I felt I should write you personally and explain the reason for my concern so there would not be any misunderstanding regarding my feelings. First, I have a considerable personal investment in our Association. As you know, I have been very much involved in I.S.I.A. over the past 10 years and my efforts have been directed at maintaining '" high certification standard ::hi ' 12 b1s r ,.14 Q.... I also have an obligation as a Director to make you aware of my concern. Specifically, Keith, the use of Ray ~n Dongan and Andy Shearer as examiners at the Brighton Exam was a surprise to me. Andy, to my knowledge, has ~~d-up once and has never served as a "full" examiner. Ray, of course, has not participated in an exam in any capacity prior to the Brighton Exam. I cannot reaall when individuals in I.S.I.A. have served as examiners without previous traingng and aPirenticeshiP in the Associations back-up program. Is this the case? I~ so, at what point in time was this decided? At the fall B.O.D. meeting? At the Examiners Clinic? It seems to me that this is clearly a consideration that the B.OrD. should have been abw., to evaluate and approve or disapprove. Taking into account the fact that the exam procedures had . been drastically changed - scoring, demonstrations, etc. - it seeems rather poor judgement to use "new" exam:irers at the first exam. Granted, the bakk-up program hasn't supplied LS.LA. with a great number of ( ~~ners, but at least, in my opinion, those who have examined have proven their ~lifications over several exams to the various Board Leaders and Chief Examiners. In conclusion Keith, the use of individuals in our certification program who have not backed-up or participated in any form of "assocaition- sponsored"training is, in my opinion, a serious mistake. I feel, if this practice conminues, it will undermine tge confidence and respect our present membership has for our certification program and will eventually lead to a program that has no.:l;continui ty at all. It will also result in as signifiaant lowering of the present I.S.I.A. standards with the ultimate result of having the skiing public disregard completely the Certified Instructor and the Intermountain Ski Instructors Association as a revelant organization. It seems to me, that whether you agree with my peronal opinion or not, the decision to ndon the back-up IJrogram was not wi thin your authority to make. YOU)ophilosophy on cer 1 ication and our method of selecting e:xruniners, if it differed significantly with past practices, should ha~e ~een clearly outlined to the B.O.S.'s and if the B.O.D. agreed with you, then, modifications and changes could have been made by the B.O.D. This was not done, and I am wondering why you felt it necessa~ to abandon a practice which has been foll~ed by all of your predecesors since the ~ery beginning of the Association. .. Certification Vice President % Alta Ski Lifts Al ta, Utah 84070 Dear Max: January 5, 1973 Re: Certification Committee letter dated December 16, 1972 At the conclusion of the Examiners Clinic held this fall, I was enthusiastic and sincerely looking forward to the coming year of ceri tifica tion activities. The changes in the exam format seemed objective, and the decision to involve more people ih the program has been, as you know, a need that I have recognized for some time. It was my thought that the program would be expanded by a careful program of training, which I would be involved as Association Director of Education. Until the time that someone came up with a better idea, I felt that the training would consist of an expanded back-up program (with use of multiple back-ups at each exam), and use of candidate examiners as Association Clinic Instructors. People who were so used would then be evaluated prior to use as an actual examing board member. During my portion of the Examiners Clinic program, I outlined this schedule, and you concurred. At the Brighton Exam December 16, 1972, it seems to me, that you forgot all that was discussed about training and selection of examiners. Two examiners on your board had not examined previously and one had not backed-up or worked in an Association Clinic before. I am not questioning either of these individuals ability or their performance. I am questioning your judgement in this selection and in the possible future selections of Examing Boards. The selection of this board (using not one but two inexperienced examiners - one who has never been a back-up) breaks an unwritten rule never before broken in this Association's :r.istory • It is not my place to judge and evaluate the way you administer the Association's Certification Program. However, the way you are doing it is not the kind of certification program that I have come to know after being a member of the committee since 1959. During that period of time I have never completely agreed with any of the Chairmen (except when I vll3.S Chairman), however, I felt that I could always support their programs. . ~ Page 2 January 5, 1973 After careful consideration, I feel that I cannot endorse your program and give it the support needed to make it a success. Therefore, would you kindly accept my resignation from the Certification Committee. Since the Examiner Training Program seems to be abandoned, I see no further need for an Association Director of Education. Would you also accept my resignation from that position. You will continue to need a Clinic Chairman but that job was one I had in 1957, and it no longer stirs my imagination. The association history will reveal that I am not one who consistantly resigns, quits, or lays down on the job l.-!hen things don I t go exactly my way. In this matter, h01.!ever, I feel that I can no longer be of service to the committee and that I cannot fulfill my obligation to all of the people who have invested part of their lives in this association to keep the certification program on a high standard. Hopefully, your method will prove to be effective and you will prove me to be wrong. Hopefully, also, in several years from now instructors in other divisions will still look at I.S.I.A. certification as a strong program, and their only criticism of LS.LA. Certification will be that "It's Tough". Best of luck on your "new" certification experiences. The letter was addressed to the Certification Vice President but we have since learned that a copy of the letter was circulated to The Board of Directors. Hence, we feel a need to respond so that The Board will be informed and thus this letter will be circulated to The Board. We suppose that one of our main objections to your letter is the obvious