Abstract The 1990 Clean Air Act Amendments (CAAA) will have significant impacts on the electric utility industry. Title I of the CAAA adds new mandates for bringing all areas of the country into compliance with the National Ambient Ai r Quality Standard. Under Title I, utilities with units located in areas designated as non-attainment for ozone will be required to reduce NOx emissions from many of their existing units. Affected units must initially install Reasonably Available Control Technology (RACT).
