Show -£- The Commissioner of Indian Affairs, the water was given to Mike when the land was alloted and that now he can mako use of tho water only as ho is permitted to do by Hike or some other member of that Paiuto family. Before the meeting was over the Paiute Mike appeared on tho scene and it was fully explained again to him too that he has the exclusive right to water on his allotment^ & n& those of his family, and that water on land allotted to Whitehorse or other Savajoes i3 for them zma. for their exclusive use. As both Hava^ oes and Paiutes present at the . meeting were made to understand fully just what rights they have and that they can be protected only as long as they re3poct other allottees1 rights it is my belief that the controversy over water up in that section of the strip is settled in so far as it will evor be possible to adjust a difference of opinion where members of two tribes live and have their interests as closely together as in the Douglas Mesa section of tho Utah strip. Another matter that was settled at this meeting was that the Paiutes who are grazing horses belonging to Mormon settlers do- not have a right to fence the trails that load up to Douglas Mesa, thereby excluding Havajoes and others from making use of the free range on tho Mosa. Superintendent MciCean assured both the Uavajoea and tho Paiutes who attended the meeting that ho will do what he can to secure funds for water development on their allotments and I should like to join in this work for tho general benefit of the Indians who make use of the grazing in tho vicinity of thoir allotments. In conclusion I take the liberty to express tho opinion that tho trouble between allottoas on isouglas Mesa had not assumed the serious stage reported to the Office, but it is also my opinion that some good was accomplished by tho many hundreds of miles Supt. Mclean, Mr. Simington and I had to travel to reach tho much out of tho way place where tho meeting with the Indians was held. Yory respectfully, ' 4/ 23. lA J Superintendent. ( Copies to Supt. Mc£ ean and to Mr. Simington.) |
