Builder: Thomas Frazer Building Materials: brick (painted) c.1885 Site No: Building Type/Style: Description of physical appearance & significant architectural features: (Include additions, alterations, ancillary structures, and landscaping if applicable) This brick house displays dormer windows trimmed with a bargeboard that matches that around the eaves, though it is on a smaller scale. There is a frame porch on the northeast corner, a non-contributory addition, though it is not very visible. All the windows still retain their six over six pane configuration. Originally T-shaped in plan with the broad side to the street, the plan has been altered 5 Ightly by two porches on the NE and NW. The lintles are wooden and the windows are quite large, all being six large panes of glass over six. The front door originally had a transom window over it, but it has since been boarded up. The brickwork is common bond and the bricks were manufactured locally. ¥----_.-------------------------------------------------------------------------------Statement of Historical Significance: Construction Date: The home was probably built by Thomas Frazer, the local mason who primarily built with stone. It displays three of six characteristics common to his style of building: dormer windows, bargeboard and a center gable. Center, nominated by the Historic and Cultural Sites Review Committee and the Utah State Historic Preservation Officer, was officially listed on the National Register of Historic Places by the National Park Service and Ms. Carol Shull, Acting Keeper of the National Register. The National Register of Historic places is the official list of historic properties recognized by the Federal Government as worthy of preservation for their significance in American history, architecture, archeology, engineering and culture. Located in the National Park Service, Department of the Interior, the program is part of a national policy to coordinate and support public and private efforts to identify, evaluate, and protect our cultural and natural resources, and is maintained by the Secretary of the Interior under provisions of the National Historic Preservation Act of 1966. Listing in the National Register provides the following benefits to historic properties: -Consideration in the planning for federally assisted projects. Section 106 of the National Historic Preservation Act of 1966 provides that the Advisory Council on Historic Preservation be given an opportunity to comment on projects affecting such properties. -Eligibility for Federal tax benefits for rehabilitations of certain historic commercial, industrial and residential rental buildings. -Consideration of historic values in the decision to issue a surface coal mining permit where coal is located, in accord with the Surface Mining and Control Act of 1977. One of the ammendments formalized a procedure that had already been in effect here in Utah--providing the owners of properties under consideration for nomination to the National Register of His;.. toric Places, the opportunity to object to the listing. Your property, at 180 W. Center St •• has been recommended for nomination. '1f listed in the National Register of Historic Places there are no restrictions placed on you as a property owner. You are still able to sell, renovate, demolish or alter your property~ just the same as if it were not listed in the National Register. The purpose of the listing is to document , and identify those buildings, houses and sites and structures, which help us understand the past history and development of communities, the state, or the nation. There are some tax benefits for .rehabi1itation work on commercial buildings and one tax penalty if you demolish a listed building. The tax penalty is that you are not able to write off as an allowable expense the demolition costs. If you wish to object to the listing of your property in the National Register you must submit to us a notarized statement that you are the owner of the property and that you object to its listing in the National Register of Historic Places. The notarized letter will insure that your property will not be listed in the Register and only a determination of the property's eligibility for the National Register will be made. The notarized statement objecting to the nomination must be submitted before ~1ay 1st of this year at which time the nomination will be forwarded to the National Register Office for final action. The publication is patterned after a book published in 1980, The Avenues of Salt Lake City, which has been received with great enthusiasm by residents of the Avenues and others interested in Utah history. The publication on Beaver will include an historical overview, section on Beaver's architectural history, and a photograph and short history of each of the historic buildings in the community. I am enclosing a copy of the structure/site information form which will be used in preparing the history of your property. Please read it and if you have any additional information or corrections please send them to me, or stop by the courthouse on March 16th. I will have a copy of the Avenues book with me so that you can see the format for the Beaver publ ication which we hope to have out the end of this year or early in 1983.
