It displays eight rhythmic bays that have round arches of brickwork on top. There are also several tierods evident on this facade and most are a five pointed star in a circle. The building rests upon a black rock foundation and is structurally very sound. The interior has been changed considerably, and is currently used as a motel, two shops and apartments. (-'hO,OS 5 ~ o I- !a J: Statement of Historical Significance: Construction Date: The building originally served as the Mansfield, Murdock and Company Store. The store was a combination general store, department store and farm good store. It was owned by John Riggs Murdock and his brother-in-law, E.M. Mansfield. Murdock was the most powerful man in Beaver and served as the Stake President of the Church of Jesus Christ of Latter-day Saints for a number of years. Obviously a store that carried everything from clothing to farm machinery was a very important store in a community like Beaver and this is reflected in the buildings location (on the most valuable commercial lot in town) and in its prestigious size and design. Mansfield, Murdock & Company Building The Mansfield, Murdock & Company store building, constructed in 1893, represents Beaver's largest business-commercial structure. The combination general and department store was owned by E. M. Mansfield and John Riggs Murdock, prominent Beaver residents. In addition to general merchandise, the business block also housed the State Bank of Beaver County, the community's main banking center, and the Mansfield Hotel. Thus, in the commercial history of Beaver City, as the county seat of Beaver County, the Mansfield, Murdock & Company building functioned as a central entity, both in the local and county context. The Mansfield, Murdock & Company store was built in 1893 as a general merchandise establishment to serve many of the basic commercial needs of the community and region. It was originally owned by John Riggs Murdock and his brother-in-law, E. M. Mansfield. Murdock was a central figure in the total development of Beaver, serving also as the Beaver Stake President of The Church of Jesus Christ of Latter-day Saints (Mormons) -- the local ecclesiastical leader. The store carried everything from clothing to farm machinery, and also housed the State Bank of Beaver County. Sometime between 1904 and 1914 the State Bank of Beaver County and the First National Bank of Beaver were organized. Prior to that time, Beaver's main banking point was Richfield, some 65 miles northeast. The former bank was listed with capital stock at $40,000 and after 1924 survived as the city's only banking establishment. Between 1915 and 1918, the building also became the Mansfield (later the Mansfield Hotel), located on the second floor. A section just west of the bank functioned as the hotel parlor. With the Hotel Low (Significant Site #30), located on the same block, the Mansfield grew during the rev ita1ized" period of Beaver's increased use as a tourist and traveler stop. I Thus, in the above context, the Mansfield, Murdock & Company building functioned as an important structure in Beaver's commercial history, with Beaver, in turn, functioning as an important regional commercial center. The building was located on what many considered the most valuable commercial lot in town, and the structure's prestigious size and design stand out in the city's commercial district. MATHESON GOVERNOR Division of State History (UTAH STATE HISTORICAL SOCIETY) So;'.;: OF UTAH DEPAiH MENT OF COMMli';'TY AND ECONOMIC DEVELOPM E r~7 MELVIN T. SMITH. DIRECTOR . . 3QO RIO GRANDE SALT LAKE CITY. UTAH 84101 TELEPHONE 801/533-5755 Dear Mr. and Mrs. Monfredi: Shortly after completion of the review meetings and comment deadlines for consideration of the nomination of those buildings in Beaver which appear eligible for listing in the National Register of Historic places, Congress passed ammendments to the National Historic Preservation Act of 1966. One of the ammendments formalized a procedure that had already been in effect here in Utah--providing the owners of properties under consideration for nomination to the National Register of Historic Places, the opportunity to object to the listing. Your property, the Mansfield Motel at about 5 W. Center St., Beaver, . has been recommended for nomination. If listed 1n me National Register of Historic Places there are no restrictions placed on you as a property owner. You are still able to sell, renovate, demolish or alter your property just the same as if it were not listed in the National Register. The purpose of the listing is to document and identify those buildings, houses and sites and structures, which help us understand the past history and development of communities, the state, or the nation. There are some tax benefits for rehabilitation work on commercial buildings and one tax penalty if you demolish a listed building. The tax penalty is that you are not able to write off as an