Rule 1146, for the first time outside refineries, established NOx limits that were applicable not only to medium sized packaged boilers, but also to small firetube boilers. The limits are also applicable to standby fuels in addition to main Page 3 fuels. Other SCAQMD rules that have been adopted, but are beyond the scope of this paper are: Rule 1134 "Emission of Oxides of Nitrogen from Stationary Gas Turbines"; Rule 1135 "Emission of Oxides of Nitrogen from Electric Power Generating Steam Boilers". Best Available Control Technology (BACI). In addition to the Rules listed above, the SCAQMD has adopted Regulation XIII which requires the use of BACT on any new permit unit or modification to an existing unit which results in a net emission increase. BACT is defined as the most stringent emission limit or control technique that either (a) has been achieved in practice, or (b) is being implemented in another state and has been approved by EPA, or (c) is found by SCAQMD to be technologically feasible and cost effective. For the purpose of implementing this Regulation, SCAQMD has published and periodically updates BACT guidelines which include a comprehensive list of commonly encountered industrial processes and equipment categories. Figure 2.4 shows a summary of BACT guidelines for NOx emission on boilers.
