Thank you for your letter of May I, 195~, and a copy of the submitted report. Our Division had its annual convention in Chicago a few weeks ago at which Bob Johnstone was present. I had an opportunity to talk with him for a period of time concerning the . NSA Certification Committee and also his thoughts concerning a National Ski Instructors Council. He indicated th~t he felt it jiaS not pOSSible to reorganize the NSA Certification Committee. He felt that the NSIC ,,,as probably the answer.; and that if everything "lent well 'tvi th NSIC, sometime in the future it vlQuld probably be looked to by the NSA as its committee on certified instructors and that the present committee, or method of its creation each yes.r, would be dissolved. I was elected 2nd Vice President of this Division for the cOrning year and again Nas named Chairman of the Certiflcation Commi ttee. I vrill be a delegate to the convention and hope that in some small way I can do my part in seeing to it that favorable action is taken at the convention regarding our needs. I would like to ramble for just a minute on a fevJ items that seem to bother me in my thinking. I can see more clearly the division of responsibility between the NCC and the NSIC. I read v1i th interest the comment s of expert s rege.rdil'l.€j the NSIC 'tvhen it was first proposed and was somewhat surprised at the strong feeling SUPPORT rOUR SPORT MI'. The fact tbat som~e object to instructors' certifying otl:er instructors was something I had never considerecl. I imagine it's true that you are bound to have some jealousies and pre-conceived ideas .in the group of examiners you use Vlri th regard to applicant instructors whom they know personally and ·who have not impresseo. that examiner in the past. However, it scares me all the more to think that a group of men \o[ho are Simply administrators, although they may be good sklers, should take it upon themeelves to dete.rmine the aualifications of e.n applicant instructor. Perhaps I am misstating the matter in that I would surmise that, even in those Divisions that have administrative examiners, those administrative examiners look to professional ski instl'uctors in determining whether or not an instructor sbould be certified. In a "vlay, I share your feeling thnt the lJSA has failed the instructors, but in some respects I disagree. It would seem to me that it is up to all of us professional instructors to "take the bull by the horns" and make some progress whether it 1s with NSA recognition and approval or not. I don't quite see what difference it makes whether the NSA recognited the NSIC at its inception or not. We know the key professional instructors throughout the United States. It would seem to me that, if they 'vere looked to in organizine; an exchange of icleas on a national level includin8', as you indicate, a National Ski Instructors Hanusl, '!!bich I am very interested in, it would be e. worth'\lhile undertaking and that, with just a reasonable amount of success, the National Ski Assn. would want this group as a part of its program. The thing I disagree with is the fact that you refer to the NSA's encouraging and recognizing the National Council of Ski Instructors. 1;Then you speak of the NSA vTi th regs-I'd to ski instructors, you are speaking of ourselves. If the NSA has let us d01vn, so to speak, it is because ~;e have let ourselves down. I am not aware of any restrictions that have been placed on our com-mi ttee ~'Ti th regard to the acti vi tl es we consider undertaking. It would seem to me that the real problem is in gaining first the cooperation and participation of each Division and then determining what rules, plan or activities are acceptable to all the Divisions - and in what respect and to what extent. I also feel that the delegates and the directors of the National don't really care what we do as long as we agree among ourselves. They are certainly intere8ted in what this committee and what professional instructors do, but I don't feel they are intere8~ed to the point of giving a great deal of thought as to how we formulate the NSIC or how it is Rdministered once the instructors themselves have determined and agreed to a method of administration. It will be nice to get the NSA's green light tc; go ahead;but suppose, because of politics or some difference of opinion about some idea, they refuse to recognize the NSIC? i'That real difference would that make? It is a free country. I guess, down deep, I still feel that, while I am in favor of the NSIC and can assure you that I will support it, that our instructors will support, and that our Division 1",ill support it, I would be happier to see the NSA Certification Committee simply include the acti vi ties i-ve have listed 1'1i th NSIC, and the NSA appoint· the NSIC members each year or each 3 years. He could require that, if the NSA Certification Committee member from a certain Division was not u professional instructor presently teaching, then that Division would suggest a professional ski instructor to represent that Division along with a non-instructing member either on the NSA committee including the functions listed for the NSIC or on the NSIC as appOinted by-the NSA Certification Committee. Even then, I just have a feeling that somewhere along the line we are going to be bogged down with either group steppinc on the others toes or with administrative policies and plans to a point where it will become too involved to be worlcable. . .
