As you will note from tho copy ot the enclosed letter from the National Chairman, Dill Lash, our association would be opposed to open transference of instructors on a national level, at least. Apparently your association is l1kewise. CertainlY there is a great deal of 61m1liar1ty in the requirements of the examinations of the four groups you included in your letter. It has been evidenced very much in our small group, in which most our advanced instructors have been certified in one of these other three groupe at 80Ill8 tiM or another. I feel sure that our organization would have no objections whatsoever to full reciprocity among the four units you included, whereas, in our tall meeting there waG difinite oPlJosition voiced in regard to full reciprocity with some of the other necoc1atione. I think, how~ver, th.t we should proceed with the utmost caution for fear that we might upset aQ1 possibility of a national association. Like yourself, I feel that national unity is somewhat in the future. AI I stated in the letter to Bill, I feel very strongly the great need or the official delegstes to the national committee meetings having authority to act in behalf of their respective divisions. It is too expensive to send representitlves to such meetings just for the sake of fellowship. In speaking or the expenee of these tripe, our, group has pledged itsel! to support a delegate to the Arahapoe meeting, possibly two will attend. I will be an official delegate of the NRt1SA at the NSA. meeting at r-U,lwaukee, which makes somewhat of a problem for getting sOl"llBone down to Mammoth in April. Wouldn't a meeting at Salt Lake or Ogden be morc practical for all concerned? A meeting at t1a.'T1T!loth would require three of us to travel dupllcate routes from Salt Lake. ' , As you know our association, NRMSIA, is very small, (probably always ~ll be), however, this smallness provides a tremendous advantage to the president,· as it is possible to know almost all the thoughts and wishes of each instructor in respect to any of the ideas being oiroulated on the national pioture, and the thoughts that I present in this letter, I believe, represent the majority ot our member". In r.egard to the movement for the free transferring of instructors from one division to another or reciprocity, it would seem that under the present setup it would be impractical and unfair to the divisions and to the individual instrUotora to start out with a complete transferring freedom, at least on a national level. Perhaps a stepping stone towards more complete national standards would be to provide a system whereby an instructor holding an advanced or full rating could transfer to another division as a standard instructor. He could, of course, always take an examination in his new division to regain full rating. Under this setup it is suggested that an instructor with an associate or standard rating oould be transferred on a temporary basis, i.e., with certification lasting for one year, at which time the examination would be required. In other words we would be opposed to full reCiprocity until there is a more closely knit national instructor1s committee, or better, association. In a previous letter, I informed you that we adopted your manual as our official manual until its revision or until a national manual has been published. We are not so interested in the technique phase of the manual, for certification requirements, as we are the first three chapters which we feel should be included in any future manual. They might, of course, be broadened in their scope. The technique phase we feel, was very we1l presented and there is certainly nothing wrong in your stating a technique should be preformed in a certain manner, although there are other ways as we1l. In this free thinking country of ours, only a dogmatic exponent of a technique could say that there is but one correct way. It1s our feeling that the chapters on technique of a national manual, should present the techniques as being taught at the major schools throughout the United States. As evidenoed at the national meeting at Alta last spring, I'm sure the Arapahoe moeting will likewise indicate that there are about three main techniques being taught in the United States. }finor differences could be included where there seems to be great enough conflict between some of the larger schools. If the manual were printed in loose leaf form, additional sheets could be added after each years national CliniC, and I firmly believe that, little by little, a more uniform technique would evolve. It should be noted from the conflict in the French Ski Instructors Association that the adoption of a given technique, nationalwise, is a dangerous thing. When something better comes along, it is going to be used anyhow, so -why not keep an open mind on the subject'? • I If t he national committee is to wurk sllc cessful ly, the chairman certainly must have the righ.t to a ppoint. sub-commi ttee!! Certainly if the divisional committee chairman has been appointed in a democratic m~: nner, he should have the right' to appoint sub-collllllitteemen such as requested , by your letter, and it was only the' lack of cooperati,on of some of the divisional chairmen that made ' it:' neces~ary , for you to expedite the matter and appoint members from some of 'the divisions' whom you lmew ,to be ' most interested in this particular matter. However, there is certainly no reason fo~ retracting the support that was promised you last spring. , Frankly, I feel that the lack of cooperation ,bot.hin ,respect to finances and the manual, hava brought progress , to a .s~andstill. : The forthcoming meeting planned for Arapahoe Basin, thisspring, can