Description Exhibit #48, CLA Final Report. There are four formulae which are most often used, sometimes with slight variations: d'Hondt, Sainte-Laguë, Hare, and Droop. These same methods tend to be "discovered" again and again in history, primarily because they so effectively match the percentage of votes to the percentage of seats allocated to parties. The names we have for these formulae now reflect that their most recent use originated in Europe during the 19th century as European democracies determined how best to fill their newly formed democratically elected legislatures.
