We therefore respectfully request permission from the Department to contract with these Indians for the prosecution of their claim at a compensation not exceeding ten per cent of the amount recovered, with the understanding that such permission shall not commit the Government to the approval of any preliminary contract which may be made. We are perfectly willing to submit the terms and conditions of the contract to the Department of the Interior and rely upon its determination as to what is reasonable and fair.
