Show (2) Under the circumstances, say to the Irrigation company that after the details are worked out in accordance with the instruc tions given in Office letter of December 4, 1906, and if they can agree to the conditions imposed by yourself and Superintendent Means, that their application should be forwarded here with your recommendation, and thereafter tire Offioe will take pleasure in seeing that it is laid before the Secretary of , the Interior with a favorable recommendation. It is proper to add that no rules and regulations have been promulgated under the above Act, and therefore the procedure outlined is all that is necessary. Very respectfwiiy-j Acting Commissioner.
