Tear Sir: ' f The enclosed article from the Washington Star sets forth the situation here respecting Indian claims. You will observe that all, such claims are "being closely scrutinized by the Budget Bureau, including the claim of the Uintah and ,,;hite River Utes, which is .not mentioned in the article. We confidently expect favorable action on our bill, by the Budget, in a few days; but It is almost certain that the Budget will reject some other bills, and that-wiuld result -in. the ir def-eai-^in.. I stated in a former letter that our bill passed the House and the Senate at the last session; but the Bouse so amended it as to greatly reduce the claim. ™e opoosed the amendment, but Congress adjourned before it could be fought out in conference. I am informed that the Indian Office has recently granted a oermlt to a certain firm to contract Tilth the Indiana for the orosecution of the claim. The permit was doubtless given because we had not agreed to accept a fee fixed by the Office for our services; our point being that the Court should name the fee. The permit was not given because we had not served the Indians faithfully and efficiently. "It is evident to me that it would be unfortunate for the Indians, If they should appoint other counsel In the case; and it surely would be unfair to us.
