Use continuation sheets as necessary. ~Station The Soapstone is located approximately 16 miles southeast of Kamas in the Uinta Mountains. with access from State Highway 150, and Forest Route 037. The station is situated at the base of a hill in aU-shaped glaciated canyon, south of the Provo River and east of Soapstone Creek. The site is surrounded by willow, aspen, and several types of coniferous trees. There is also grass pastureland on the site. The two buildings that comprise the ranger station were completed in the early-to-mid 1930s. The ranger station (revised R-4 Plan #7) is a one-story, wood frame and log siding structure with a basement. on a raised. concrete foundation. with a wood shingle-covered. gable roof. Main entrance is through a colonnaded porch at the gabled. north end of the building. This enters into a small entry vestibule which also houses a closet. A door opens to the living room which occupies the northwest comer of the interior. A doorway leads from this room to the kitchen which is located on the southwest of the interior. The bedroom is east of, and accessed from the kitchen. The bathroom is located north of the bedroom. This building also has a basement with access from a stairway at the rear of the kitchen. Windows consist of various-sized. multi-light, wooden casements. The other structure on the site is a one-story, wood-frame and log-siding garage/storeroom (R-4 Plan #23) which also has a gabled, wood shingle-covered roof. Both of these buildings are stained brown with dark brown trim, and have been well maintained. The floors in the ranger station were replaced with new pine flooring, in keeping with the original. It has also undergone some other minor interior alteration but remains basically as it was built, and is in good condition. The garage/storage area is also in good condition. Use continuation sheets as necessary. . soapstone~ Built in 1934 on land which was originally withdrawn from public use in December 1906, the Station is an extant reminder of the work performed during an important historical period of our country by an important group of men, the Civilian Conservation Corps. Started as part of Roosevelt's New Deal program during the Great Depression to provide work for young men of financially stricken families, the CCC accomplished many projects that otherwise might not have been attempted. Utah was one of the hardest hit states during the Depression and received a large percentage of Federal assistance, particularly in building and construction. For this reason, Utah greatly benefitted from the work of the CCC. The young men who enrolled in the CCC were usually between the ages of 18 and 25 and came from all parts of the country, with a majority (80%) coming from states outside of the West. They earned approximately $30 a month, of which $25 was sent home to their families. There were about 200 men per CCC camp. and 1Hi camps ~xisted in Utah at various times. These camps were sponsored by state and federal agencies with the Forest Service sponsoring the majority of those in Utah. Not only did the CCC clear rangeland, build campgrounds and roads, they also worked with the Forest Service in building and maintaining ranger stations and associated buildings. The Soapstone Ranger Station is one of several throughout the state built, either completely or partially, by the CCC during the 1930s and early 1940s. Ranger stations were used as work and living centers for forest crews. They were built mainly as a convenience before the automobile became common transportation because the Forest Service lands and work areas were so far from the personnel's homes. They were also used as social centers for other people such as sheep herders and miners who worked in the vicinity. The ranger stations housed from two to four people who came from different parts of the state and country. The other existing buildings on the site are used for maintenance and storage of Forest Service vehicles. equipment. Because of the heavy snowfall during the winter, they are only occupied seasonally until snow prevents travel on the roads. Forest Service administrative buildings have not been systematically researched, nor does any consistent typology exist. mainly because of the variation in types and styles up until the 1930s. At this time, the National Forest Service adopted official plans for nationwide implementation. Using various means, including the Civilian Conservation Corps, Forest Service employees, and private contractors and individuals, the Forest Service was able to construct a large amount of buildings. These buildings are generally of wood-frame construction, with various styles of wood siding, and concrete or stone foundations. Several different styles of guard stations were designed, along with accompanying outbuildings which included barns, garages, storage sheds, and large warehouses. Although the interiors were rather Spartan, they could be quite homey and colorful. A Forest Service "Improvement Plan" describes the interior of a dwelling: "Interior: Living-dining room and bedroom walls all finished with two coats calcimine in the following colors: Living, dining room, light tan. Bedroom walls peach, ceiling cream, bedroom light tan. Floors and wood work, cherry stain and varnish. Bath room and kitchen walls and woodwork finished with 3 coats of Nile Green enamel, two tone. Bathroom floor cherry stain and varnish, kitchen floor linoleum." Many of the historic Forest Service buildings are still in use and have seen little alteration, although non-historic alterations are becoming an increasing problem. Because their use as residences is not specifically required, some of the buildings are being used for storage, or are sitting vacant. In order to decrease the cost of maintenance, the Forest Service is opting to destroy some of the buildings, cover them with aluminum siding, or renovate them for other uses. HISTORIC SITE FORM Site Name UTAH OFFICE OF PRESERVATION Forest UHCS# Note: This form was created to supplement the Utah survey form by providing information about the site as a whole. Set in an aspen grove, this site slopes gently up to the west and is populated with native grasses and wild roses. Structures consist of 2 historic buildings (dwelling and former garage) and 2 fiberglass outhouses. Other site features include 5 trailer spaces (c.1978), a flagpole, original stone steps, a modem stone-lined gravel path, remnants of a stone retaining wall/edging, stone planters around the dwelling, and a horseshoe pit. Site History The original Soapstone Ranger Station was withdrawn from public use in 1906. Located along the Mirror Lake Highway north of the High Uintas Wilderness boundary, the site was developed with a side-gabled cabin. In 1915, the 160-acre site was included in an area transferred from the Uinta National Forest to the Wasatch National Forest. In 1933, the Soapstone CCC Camp was established to the northwest of the present-day station. The CCC redeveloped the Soapstone Ranger Station by building a modified R4 Plan 7 dwelling (in 1934), an R4 Plan 23 garage (in 1933), and an R4 Plan 70 latrine (1933). The original cabin was presumably destroyed at that time. The dwelling and garage still exist, although the latter was remodeled in 1996 to provide kitchen and bathroom facilities. A modem latrine was placed on site and, around 1978, several trailer spaces were cleared to accommodate work crews. Central Utah Project crews occupied the station from 1996 to 2000; it is now used by the district's summer crews and volunteers. Site Eligibility IEligible Justification: (Applies to the site as a whole; refer to building forms for individual buildings) With 1933-34 as its period of significance, the Soapstone Guard Station is eligible for listing in the National Register of Historic Places under Criteria A and C. It is associated with the Civilian Conservation Corps and early conservation of the nation's forests. Despite some alterations, the site as a whole retains a high level of integrity, with the house and kitchen/washhouse (former garage) as contributing resources. Other site elements include the flagpole and stone features. Conservation, Politics/Government, and Architecture are the areas of significance. This plan, designed by regional architect George L. Nichols, was popular throughout Region 4. Its compact plan provides a living/office area, kitchen, small bedroom, and a bathroom. For the Soapstone site, the plan was modified to provide an interior stairway down to a full basement. Eligibilitv Justification As the primary resource on the site, the Soapstone Dwelling is eligible for listing. It is a fine example of a popular guard station plan developed by George L. Nichols and adapted to suit specific needs of the district.
