Show __o „ _ reason, that cedar timber of this sort is not suitable for posts, and that if tho cutting of cedar for posts is limited to dead and down stuff the object of the law will be defeated. On July 16, 1907, you were furnished a copy of Department letter of July 10 modifying the previous authority limiting the cutting to Indians and authorizing it by white settlers. You are hereby granted authority, in carrying out the provisions of the Act and previous instructions you have received on the subject, to permit white settlers to cut groon cedar for fence posts, in quantities not in excess of their actual individual needs, but in no case for merely speculative purposes.
