IHEC Regulation-Making Process -- Evaluation and Recommendations

Exhibit #70, CLA Final Report. This evaluation initially drew from the document produced at the IHEC Conference on Lessons Learned and Future Planning from 2008/2009 Electoral Events as it addresses, in part, general and specific issues related to the effectiveness of the IHEC regulation making process.1 This report is based on a review of the legal framework under which IHEC's regulation making authority is derived and regulated; a review of the general legal framework governing regulation making; a fact-finding exercise on the former and current IHEC regulation making process; a review of past and current IHEC regulations; and a review of various IHEC decisions, orders and other documents related to the regulation-making process.
