Show MEMORANDUM: Referring to the report of Superintendent McKean regarding the Ute Indians in Allen Canyon, Colorado, and Dr. Marschalk's memorandum attached thereto, it seems to me that the solution of the question would be to allot the Indians where they have lived for many years. It is doubtful if they can ever be moved to the Ute Mountain Reservation and kept there. In any event they would probably not be satisfied there if they could be induced to move. I think General Scott or possibly it was former Inspector Baca reported that these Indians were anxious to have a day school established. This is verified by Superintendent McKean. If they can be given allottments in this Canyon and a day school established, this would appear to be the solution. There probably will be some objections raised by local people to alloting the Indians in this Canyon and it might be advisable to take the matter up with the State Officials and see if we cannot come to some agreement regarding the matter. While there appears to be no doubt that the Government could arbitrarily allot these Indians, yet it would be desirable to have the cooperation of the State Officials. It is therefore recommended that an appropriate letter be prepared to the Governor of Utah with this end in view |