be a success if 'the 'majoritY ,of the ski school directors will attend, and with an open mind, and 'if ".the divisional official delegates come with ,the authority to act 'on behalf of their respective divisions. Off hand ski instructors are the only group witt~:the ski gnrup whO'~1'1 stan::!. to gain financially from skiing. Men on all other committees in the NSA have nothing to gain but to gain a few frirmde(hopofully), mn.ybc contribute his time and experience to skiing and certainly quite a bit of his personal furds on top of that. A statement like that from Otto Steiner shows lack of judgement. The president of the PNSA has asked for Joe Harlacher's resignation as chairman of the PNSA Ski Te,acher Certification program etc., but I have not been too close to his activities to jUdge the merits of this move. I do not indend to remove Joe from the NSA Ski Certification Comm., due to the short time remaining before convention. Good luck on the your meetings at Arapahoe Basin in the midlle of l.iay. Please, do all you can to have 11. report in to the NSA office to enable them to print it for distriwtion prior to the NSA Convention at lJilwaukec May 27. National Ski Teachers Certification Comm. 6811 South Meadow Drive Salt Lake City, Utah Dear Bill, SKI ASSOCIATION 3almon, Idaho April 15, 1959 I purposely held off answering your last letter until after the Northern Roc~ Hountain Spring meeting, which was held at Bozeman this past weekend. Our instructors association also held a director's meeting at that time. The Ski Association elected me president, and under the circumstances, I feel it is best that I resign as president of the instructors association. If Dave Hamilton decides to stay in the N.R.S.A. , I will appoint him chairman of the certification committee and as he is already vice president of the instructors aSSOCiation, he will take over my duties thore. Because of my new Ski Association duties and some surgery that set me back this last winter, it will be impossible for me to attend th~ clinics. However, Karl Hinderman and Dave Hamilton plan to attend the Arapahoe meeting. I believe that Dave, Jim Black and George Montrose plan to attend your I.S.I.A. meeting. It is my plan to attend the N.S.A. meeting in rlilwaukee and if there is any ski instructors proposals that need support there, please let me know. Karl Hinderman has some very good ideas that he will be bringing up at the Arapahoe meeting. One isa file of credentials on ski instructors that could be available to ski school directors. Another is, a system of exchange of instructors between schools for a week or so, which would certainly be a step towards developing a uniform technique. We voted to buy some film so that our delegates could take movies of the technical phases of the Arapahoe clinic. These will be used later in our own clinics. Perhaps all the delegates could pool resources to gain a better film for this purpose. Our directors also voted that the delegates should have full power to act in behalf of our instructors association, with the exception of reciprocity motions. Here, we felt that the only thing that would be acceptable, at least at the present, would be for transfers in which a full rated instructor would be reduced to a standard or associate instructor, and a standard of associate instructor would take a one year permit. Of course, we will abide by the majority rule. Dr. Jim JUssell's proposal is certainly a step in the right direction and he certainly supports certified instruction. I will let you know as soon as I make a new committee appointment here in the Nor~hern Rocky. It appears that another $2.5 would be appropriate to give significant support to defraying some of Paul Valaer's expenses. As you no doubt heard from Hal Kihlman during his visit that tho PNSA Ski Teachers program is due for a complete face lifting since the PNSA president decided to ignore our certification plan and create a PNSA certification dictatorship without recourse to the PNSA board of directors. Apparently the NSA has been slow in informing you that Dave Hamilton is now Divisional Certification of Ski Instructor's Chairman. I appointed Dave primarily on the basis that he was First Vice-President of the Instructors Association. He is now residing at Big Mountain, White Fish, Hontana, but whether that will be a permanent address I do not know. If you should have any difficulty along certification problema in our division, let me know and perhaps we can change things around. Enclosed is our latest list of certified instructors. Therefore, they could not be usedo If some of you can be there for all of February, better write to Willy at Squaw Valley. Public Relations man or note, Eric Johnson, has informed me that he has prepared several rough lay .. outs for an Award of Merit, to be presented to friends of Certified ski teaching. We should have these to look over at Mammoth next month. Eric's charming wife, Rosemary, will bring forth a new ski instructor in a few months from now. Eric is directing the school at Powder Bowl this year. Just opened an envelope from Bob McNight. He informs us that he will head instruction at Sierra Ski Ranch this season ••• Long-time pal to skiing) Ed Siegel, formerly at Alta, is new manager of China Peek, where Bud Nil1sen directs the school. SAD NOTE: Our loss is Colorado's gain. Gord Wren, who did such an admlra~ job as Chief Examiner last year, has left the Far West to manage the area and direct the School at Loveland Basin. We're truly sorry to see you go, Gord, and we'd like to wish you~ as we're sure thousands of kids in Reno would g the very best of luck back in your home state. Had a long, friendly and