UCLC UTAH COLLEGE LIBRARY COUNCIL ANNUAL REPORT, 1978-79 The mission of the Utah College Library Council (UCLC) is to foster the development and implementation of library programs among Utah colleges and universities. The Council will help its member libraries achieve ultimate effectiveness in providing resources and services useful to the activities of these institutions. Nelson, Director WESTMINSTER COLLEGE, LIBRARY Richard Wunder, Director UTAH COLLEGE LIBRARY COUNCIL BACKGROUND INFORMATION The Utah College Library Council (UCLC) is a library consortium founded by and composed of the directors of libraries of institutions of higher learning in the state of Utah. It is funded solely by Utah college librarians and their libraries. The Council was established in November, 1971, to improve access to the services and collections of the academic libraries of Utah for students, faculty, and staff; to make more effective use of available library funding through sharing of resources and cooperative acquisitions; and to foster research, development, and implementation of cooperative programs. The Council conducts much of its work through committees, which report their deliberations and recommendations to the Council for possible implementation. Meetings are generally held on the third Friday of each month at a member library. The Council year begins September 1. Membership fees are based on the ability to pay. Libraries with budgets in excess of $500,000 pay $200 per annum, while dues for those with less are $100 per year. UCLC OFFICERS AND COMMITTEES, 1978-79 Council Chair: Russell L. Conklin, Brigham Young University Documents Committee: Robert Woolley, Utah State University Nonprint Media Committee: Dave Jensen, Southern Utah State College Public Service Committee: Lorene Nash, Utah State University Serials Committee: Richard Schockmel, Utah State University Special Collections Committee: Martie Collett, Weber State College Systems Committee: Connie Lamb, Utah State Library Commission Young Peoples Literature: Ruth Rice, Utah State University UCLC CONTINUING COOPERATIVE PROJECTS Librarian Exchange Program The UCLC librarian exchange program encourages staff mem-bers of Council libraries to enter into professional exchange arrange-ments for up to two days at a time. UCLC will fund up to two ex-changes per library per year. Additional exchanges are encouraged-to be funded by the library or individual involved. This program encourages colleagues on different campuses to become aquainted and to share ideas and information. Cooperative Purchasing Institutions of UCLC combine their bulk purchases of library supplies through co-ordinated joint purchasing to effect a cost savings. Members also undertake to avoid duplicate purchases of rarely used expensive library materials through coordination among the acquisi-tions librarians on each campus. Staff Development Programs have been inaugurated for continuing education of UCLC librarians including workshops, institutes and on-the-job train-ing through the librarian exchange program. Pooling Resources UCLC institutions share data concerning the holdings of their collections through microfilmed card catalogs of the state's major academic libraries and through access to a database (OCLC) of catalog-ing data from libraries in Utah and across the nation. In addition, reciprocal borrowing privileges are extended to all faculty, full-time students and staff members of each institution. These privileges may be enjoyed through interlibrary loan (delivered via UCLC's shuttle service) or in person. Shuttle Service Member libraries between Logan and Provo participate in a shuttle service which transports interlibrary loans and other materials between institutions with exceptional efficiency and speed. HIGHLIGHTS OF 1978-79 ACTIONS UCLC COUNCIL AND COMMITTEES Utah Governor's Conference on Library and Information Services UCLC contributed substantially to the Utah Governor's Conference. The Council's representative to the Conference Advisory Committee, Roger Hanson, served as Finance Committee Chair. Members participated in pre-conference programs communicating the concerns of academic libraries to Conference Delegates. In addition, the Council donated $2000 in financial support to the Conference. Union List of Serials After a thorough study, the Council endorsed participation by member institutions in the Intermountain Union List of Serials project which currently includes the serials holdings of 120 libraries in four states. When completed, this project will significantly improve access to information about the periodical and serials holdings of Utah's academic libraries. Documents Legislation The UCLC Documents Committee, in cooperation with the Government Documents Roundtable of the Utah Library Association, drafted a bill for the 1979 Utah Legislature. The new law, passed through the efforts of the Council and other professional groups, will improve access to publications of state agencies in Utah. Workshops The Council and its committees sponsored two workshops during the 1978-79 year: a workshop on minicomputers held during March and, in cooperation with the Utah Museums Association, a workshop on preservation techniques for oil paintings, books and manuscripts. Planning for Future Developments UCLC initiated contact with the Board of Regents Task Force for Master Planning of Telecommunications and Media. Two Council members were appointed as liaisons to this group following a Task Force presentation on current activities. The Council also monitored Board of Regents "information centers" under development on the state's campuses. UCLC also initiated a new committee to investigate the long range future of cataloging in Utah's academic libraries and the future of sharing cataloging data and holdings information among UCLC institutions. Thomas M. Schmid Memorial The Council authorized a memorial for Thomas M. Schmid, the late Head of the Technical Services Department of the Marriott Library, University of Utah and Chairman of the UCLC Acquisitions Committee. The memorial is to consist of placing a book in the collection of each UCLC member library reflecting the special interests promoted by Mr. Schmid during his lifetime. Internal Improvements During the year, the Council voted to establish a permanent Executive Secretary's position and designated the Marriott Library, University of Utah, as the official archives for Council papers and documents. INSTITUTIONAL ACTIVITIES 1978-79 PUBLIC INSTITUTIONS College of Eastern Utah Plans were laid for the installation of a security system for the library and a complete inventory was initiated. With the retirement of Director Troy Anderson, Ralph Vanderlinden, head of Learning Resources, was named Acting Director, until a permanent appointment could be made. Dixie College The library received a gift of the American Civilization Series comprising over 12,000 books on microfiche. Interlibrary loans have increased by 150% and