School Director's Committee and which list will be submitted annually each year, telling said members that they are not eligible for renewing their membership in the association unless the director of their ski school confirms in writing their active status during the past ski season. If no such COnfirmation is submitted from the ski school director by the end of the fiscal year, said member is to be advised he has the right to appeal to the Board of Directors. Ray Van Dongen as Certification Vice President and Robin Locke as Chief Examiner reported with regard to the Examiners College indicating that the college had not been held this spring for the reason that insufficient applications were made to justify holding the college. It was indicated that we would attempt to hold it in the fall. A discussion was held concerning the tenure and the terms of the Board of Directors several suggestions having been made in that regard by Max Lundberg. After the discussion, the President polled the members of the board for their views on the matter and whether or not a committee should be set up to study it further. (Motion failed to carry: Van Dongen - Hartlemaier) that we set up a committee to study proposals relating to the term of the board members and board size and tenure in the future. President Gillette then read a report of the office of President of the association and directed that said report be attached to these minutes as exhibit "A". Edwin J. Ray Van Dongen reported that he had attended a Technical Committee meeting of P.S.I.A. in Colorado wherein demonstrations anu teachings of the divisions were compared and found to be quite similar. (MSC: Pond-Hartlemaier) that we accept the report of Ray Van Dongen regarding the technical meeting of P.S.I.A. Keith Lange as President of P.S.I.A. and as our board representative to the P.S.I.A. gave a report indicating that he had succeeded to the office of President of P.S.I.A. upon the heart attack of Jim Riley. He reported that P.S.I.A. now has approximately 5,180 members with an additional 4,000 registered and that an AT~ ~anual had been distributed to certified people. P.S.I.A. is nOl, I"orking on a methodology manual and intends to continue to puLlish the Ski Pro. The American Ski team's trip to Czechoslovakia I·.'as a SUCCess and was well covered by some of the leading publications in the country. The 1976 convention will be held at Snoqualmie rass and more will be forth coming on that. This number totals 161. This figure represents again a strong interest in the program as has been the case in the past several years. Of the number participating, 62 passed for Associate for a percentage total of 56%, and 25 passed for Full for a total of 49%. Of the total (Associate and Full), 87 passed for a percentage of 54%. This continued interest in Certification represents a healthy condition for the association, and I feel, support to programs which are currently operating and being experimented with. CROSS COUNTRY PROGRAM ISlA participated in a Cross Country Certification program for the first time in 1974-75 under the able direction and planning of Jim Tedford. Of the 12 candidates who participated, all were successful in becoming either full or associate certified. The general comment from the examiners was that this was the best prepared board they had experienced. The success of this program, should give us a strongbase from which to proceed in the future. Examiners for this program were invited from the Pacific Northwest. EXAMINERS CLINIC An Examiners Clinic again started the year and was geared to practical application of principles. Through use of demonstration, discussion, and actual exam settings, a good intensive overview of the Certification procedure was given. Exhibi t "c" 2 EXAMINERS COLLEGE The Examiners College which was to have taken place late in the year did not materialize due to a general lack of interest late in the season. We hope to initiate the College in the coming year as it now represents a requirement to becoming an examiner. NEW CHIEF EXAMINER Robin Locke was appointed as New Chief Examiner for 1974-75 and has conducted the business of Administering the Certification Program in an effiCient, and enthusiastic manner. It is in a large sense due to his responsible attitude that the program has met with the success it has this year. REQUIREMENTS FOR EXAMINERS Requirements to becoming an examiner have been established to give more professionalism and experience to those who will participate in Certification in comi-ng years: These requirements are: 1. That a candidate be fully Certified one year before attending the Examiners College. 2. That an application to be an examiner be submitted to the Chief Examiner. 3. Attendance at the Fall Examiner's Clinic (required of all Examiners) 4. Attendance at an Examiner's College 5. Must successfully complete the Examiner's College before backing an exam. 6. Must apprentice three times before examining 7. The Certification Committee reserves the right to make the final selection based on the number of Examiners needed to continue the program. 8. Each candidate must be endorsed (signature) by his Ski School Direc tor. It is felt that those past examiners who have not examined within a two year period may be required to participate in an Examiner's College before again examining. During the phasing in of this program, the ISlA Board of Directors allowed the discretion of the Certification Committee, Certification Vice President, and Chief Examiner to administer the program and make assignments that were necessary to continue. Exhibit "e" 3 SUMMARY We feel that there has been healthy progress in new programs started and the continuation of past programs. We have continued with the evaluation of Examiners, use of students as guineas, station exams, etc. and feel that these have continued to make the program progressive. We do feel that there are areas that need improvement and attention and list the following. FUTURE AREAS OF CONCERN 1. We feel that there has been an over saturation of Examiners from in and around the Salt Lake City Area and are encouraging more participation from the Northern Utah, Idaho, and Wyoming Areas. We feel that the only way we can have a truly representative certification program will be through total and equal participation. 2. We feel that with increases in costs and living, it may become necessary to increase exam fees and at the same time examiner's fees. 3. We are exploring the possibilities in conjunction with #2 of decreasing the size of Certification boards to give more time for individual attention. 