'.< • '.g ;g These Indians are citizens of the state and the United States and the government is powerless to prevent them from dancing. The state they are now in. is such that it is advisable for the government to use such authority and influence as it ha3 to limit and control these dances and with this in view I recommend that an order be issued prohibiting licensed traders from contributing to the support of these dance Sj either goods or money and further that the erder prohibit all white persons from joining with the Indians in these dances.
