Show FIBEC Regulation - Putting ".Federal House in Order". The Federal Government created the Federal Industrial Boiler Emission Control (FIBEC) program in the early 90's as it has seen an opportunity, at the time, to take a leadership role by implementing emissions standards to industrial-sized boilers at its facilities. This \vas expected to expedite the development and application of similar industrial boiler emission standards by provincial jurisdictions, consistent with the CCME NOxIVOC plan. FIBEC regulation is very similar to CCME's guidelines N306 & N603, although more restrictive when firing gas (40 ppm Vs 55 ppm). Since FmEC regulation is the only regulation actually "enforced", it has set a good example to the industry. It is estimated that more than 50% of new, non-government boiler projects, call for compliance"with FIBEC standards (directly or indirectly). Figure 4.3 shows a summary of FmEC regulation. Quebec's NOx regulation ("Regulation respecting the quality of the atmosphere" - Environment Quality Act), updated in 1988, prescribes limits that are very high by todays standards and are seldom used. Figure 4.4 shows a summary of these limits. Obviously, the level of environmental awareness in each country can explain these differences. However, we must bear in mind that in reality, the relative political influence and economical force of the population and the industry, play an important role in defining, implementing and enforcing NOx regulations. |