informal ohat with Byron Nishkian, the very effective President of the FWSA, and Hank Jacobsen, one of his hardworking Diredtors, in San Francisco a couple weeks ago. Orgenlzed skiing is very fortunate to have such selfless. far-seeing personalities to head it's affairs. I believe that we can look for very muoh improved CON operation between our two associations as the months go by, without any strings attached. Word from the Pacific Northwest has it that the instructors there have finally re-orgenized, with some firm policies being established by wellknown personalities in the ski biz. Bit by bit, fellow ski teachers, we are improving our status. It's a long hard climb which will probably never end, if we wish to achieve the goal of bona fide professionals. Each year we ~t closer to those goals, instructors throughout the USA get closer to them. It pleases me to see each year, less beefing and more action. And, it pleases me to note that more and more each year, our beefs are kept within the organization and less in public places. If you've a pet peeve of any kind, let your Directors know in a way that will encourage them to help you. While I am very happy tQ see that they haved formed their own organization, I am a'little preturbed about t~eir assumption that they are entitled to two representatives on the National Committee. I know that this has been a hot issue in the NSA, but didn't think that we would have it too. Knowin~ something of the problems that they have had in PNSA with their certification program and doubtful standards, I personally don't feel that they are entitled to more representation than those organizations that have maintained high standards and as a result have fewer qualified members. I am very muvh interested in seeing your reply to them, and in the ultimate decision. We have had an initial meeting of the NRMSIA in conjunction with the NRMSA fall meeting and have a calender for the season. We will hold our annual fall meeting and clinic in Bozeman on the 27,28, and 29 of November. This will be followed with an exam in Bozeman on the 12th and 13th of December and one at Whitefish in the spring. Please consider this as an open invitation for any or all of thesB dates both from our organization and me personally. I'd like to see you up our way th:s year. Of course I realize how much time you have tied up, and the difficulty of getting away. We have a good addition to our organization in the person of Curt Chase at Red Lodge. I know that his thinking was opposed to yours on the manual, but at least he is an active and progressive type instructor who will strengthen us. THE U.S. OLYMPIC A •• oeIATION As you probably know, the NSA is continually being criticised from many quarters, probably with some justification, however, I am sure that you will agree that most of the offic~ and directors have onl,;: the best interest of all skiers in mind and give unselfishly of their time with very little, if any, reward. The greatest source of criticism comes from one disgr~ person who tried to push himself into an unwarranted Olympic Official position. Of course, I am referring to 'Ierrill G. Hastings, Jr., publisher of Skiing magazine. Besides his editorials, sevel'al of flis articles have referred to the inSiuctors group as an indenendent orEanization from the NSA or in other i, tances, that they a~e planning to be an indep~ndent group. I do not kno', our personal feelings about this matter, now~~/1at the NSA has af1;re~d to ,I' ,the requests of your committee at tl,le last 'tit> natlollal oonvenhons but ~t would seem that there would certa1.nl,Y be rtI'fh more strength in the present relationship between your committee and the~~SA than would result in the two separate organizations. Then, too, I believe the amatuer's viewpoint regarding the instruction should never be overlooked and it would probably not be voiced to an independent organization. The present setup certainly gives all the advantages of a separate organization, with mutual advantages to both. Hay I hear your thoughts reeardin£~ this matter? The NSA directors meeting will be held in the first part of January and I should have a formal report to give on each committee in my area at that meeting. It will probably interest you to know th,ttrt.his reorganization was an outgrowth of our conversation in Salt Lake, and your talk with Bill Durant at the National Convention. I think we both real i zed that we were s tr i ving for the Sflme goal, and I feel thH t out of our conversation you received a much better understanding of our program and its problems. Ne have noVi changed our ratings as follows: Certified Ski Instructor-- Associa te certified ins tructor, and a category of Registered Instructor who will include those teachin~ in a r0Eistered school who have not yet passed the certification. The latter will not wear a certified ski instr06tor's pin. ','fe are revising our grade cards and certification tests, and are stiffening up the requirements for full certifica hon. :'/e are putting on an extensive program of clinics for our examiners, and I myself plan to attend the meeting at BriGhton, and I am certain others from our group will attend also. Last year, as you will recall, I provided your manual to all the certified instructors in my own school; I am now able to report that we found it extremely useful in our own clinics, and I have found through inquiry that it was used by the instructors to a considerable extent as a reference manual. Al though I have had time to read your new manual only casually, I wish to commend you on your grasp of ski teaching methods and your broad viewpoint of methods other than the one you personally use.
