Show 1 c #2. it was found that the White River headmen whom we most desired to have present were not at the Agency and were evidently not disposed to meet us as promised. We then called for another council for Tuesday the 13th inst., and in the meantime Mr. Chas. S. Carter with in-terprter Henry Harris made a personal visit to the "tepees" of the several malcontent headmen urging them to be present. On the afternoon of the 13th they appeared, together with their respective foliowings, and we labored with them for several hours. They again demanded 150 acre allotments and spent much time in talking about the alleged promised visit of the Commissioner of Indian Affairs, and at first absolutely refused to do anything in the way. of receiving .allotments until after his y^^^T^^^^-W^W^^^T^^trl^ this visit could not be made them for several weeks and that they must proceed at once to select their allotments; that If they did not do so within the next few days we would be unable to wait longer on them and would be compelled to assign them to 3uch allotments as was^ thought proper, etc. Upon being thus given to understand the exact situation a certain faction of the White Rivers "bolted" from the council chamber in disgust, but a policeman subsequently brought back the headmen.
