Accessory Dwelling Units (ADUs) are an effective housing type that can increase housing stock. After reviewing case studies from Austin, Los Angeles, and Portland, we identified five critical zoning code factors that influence the development of ADUs. The five primary aspects are the following: allowing all ADU types, allowing ADUs in residential districts, minimum lot size requirements, owner occupancy requirements, and parking requirements. Once we identified these factors, we assessed the zoning code in Salt Lake County, Utah, against these primary policy factors and concluded that, with some exceptions, municipalities in Salt Lake County can improve their zoning code as a strategy for remediating the regional housing crisis. Other policy aspects pertaining to ADUs were also considered in this report, such as municipal zoning code and programs, such as pre-approved ADU designs, General Plans, and the overall coherence of zoning code standards for ADUs. Moreover, we explored how municipalities and property owners can make ADUs more affordable. Furthermore, we explored spatial analyses and visualization of the current state of ADU policy throughout Salt Lake County. |
