The deadline for completing all work items is DECEMBER 31, 200 I, unless otherwise noted or agreed upon. Any changes to this Scope of Work must be approved by the State Historic Preservation Office (SHPO). Unapproved work will disqualify the entire project from grant eligibility. Approved procedures for selecting contractors must be followed, including obtaining at least three bids, when possible. The owner must submit to the SHPO copies of all contracts with contractors for completing the work described in the work plan. The work plan and the actual work must conform to the Secretary of the Interior's "Standards for Rehabilitation" (1990 revised version). Work that does not meet these standards will disqualify the entire project from grant eligibility. Prior to starting the rehabilitation project, the owner must submit a work plan for the project to the SHPO and receive written approval of that work plan. The work plan will describe the materials and methods to be used on the project as well as sequencing the work and coordinating trades. In order to ensure completion of the project and utilize available grant funds, work should begin no later than October I, 200 I. Projects not started by October I, 200 I, are subject to cancellation. The front facade is faced with a sheet of metal pressed to look like brick and painted white. While the main body of the building is brick, there are small decorative elements of pink stone (tuff) now painted white. The foundation is pink stone. The cornice on the 1st floor is also pressed metal. All the original details of the front facade are still extant and in good shapeonly the color of the paint has been changed. Only the front facade is painted white, the rest of the structure being the original unpainted brick. 5 >- a: o i- en I Statement of Historical Significance: Construction Date: The Tolton Block, built in 1899, is significant as the best of four remaining cOITIDerti al structures on Beaver Mai n Street that retai n hi stori c i ntegri ty and help to document the commercial development of the town. As an example of the commercial style, the Talton Block retains its original form, design, and materials. As in general commercial buildings of the time, the Talton building is typlified by a frame indented entrance, flanked by display space, with an access entry to the second floor. Pressed metal cornices adorn both the first and second stories, with the block name centered above the second floor. With its original finestration, transoms, basic form and materials, the Talton Block is the best example of the commercia.1 style of architecture remaining in Beaver • . John F. Talton had this two story commercial building constructed in 1899. The Tol ton grocery functi oned as one of vari ous general stores in Beaver, which grew to serve the developing community and town. In 1900 there were seven such concerns, numbering to about five in the 19105. The largest enterprise was the Mansfield, Murdock &Co. (significant site #26), directly south of the Tal ton concern. By 1912 Tal ton I s grocery busi ness was known as J. F. Talton &Sons. In 1947 a fire gutted the interior and reportedly, the Toltons lost their fortune due to the conflaguration. In 1950 the building was purchased by Halbert Lund and his brother, who continue to operate a general store. The front facade is faced with a sheet of metal pressed to look like brick and painted white. While the main body of the building is brick, there are small decorative elements of pink stone (tuff) now painted white. The foundation is pink st~ The cornice on the 1st floor is also pressed metal. All the originatc!etails of the front facade are still extant and in good shape.only the color of the paint has been changed. Only the front facade is painted white, the rest of the structure being the original unpainted brick. 5 Statement of Historical Significance: ....o The Tolton family owned and operated a prosperous store here for a number of years • It is quite a large building, running very deep on tfte lot. In 1947 there was a fire / that gutted the interior of the structure and the ~oltons are reported to have lost their fortune in the fire. In 1950 the building was purchased by Halbert Lund and his brother, who since then have operated a general store. , The building is significant because i t is/ one of Beaver's few historic commercial buildinss to retain its architectural integr~y. The Talton Block, built in 1899, is significant as the best of four remalnlng commerci al structures on Beaver Mai n Street that retai n hi storic integrity and help to document the commercial development of the town. As an'txamp1e of the commercial style, the To1ton Block retains its original form, design, and materials. As in general commercial buildings of the time, the Tolton building is typlified by a frame indented entrance, flanked by display space, with an access entry to the second floor. Pressed metal cornices adorn both the first and second stories, with the block name centered above the second floor. Talton had this two story commercial building constructed in 1899. The Tolton grocery functioned as one of various general stores in Beaver, which grew to serve the developing community and town. In 1900 there were seven such concerns, numbering to about five in the 1910s. The lar~ enterprise was the Mansfield, Murdock & Co. (significant site #26), By 1912 Tolton's grocery business was known as J. F. Tolton & Sons. In 1947 a fire gutted the interior and reportedly, the Toltons lost their fortune due to the conflaguration. In 1950 the building was purchased by Halbert Lund and his brother, who continue to operate a general store. One of the ammendments formalized a procedure that had already been in effect here in Utah--providing the owners of properties under consideration for nomination to the National Register of Historic Places, the opportunity to object to th~ listing. Your property, the Tolton Building (Lund Bros. Store) at about 25 North Main, Beaver, has been recommended for nomi na ti on. "-I f listed in the National Register of Historic Places there are no restrictions placed on you as a property owner. You are still able to sell,- renovate, demolish or alter your property just the same as if it were not listed in the National Register. The purpose of the listing is to document and identify those buildings, houses and sites and structures, which help us understand the past history and development of communities, the state, or the nation. There are some tax benefits for rehabilitation work on commercial buildings and one tax penalty if you demolish a listed building. The tax penalty is that you are not able to write off as an allowable expense the demolition costs. If you wish to object to the listing of your property in the National Register you must submit to us a notarized statement that you are the owner of the property and that you object to its listing in the National Register of Historic Places. The notarized letter will insure that your property will not be listed in the Register and only a determination of the property's eligibility for the National Register will be made. The notarized statement objecting to the nomination must be submitted before May 1st of this year at which time the nomination will be forwarded to the National Register Office for final action. The Subgrantee agrees that when the Property is not clearly visible from a public right-ofway or includes interior work assisted with Historic Preservation Fund grants (except for non-visible interior work such as structural, plumbing, mechanical, or electrical work), the Property will be open to the public, for the purpose of viewing grant-assisted work, no less than 12 days per year on an equitable spaced basis and at other times by appointment. Nothing in this agreement prohibits the Subgrantee from charging a reasonable, nondiscriminatory admission fee, comparable to fees charged at similar facilities in the area. The Property owner (and its successors in interest, where applicable) agrees to comply with Title VI of the Civil Rights Act of 1964 [42 USC 2000 (d)], the Americans with Disabilities Act, and Section 504 of the Rehabilitation Act of 1973 [29 USC Section 794]. These laws prohibit discrimination on the basis of race, religion, national origin or disability. In implementing open, public access, reasonable accommodation to qualified disabled persons shall be made in consultation with the Grantee. To comply with the Americans with Disabilities Act and with Section 504 of the Rehabilitation Act, when interior public access is required at least 12 days per year and at other times by appointment, it is nQ1 required that the owner make every part of the property accessible to and useable by disabled persons by physical alterations. That is, for public access periods, videos, slide presentations and/or other audio-visual material and devices should be used to depict otherwise inaccessible areas or features.) 6. The Subgrantee agrees that when the Property is not open to the public on a continuing basis, and when improvements assisted with grants are not visible from the public way, notification will be published in newspapers of general circulation in the community area in which the Property is located giving dates and times when the Property will be open. The Pr"perty owner, and any future owner, agrees that the Property herein described shall not be conveyed except by deed which recites that the grantee (new owner) assumes and agrees to be bound by the provisions of this letter of agreement. The Division of State History shall have authority to cancel, waive, or modify any provisions of this agreement.