the Educational Opportunities Center has grown to occupy a complete floor in the library. Southern Utah State College The library received a major financial boost through a $160,000 appropriation from the 1978 State Legislature to build its collection. An additional $30,000 was appropriated to purchase materials in support of the USU-SUSC masters degree in Education. The library also changed from Dewey to Library of Congress classification for current cataloging and introduced computer-assisted research and interlibrary loan. University of Utah, Eccles Health Sciences Library A Study Conference on Effects of Low-Level Radiation, sponsored by the College of Medicine, was held at the library in May. As a result, the library is now initiating a collection of documents and information relating to this subject and staff members are serving on the Utah Radiation Study Committee. The Library also hosted the annual conference of the Midcontinental Regional Medical Library Group at Snowbird during September, 1978. More than 100 leaders in the health science information field from many parts of the country attended. University of Utah, Law Library Planning for a new building for the law library is underway with a 3.75 million dollar appropriation from the 1979 Utah Legislature. The University of Utah Law Library and the BYU Law Library are active participants in the Wasatch Front Law Librarians Association launched in June, 1979. This organization promotes education for law firm librarians and discusses mutual concerns. The Law Library will be placing increased emphasis on upgrading publication and distribution of state documents. University of Utah, Marriott Library The OCLC-ILL Subsystem was installed in the Marriott Library this year. This provides participating libraries with on-line control of interlibrary loan transactions. The automatic referral feature has, in many cases, cut the time involved in receiving ILL material and reduced postage costs. This year substantial funds were received from the Friends of the Libraries and the Tom Schmid Memorial Fund for the purchase of the Columbian Press owned by Dorothy and Lewis Allen of the Allen Press. This press is partially being donated by the Allen's and should be acquired early in 1981. Budget and inflation have continued to be an increased burden on the Marriott Library. This year, collection strength has been affected by inflation as increased funds were necessary to maintain serial subscriptions, thus creating a decrease in the monographs budget. In recent years new appropriations have not kept pace with inflation. If this continues, the strength of the research collection will be greatly impaired. Utah State Library The State Library sponsored a Governor's Conference on Library and Information Services in April of 1979 which directly in-volved over 1000 citizens and librarians accross the state. Results of the conference will affect planning for future library services in all types of libraries. The 1979 Utah Legislature passed new legislation strengthening the State Library's role in the collection and distribu-tion of state documents. Utah State University The Merrill Library announced the addition of several major collections to its Special Collections Department: The Blanche Browning Rich Audio Collection (2,500 Edison records), the Dr. Edward H. Bregman collection on the Southwest, and the Austin and Alta Fife folklore collection. Other activities included a physical reorganization resulting in additional study space and participation in the Western Forest Research Information Network (WESTFORNET) operated by the Forest Service. Utah Technical College at Provo The college now has expanded library service. The new Orem campus has full library service while the Provo campus has maintained service for programs remaining there. Because of new classes in child development, the library has added a children's section complete with story rug, special area, books, puppet theater and child-based decor. Major emphasis still remains with the curriculum collection for the trades. Utah Technical College at Salt Lake Organizational changes at the college have shifted the library under the Information Services Division. With the acquisition of a film chain and the cabling of classrooms and laboratories for tele-vision monitors, instructional emphasis has been changed from 16mm films to videotapes. A satellite library is planned for the downtown Salt Lake City campus and efforts are also underway on a proposal for joint operations with the Salt Lake County Library System in the Taylorsville area. Weber State College, Stewart Library The Stewart Library expanded its program to include the Dialog and Lockheed Data Base Search Services. Initial response has been favorable with the primary users being the School of Education. 1979 marked the first year in which the acquisitions budget for learning materials exceeded one-half million dollars. The library sponsored a monthly lecture series for campus personnel and the community and held a conference for the International Year of the Child featuring children's authors Clyde Bulla, Julia Cunningham and Dorothy McKenzie. An online circulation system was designed and imple-mented and a program was written to allow for the eventual conver-sion of all catalog cards to machine-readable format. PRIVATE INSTITUTIONS Brigham Young University, Law Library A new nonprint media department was inaugurated at the Law Library to handle microforms, videotapes and other materials. The library also joined the Research Libraries Information Network for Cataloging Services and assisted in founding the Wasatch Front Law Librarians Association. In cooperation with the Lee Library, the serials automation system became fully operational. Brigham Young University, Lee Library The Lee Library completed full implementation of a compre-hensive serials automation program providing detailed holdings infor-mation, automated processing, and daily check-in services. The library also purchased the CLSI Circulation System, and completed a collection analysis project under the sponsorship and direction of the ARL Office of Management Studies. The most significant gift received was a collection of more than 40,000 volumes and 60 boxes of manu-scripts and letters from J. Earl Arrington, a New York Specialist on the period from 1800 to 1865. During the year the library became a participating member of the Research Libraries Group. Westminster College Since joining the OCLC system, the Westminster Library has experienced a dramatic increase in the number of interlibrary loan re-quests from other libraries (from 5 in 1977 to 60 in 1979). As a result, Westminster now loans more requests to other institutions than it borrows. The library is entering its holdings into the Ohio College Library Center cataloging system and has input one-fifth of its col-lection. The library's serials list was also recently placed on the campus computer for easier updating.