4. We feel that the Associate level of teaching must be raised to include all phases of skiing and that the level separating Associate and Full Certified be in competency of teaching skiing rather than ability or inability to teach upper phases of skiing. SUMMARY It is our aim in Certification to maintain high standards of Certification and Examiners, and to be current, innovative, and responsive to the needs of the membership and current teaching and skiing techniques. Exhibit "D" REPORT OF COMMUNICATIONS VICE-PRESIDENT I attended the Board of Directors Meeting held in Salt Lake City, Utah, On December 7, 1974. Ski School posters were made up during December and sent to the ISlA Office in Salt Lake City for distribution. During the past six months this Committee has published three issues of the ISIA NEWS and distributed them to the members. I attended two night sessions of the Kelly Canyon Clinic conducted by Bob Parker and Gene Palmer and a one day session held with four members of the ISIA demonstration team at Targhee in February. ISIA publications were exchanged with two other associations, the Eastern and the Northern Rocky Mountain divisions. The other publications I have received indicate they enjoy or suffer the same successes and failures as we do. During the past months I have continued to work on the history of the ISIA with mixed accomplishments. Many of the "OLD TIMERS" contacted have failed to forward the items needed and/or promised. This will be a continuing task as the years go by. I intend to propose as part of this year's Board of Directors program one of soliciting the members thoughts on "Just what I expect for my ISIA and PSIA dues." Maybe in this way a little better understanding can be gained as to why many members are dissatisfied with Association activities. My thanks also go to Bill Briggs for his efforts toward communicating. The results may be slow to come; however, he was the only member to write back after I appealed for action toward two-way communicating. Our desire was to create an educational opportunity for every member of the assoCiation, and we feel that the effort was a success, however qualified. 'I'he program was dependant in part on a normal snow year. ;,1 th the lack of the usual December snowfall it became necessery to postpone, and eventually cancel the central clin1c at Nordic Valley, and to postpone the fark City Clinic. The cancel18tion and postponements were costly, not only financially, but in loss of clinic participants. \,e did, however, hold clinics at Kelly Canyon on January 2) &: 30, and l"ebruary 6; and at l-'arl{ City on January 29, February 5 & 12. Participants had such areas AS cross country, racing, free skiing, free style, demos, class handling and G.L.M. to choose ~ from. In addition, we held a free style clinic at Beaver f.oun-tain on ~;arch 29th. The committee proposes to. run essentially the same clinics program next year. However, rather than wait until all clinics are completed to submit rolls, revenues and expenses to the e~ecutive secretary, we propose to submit sqme upon the conclusion of each clin1c. The clinics committee further proposes to meet 1n the spring nnd prepare a detailed clinics program for the 1975-76 ski season nnd to present it for approval at the summer planning meeting. EXECUTIVE SECRETARY AGREEMENT TIllS AGREEMENT made and entered into this ____ day of -----, 1971, by and between Intermountain Ski Instructors .~sociation. a Utah non-profit corporation, duly organized and existing under and pursuant to the laws of the State of Utah, hereinafter called "the Association", and Bonnie R. Pond, of Salt Lake. City, Utah, hereinafter called the "Secretary". The Association is a non-profit corporation engaged in the promotion and upgrading of social. educational, recre.ationa1 and professional standing of its members. It desires to secure the services of Bonnie R. Pond as Executive Secretary for a period of one year from September 15. 1971 In consideration of the mutual promises herein contained, it is agreed as follows: First: The A~sociation hereby employs Bonnie R. Pond as its Executive Secretary for the term of 1 year beginning September 15, 1971. The Secretary will manage under the direction of the Administrative Vice President, the business affairs of the Association. The Association will employ the See.'P..etary for the consideration as follows: (a) An annual compensation of $2.200.00 payable as follows: $300.00 per month for the months of Decp-mber through April of this Agreement and $100.00 per month for the months of May through November of this Agreement. (b) In addition to the compensation set out in (a) herein, the Secretary shall be allowed reasonable expenses incurred by her in the course of performing her duties hereunder and as further allowed by the I.S.I.A. Board of Directors and/or President and Administrative Vice President. Second: The Secretary agrees during the term aforesaid to devote reasonable time and attention to the business of the Association including but not limited to the following: to pay bills; keep accurate books; act as agent for the Association in dealing with other ---- --_ . .. . - - - - . - - ~ ~- -2- Ski Instructor Divisions; attend Board of Director meetings for purposes of taking minutes; attend clinics; keep Association mem-· bers informed as ·to Association business and in general to control such business and perform such other duties as may be entrusted to her by the By-laws or by resolution of the Board of Directors or by the direction of the President or Administrative Vice President. Third: The Secretary agrees not to sign or affix the Association's name to any Contract or c\greement or to assume any liability in the name of the Association except as authorized so to do by the Association. Fourth: It is understood that the Association shall exercise no control over the activities and operations of the Secretary, each recognized hereunder as independent contractors and free agents. Fifth: The Agreement may be cancelled at the option of either party hereto upon fifteen (15) days written notice to the other party. If not so terminated by either party, this Agreement shall automati. cally renew itself from year to year. Sixth: A mutually agreed consideration for this Agreement is the personal reputation and qualifications of the respective parties and accordingly the rights under this Agreement are not assignable nor subject to delegation.