implication that certification policy this year is solely that of the Certification Vice President, Max Lundberg. Conversely, many Committee Members feel that certification this year is more a committee function than it has ever been. Since the main issue here is how and who should select Examiners, we submit that the Certification Committee has never, as a Committee, selected examiners. In fact, the Certification Vice President and possibly a few Committee fl1embers have done so in the past. We think it then follows that your reference to this years program as "your new certification" isn't accurate with the exception that different people are making those selections. It is also true that the Committee spent more time and effort as a Committee this year than at any time in the Association during it's recent history. It is even clearer now than ever before how difficult it is to get several people on the same wave length. We, of course, did not feel, as you apparently did, that your comments at the Examiners Clinic indicated that no one could examine without experience as Association Clinic Instructor (admittedly a good program and it is most unfortunate that due to the timing of your several resignations we may well have to go another year without such a program.) It \'las further the feeling of the Committee that while a chief examiner was to work under the Certification Vice President, he would certainly have to be trained rapidly and we now fail to see how the Cemmdttee could contemplate making a person chief examiner and then not using him to examine. Of course, your letter says just what you openly stated to say, ie., you questioned the "judgment" of the parties used in the Brighton Lou Lorenz January 25, 1973 Page 2 Exam. Our response to that can only be that there cannot be any two people in the Association who would agree on qualifications of all potential examiners. Since you indicated you didn't question the individuals ability or performance, all we can conclude is that the parties were qualified in your mind to examine except that they hadn't backed up enough. Of course, one of the individuals you referred to in your letter had admittedly backed up, so your objection to him can only appear to us to be a personal matter in light of his qualifications (not the least of which includes Director of NASIC II and technical Vice President for our Association.) The Committee feels that the backing up program is a good program and that the back up program will be expanded. However, the main purpose of backing up is to determine the ability or potential ability to examine. Hence, if in a special instance when those qualifications are fairly well known, the Committee fails to see the harm that results from using such an individual who serves in a key position in certification. Since you yourself agree that the performance and ability of the individuals concerned were not objectionable, we can only conclude that your view point stresses the "letter" of the Certification Program to the exclusion of the "function" of the program and what the program itself is attempting to accomplish. The fact (and we only assume it is a fact) that an unwritten rule may have been broken, ie., the use of an examiner without back up experience, doesn't worry us as a Committee in this case. In fact, we can invision a reoccurrence of this procedure in the future should the circumstances so dictate. Of course, the Committee at this time does not invision the use of others to examine who have not backed up since others are not in key positions in certification and there is no need for such use. In conclusion, we would say that while we desire, as you do; to maintain a high standard in certification, we feel it imperative to use the chief examiner to help build a strong program in order that the Association may maintain a viable program in a time of growth. You admittedly recognize the need in this time of growth to expand the program, but you obviously feel we are moving too fast. We regret your objection, but must do as our best "judgment" dictates. It is also my understanding that some of the questions you will consider at that time includes the question of mandatory back up experience prior to examining and certain other restrictions on examining not now being observed by our current certification committee. I want you to know that I have, as you would have suspected, every confidence in Max Lundberg and the Certification Committee and the program they are currently putting in effect. On behalf of my ski school and myself, let me indicate to you that I completely support the Certification Committee and their current efforts for certification. I have, for the ftrst time in a number of years, a great deal of confidence in our officers and especialy in our certification committee., The certification policy of the past few years became completely unreasonable, and destroyed the confidence of all the members of the association. I would like to congratulate Keith Lange, Max Lundberg and Ray Van Dongen for establishing what I consider to be the best certification program we have had for a long time., This year I am encouraging my instructors to take the examination because I fetl the program is set up to give them a fair and impartial test. If the program had continued as in the past the Earl Miller Ski School would not participate. I did have a chance to observe part of tha exam and during the day wa. abla ta get a little fealing toward the procedure of the 1973 exam. The exam at the apprantice lavel was a difficult one because many canadites we •• of a boarder line level making it necessary for long indoor sessions and special evaulations. The one to one method did establish a more relaxed feeling between canadite and exam board. Andy Shearer didda fine job in handling the exam. I strongly support Max Lindburl and feel he needs continued freedom to._ continue to conduct exams in the direction he is going. I feel this t •• t was very fair and no one passed that I felt was nat qualified for an associate level. Also the ones that failed do need more time in their training. I want to go on record at this time in support of the pol icy as I saw it proposed at Examiners CI inic in November. My position has also been reenforced by the reports I have received from those directly concerned per-ta i n i ng to the exams prev i ous I y conducted th i s year. Apparent I y the complaints did not come from the ski school directors involved. I therefore do not see the program out of continuity with the proceedure we agreed to last fall. There may well be problems and inequal ities