The front facade has a window-door~window piercing pattern with bilateral symmetry. There are wooden lintles above the door and windows, and a white, Greek Revival style cornice runs along the eaves. The front facade (east facing) has well squared, black rock blocks though the lack of pointed mortar joints gives this facade a rather rough appearance, The other facades of the house are all built vlith rubble rock and the home rests upon a rubble rock foundation. The first rear addition of the roof and has one lean- to built on to the plan. The entire house 5 >- 0::: o I- !!? :r: gave the house an "L"~plan. It retains the original height end wall chinmey. The second rear addition consists of a first addition. This gives the house a nearly~square is built of stone and all portions are of a historic date. Statement of Historical Significance: Construction Date: This house is significant -for several reasons. It's black rock construction materials and its nearly unimpaired architectural integrity make it a very interesting example of pioneer architecture in Beaver, characterized by a hall and parlor plan with end wall chimneys. There is also the question of its builder, which is still a mystery at this date. It was not, however, built by Thomas Frazer 9 the Scots stonemason who built so many of the black rock residences ii:ltown. Frazer developed a very distinctive architectural style over the years, and the Cmvdell house does not display many of the architectural motifs characteristic to Frazer's style. It would be very interesting to know vIho the builder was because there are only a few other black rock houses in all of Beaver that weren't built by Frazer. It is conceivable that Cowdell built the horne himself but none of the Cowdell family still resides in Beaver. He and his wife were apparently evicted from the house on order of the County Sheriff in 1894 and it is probable that they left town at that time. The National Register of Historic places is the official list of historic properties recognized by the Federal Government as worthy of preservation for their significance in American history, architecture, archeology, engineering and culture. Located in the National Park Service, Department of the Interior, the program is part of a national policy to coordinate and support public and private efforts to identify, evaluate, and protect our cultural and natural resources, and is maintained by the Secretary of the Interior under provisions of the National Historic Preservation Act of 1966. Listing in the National Register provides the following benefits to historic properties: -Consideration in the planning for federally assisted projects. Section 106 of the National Historic Preservation Act of 1966 provides that the Advisory Council on Historic Preservation be given an opportunity to comment on projects affecting such properties. -Eligibility for Federal tax benefits for rehabilitations of certain historic commercial, industrial and residential rental buildings. -Consideration of historic values in the decision to issue a surface coal mining permit where coal is located, in accord with the Surface Mining and Control Act of 1977. One of the ammendments formalized a procedure that had already been in effect here in Utah--providing the owners of properties under consideration for nomination to the National Register of Historic Places, he opportunity to object to the listing. The publication is patterned after a book published in 1980, The Avenues of Sal t lake Ci ty, which has been recei ved with great enthusiasm by residents of the Avenues and others interested in Utah history. The publication on Beaver will include an historical overview, section on Beaver's architectural hi story, and a photograph and short hi story of each of the hi storie buildings in the community. Cowdell house, named llfter the original owner. was . . constructed around 1873 with a hall-parlor type floor plan. Although the halt parlor .was one of the earliest housing types in Utah, it continued to be a popular floor plan (particularly with an uL" addition off the rear) into the twentieth century. The black rock construction materials and the nearly unimpaired architectural integrity of this house make it a good example of pioneerarchitecrure in Beaver. The house has received only two additions, giving it a nearly square layout. The first addition gave the house an OIL" plan; and the second, a lean-to structure built onto the first addition, completed the square. This house is unique in that it is one of only a few black rock houses in Beaver that were not built by the Scottish stonemason Thomas Frazer. There is also a distinct ruggedness to this rock-constructed pioneer-era home. The front facade maintains well-squared black blocks; however, the lack of pointed mortar joints gives this facade a rather rough appearance.
