Description The Human Resource Center, or Salt Lake Skill Center as it has recently been renamed, is part of what should eventually be an integrated program of manpower services in Utah. The total program will ultimately include testing and evaluation, counseling, basic and remedial education, vocational training, job referral, placement, and follow-up. In a preliminary form, the program has been in operation about a year now. The time during which our work with a token economy system was in operation a few months ago, the major emphasis of the program was on vocational training. Students were referred to the center by a variety of community agencies such as the Office of Rehabilitation Services, the Work Incentive Program, and the Neighborhood Youth Corps. Each of the referring agencies had different eligibility requirements and stipends, but each had the common goal of obtaining training for the enrollees for entry-level jobs.
