Show The Purpose and Philosophy of the Program is: To develop Utah's water for the highest beneficial use. k k k k k The Revolving Fund is not a loan program - it is a water program - to bring forces to bear which will attain the goal as stated by the Legislature in the Preamble to the Act: "... to the end that every mountain stream and every water resource within the State can be made to render the highest beneficial service . . .' and that "... underground waters and waters of the small streams of the State, and the lands thereunder, can be made to yield abundantly, and increase the income and well- being of the citizens of the State." k k k * k The Cities Water Loan Fund is a no- interest program established primarily to assist communities in energy impacted areas and others where lack of water or existing systems presented a potential health hazard to residents. All bond issues - revenue or general obligation - must be approved by the voters before the money is advanced by the Board of Water Resources. - 32 - |
