Builder: unknown Building Materials: brick Site No: BV-04-l86 Building Type/Style: central hall/vernacular Description of physical appearance & significant architectural features: (Include additions, alterations, ancillary structures, and landscaping if applicable) This is a 1 story brick central passageway type house with an original rear T extension. The house has large end fireplace chinneys, plain wooden lintels, and decorative paired freize brackets. The original house was subdivided into two apartments that shared a kitchen. An elaborately decorated porch, distinguished by open .grill .w ork along the freize and turned posts, is undoubtedly a later addition to the 1871 house. The style of the .porch suggests a c. 1890 date. The house remains in excellent condition, the only alteration being the closing in of one of the porches which flanked the original rear wing. There is a l~ story pink tuff stone building to the north rear of the home. According to local sources, this building once served as a small house. The fine coursed ashlar stonework and framed doors and windows support this tradition. There have been several alterations of this rock building; a l~ story frame shed has been added to the west and a large carport now extends forth on the east. While obscuring the view of the building, these additions do not significantly detract from its integrity. 5 _. >c:: o .-en I Statement of Historical Significance: Construction Date: This brick house, built in 1871, is significant because it is one of the earliest permanent homes built in Beaver. The l860s had found Beaver in the grasp of frontier expediencies and most homes here at this time were small log structures. The l870s saw Beaver emerge as one of the principal towns in central Utah and an important link in the chain of Mormon settlements running from Salt Lake City to southern California. The central-hall house type was typical of the houses found in Utah ; towns during this period and contributes to a general understanding of the full range of the 19th Century Hormon architecture. -' .... 190 E. DIRECTOR . 300 RIO GRANDE SALT LAKE CITY. UTAH 84101 TELEPHONE 801/533-5755 Dear Mr. and Mrs. Harman: Shortly after completion of the review meetings and comment deadlines for consideration of the nomination of those buildings in Beaver which appear eligible for listing in the National Register of Historic places, Congress passed ammendments to the National Historic Preservation Act of 1966. One of the ammendments formalized a procedure that had already been in effect here in Utah--providing the owners of properties under consideration for nomination to the National Register of Historic Places, the opportunity to object to the listing. Your property, at about 190 E. Center St., has been recommended for nomination. If list ed i n the NatTonal Register of Historic Places there are no restrictions placed on you as a property owner. You are still able to sell, renovate, demolish or alter your property -just the same as if it were not 1 isted in the National Register. The purpose of the listing is to document and identify those buildings, houses and sites and structures, which hel p us understand the past history and development of communities, the state, or the nation. There are some tax benefits for rehabilitation work on commercial buildings and one tax penalty if you demolish a listed building. The tax penalty is that you are not able to write off as an allowable expense the demolition costs. If you wish to object to the listing of your property in the National Register you must submit to us a notarized statement that you are the owner of the property and that you object to its l isting in the National Register of Historic Places. The notarized letter will insure that your property will not be listed i n the Register and only a determination of the property's el i gibility for the National Register will be made. The notarized statement objecting to the nomination must be submitted before May 1st of this year at which time the nomination will be forwarded to the National Register Office for final action. We would also appreciate any letters in support of the nomination of your property. I will be in Beaver on Tuesday March 16th at the Beaver County Courthouse in the Commision Chambers from 2:00 p.m. to 5:00 p.m. and 7:00 p.m. to 9:00 p.m. to answer any questions about the nomination and any other questions you may have. Papanikolas • DavidS Monson • Elizabeth Groff,th • W""amD .Owens One final note, the Utah State Historical Society has received funds to publish the study of Beaver compiled by Linda Bonar which led to this nomination of Beaver's historic properties. The publication is patterned after a book published in 1980, The Avenues of Salt Lake City, which has been received with great enthusiasm by residents of the Avenues and others interested in Utah history. The publication on Beaver will include an historical overview, section on Beaver's architectural history, and a photograph and short history of each of the historic buildings in the community. I am enclosing a copy of the structure/site information form which will be used in preparing the hi story of your property. Pl ease read it and if you have any additional information or corrections please send them to me, or stop by the courthouse on March 16th. I will have a copy of the Avenues book with me so that you can see the format for the Beaver publ ication which we hope to have out the end of this year or early in 1983. Inclusion of your property in the National Register or in the proposed publication does not mean that tourists and visitors have any right to tour your house or trespass on your property. We have not had reports with this being a problem. It is always a pleasure for me to be in Beaver--your comm~nity is unique in the state and your efforts at preserving the historical resources of your community will be greatly appreciated by future generations. Please send any comments to me at the Utah State Historical Society, 300 Rio Grande, Salt Lake City, Utah, 84101, or call me at 533-6017. If you are in Salt Lake City please stop by our offices in the Denver and Rio Grande Railroad Depot loacted at 450 West on 300 South. Sincerely, {k~l( A. Oertle 190 East Center Street Beaver, Utah 84713 Dear f.-fr. & Mrs. Oertle: It is my distinct pleasure to inform you that on November 29, 1983, the William P. Smith House, nominated by the Historic and Cultural Sites Review Canmi ttee and the Utah State Historic Preservation Officer, was officially listed in the National Register of Historic Places by the National Park Service and Ms. Carol Shull, Acting Keeper of the National Register. 111e National Register of Historic places is the official list of historic properties recognized by the Federal Government as worthy of preservation for their significance in American history, architecture, archeology, engineering and culture. Located in the National Park Service, Department of the Interior, the progranl is part of a national policy to coordinate and support public and private efforts to identify, evaluate, and protect our cultural and natural resources, and is maintained by the Secretary of the Interior under provisions of the National Historic Preservation Act of 1966. Listing in the National Register provides the following benefits to historic properties: -Consideration in the planning for federally assisted projects. Section 106 of the National Historic Preservation Act of 1966 provides that the Advisory COlIDcil on Historic Preservation be given an opportunity to comment on projects affecting such properties. -Eligi bil i ty for Federal tax bene fits for rehabilitations of certain histor ic comrnercial, industrial and residential rental buildings. -Consideration of historic values in the decision to issue a surface coal ]lining permit 'w'here coal is located, in accord with the Surfaceivlining and Control Act of 1977. AN!) DEV=LOPU~J, T -Qualification for Fedcr~ l grants for historic preservation when funds are available. Listing in the National Register of Historic Places does not place restrictions on the property or mean that the federal government wants to acquire the building or site. lilly restrictions which may be placed on a property are the result of local zoning ordinances and not the National Register Program. We would like to send you an 11" x ll"parchment certificate with the gold seal of Utah. It contains the name of the site, the nature of its significance, the date of listing, and the signatures of Governor Matheson, Milton Abrams, Chairman of the Historic and Cultural Sites Review Committee, and Melvin T. Smith, Director of the Utah State Historical Society and Utah's State Historic Preservation Officer. There is no charge. If you would like the certificate, please let us VJlOW by mail or call 533-6017. We do suggest that a marker be placed to giv r; your historic property recognition. Enclosed is a proposed marker text and information regarding cost and ordering if you ~.;ish to purchase a National Register marker. Sincerely, A.