and in the future I myself may be clamoring for change, but I do not feel that the present certification committee has yet had time enough to be judged one way or another. No one seems to doubt his capabi I ities in the area of technical knowledge. It has never really been made clear to me what the objections toward him have been. From the outside they seem to be personal in nature. Again I say give the man a chance with a job that historically has been thankless and subject to extreme criticism. I have found Max to be receptive, flexible and very helpful. H~ has had the international exposure I feel necessary to make the evaluations required of the job. We have given him the job of change which is never easy, now let I s give him the opportunity to learn from his mistakes as everyone of us have. All divisions were represented by either Executive Secretaires or Administrative Vice Presidents at the meeting, it was my feeling that the meeting was quite productive. The recommendations that carne from the divisional secretaries and staff people to be made in the form of recommendations to the PSIA Board of Directors and in addition to the Divisional Boards are as follows: 1. That the Divisions be encouraged to implement full reciprocity, i. e. , that each Division recognize other Divisons' Certification status to the extent they have the same status. 2. That each Division notify PSIA prior to December of each year concerning the election of new officers and directors. 3. That each Division support PSIA in their program and not make gratis contributions of the rosters to Ski Manufactures and others but instead charge 40¢ per member for the roster. At the meeting each Division was given a comprehensive loseleaf binder containing the certification, by-laws, Articles, technical, and other information currently in print in each Division. This should prove helpful to our Association in many ways in the future. There was some talk concerning a unified billing system among( Divisions and the matter was referred for further study. Dennis Sanford of PSIA indicated they were comtemplating a change in the Ski Pro format and intend on going to regular news paper size leaving space for each division and thus if divisions were in accord, a division newsletter could be incorporated in a nat:ional newsletter. They estimated about 6 issues a year. Dennis Sanford also encouraged each division to form an educational foundation the advantage being a reduction in mailing costs to 1.7¢ when 200 or more items are mailed. Bartlett 1567 Winward Drive Salt Lake City, Utah 84117 As the Ski Industries Representative for the ski season 71-72 and 72-73, I would like to outline the progress of this committee~ During the 71-72 ski season a comprehensive study of the problems involving members of I. S. I. A., N. S. p. and members of the ski industry was made. Following are the results of that study with recommendations for promoting a sound relationship between Io S. I. A., N. S. p. and the ski industry. At the initial meetings the following guests were invited and commented on the common problems concerning us. Mr. John Taylor--Saska-Parrot Co., Mr. Earl Miller--Miller Ski Co., Mr. Robert Kendall--Lange Ski Co., Mr. Chuck Hull--Dynamic Ski Co., Mr. Duane Brian--Rossignol & Trappeur Boots, and others. The concensus of this committee indicated that we should contact Ski Industries of America, National Ski Patrol and other divisions in the p. S. I. A. as well as United States Ski Association and racing groups. The results of the letters are as follows. United States Ski Association was very negative and their information was limited to a few minor comments. The National Ski Patrol suggested that we were entering a nebulous field and certainly was not interested in our problems which was very disappointing to me because National Ski Patrol commands a large portion of the discount industry. Further study with the local representatives of the National Ski Patrol indicated that if certain resolutions and ideas were drawn, that they would certainly cooperate on an Intermountain basis. Ski Industries of America at this time ~ have a program and is certainly doing more than anyone in the general field to stop indiscriminate sales to unqualified peopleo However, their effort is on a national basis and appears to lack the sophistication of a local program. I do believe their program should be supported by all members of the ski industry. Other divisions for example, such as p. N. S. I. A., has a program that involves a member's current p. N. S. I. A. credentials card with an equipment square to be punched by the appropriate store or when purchasing merchandise. At the end of each ski season the expired card is turned in and a new card issued. If the program has been violated, the instructor is then called on ----~~ ------- Page 2 the carpet to explain his actions. Appropriate measures are taken from that point. The above is not a suggestion~ it is only one way equipment abuse has been handled. After talking with everyone possible in the industry, that has anything to do with professional programs, I am of the opinion that the problems start with: 1. Indiscriminate retailers who use instructors as an excuse to discount merchandiseo 2. Manufacturers who are anxious to market their product using professionals for a quick outlet at unreasonably low prices. 3. Ski school directors who sign forms for unqualified personnel for various reasons. 4. Professional ski instructors and ski patrolmen who take advantage of well meaning manufacturers, wholesalers and retailers who offer discounts to professionals in the industry. What can we do to help solve this problem as members of I. S. Io A.? Obviously, there is not a cure-all to the problems, however, as an immediate measure either the Board of Directors of Ie S. I. A. or the ski school director or both should be aware of the gross abuse within our own organization. Ski school directors should scrutinize each form carefully to see that the necessary requirements are met to the letter. Another suggestion would be to restrict actual sale of equipment in an area by professional ski instructors, patrolmen or other area personnel. The last suggestion is made to curb wholesalers in the industry from making on-the-hi11 retailers, thus depriving legitimate outlets of sales. I am referring to people who stock equipment per se, not the people who are using demos for promotional use. I believe a short discussion with the Board of Directors and the ski school directors concerning the foregoing matters is in order, if possible at the Spring Clinic.
