My dear Mr. Commissioner: Referring to Office letter 67686- 23, dated'Octob-er 2, 1925, relative to the construction of a cottage for the proposed day, school plant in Allan Canyon, I have the honor to submit, herewith, abstract of proposals covering-the materials for this cottage, with my recommendations noted thereon. It vail be noted that the bids covering these materials are not on/ regular forms, which is due to the fact that the estimates were prepared by Superintendent of Construction JC.~ L. Smoot and myself, while away from ic^ office on a recent trip to to Towaoc and Allan Canyon, and through inadvertence, I did not have any advertisement forms with me. In order to expedite the work and save several days time, I had the bids prepared as they are submitted and ciculated them personally among all of the dealers in Blanding and the Allan Canyon section. It was deemed Impracticable to attempt to secure competition on these bids outside of Blanding, because of the long freight haul from the railroad over poor highways, which entails added expense and long delays. As I am Vv* ell acquainted with the bidders, submitting these proposals and know them to tse reliable men, I recommend that the requirement for furnishing checks or bonds v/ ith proposals be waived. In'view of the foregoing, it is requested that I be granted authority to purchase these materials from the bidder, or bidders, whom the Office designates and, also, to pay not to exceed § 6.00 per day for carpenters, § 4.00 per day for common laborers, and # 5.00 per day for man and team, which is the lowest local per diem wage for each kind of work named in this section. I have § 3,500.00 allotted for the purpose of contructing this cottage in the fund, " Indian Honeys, Proceeds of Labor, Ute iiountain Indians." In order that I may start this work at the earliest date possible and complete the same before the expiration of the present fiscal year, it is respectfully requested that the Office advise me by wire when authority is granted and from whom supplies should be purchased. |