allowable expense the demolition costs. If you wish to object to the listing of your property in the National Register you must submit to us a notarized statement that you are the owner of the property and that you object to its listing in the National Register of Historic Places. The notarized letter will insure that your property will not be listed in the Register and only a determination of the property's eligibility for the National Register will be made. The notarized statement objecting to the nomination must be submitted befqre May 1st of this year at which time the nomination will be forwarded to the National Register Office for final action. We would also appreciate any letters in support of the nomination of your property. I will be in Beaver on Tuesday Mat~ch 16th at the Beaver County Courthouse in the Commision Chambers from 2:00 p.m. to 5:00 p.m. and 7:00 p.m. to 9:00 p.m. to answer any questions about the nomination and any other questions you may have. Owens One final note, the Utah State Historical Society has received funds to publish the study of Beaver compiled by Linda Bonar which led to this nomination of Beaver's historic properties. The publication is patterned after a book published in 1980, The Avenues of Salt Lake City, which has been received with great enthusiasm by residents of the Avenues and others interested in Utah history. The publication on Beaver will include an historical overview, section on Beaver's architectural hi story, and a photograph and short hi story of each of the hi storic buildings in the community. I am enclosing a copy of the structure/site information form which will be used in preparing the history of your property. Please read it and if you have any additional information or corrections please send them to me, or stop by the courthouse on March 16th. I will have a copy of the Avenues book wi th me so that you can see the format for the Beaver publication which we hope to have out the end of this year or early in 1983. Inclusion of your property in the National Register or in the proposed publication does not mean that tourists and visitors have any right to tour your house or trespass on your property. We have not had reports .withthis being a problem. It is always a pleasure for me to be in Beaver--your community is unique in the state and your efforts at preserving the historical resources of your community will be greatly appreciated by future generations. Please send any comments to me at the Utah State Historical Society, 300 Rio Grande, Salt Lake City, Utah, 84101, or call me at 533-6017. Salt Lake City, Utah Dear Mr. &Mrs Monfredi: It is my distinct pleasure to inform you that on November 29, 1983, the Mansfield, Murdock &Co., nominated by the Historic and Cultural Sites Review Coouni ttee and the Utah State Historic Preservation Officer, was officially listed in the National Register bf Historic Places by the National Park Service and Ms. Carol Shull, Acting Keeper of the National. Register. The National Register of Historic places is . the official list of historic properties recognized by the Federal Government as worthy of preservation for their significance in .AJl1erican history, architecture, archeology, engineering and culture. Located in the National Park Service, Department of the Interior, the program is part of a national policy to coordinate and support public and private efforts .to identify, evaluate, and protect our cultural and natural resources, and is maintained by the Secretary of the Interior 'under provisions of the National Historic Preservation Act of 1966. Listing in the National Register provides the following benefits to historic properties: -Consideration in the planning for federally assisted projects. Section 106 of the National Historic Preservation Act of 1966 provides that the Advisory Council on Historic Preservation be given an opportunity to comment on projects affecting such properties. -Eligibility for · Federal tax benefits for _ rehabil i tations of certain historic commercial, industrial and residential rental bUildings. -Consideration of historic values in the decision to issue a surface coal mining permit wnere coal is located, in accord with the Surface Mining and Control Act of 1977. -Qualification for Fed~ral grants for historic preservation when foods are available. Listing in the Nationrtl Register of Historic Places does not place restrictions on the property or mean that tlle federal government wants to acquire the building or site. Any restrictions lvhich may be placed on a property are the result of local zoning ordinances and not the National Register Program. We would like to send you an 11" x 11" parchment certificate with the gold seal of Utah. It contains the name of the site, the nature of its significance, the date of listing, and the signatures of Governor Matheson, Milton Abrams, Chairman of the Historic cmd Cultural Sites Review Committee, and Melvin T.
