Builder: Thomas Frazer a: ::> r- quilding Materials: black rock and pink rock LU U ,U r- Site No: Building Type/Style: Description of physical appearance & significant architectural features: (Include additions, alterations, ancillary structures, and landscaping if applicable) This home originally consisted of a one-room black rock cottage. On the front facade, there is a window-door-window piercing pattern which was built with bilateral symmetry. The front facade also has ashlar stonework and it probably once had raised, white-staired mortar joints but they have been repointed and this detail, it it truly existed, has been lost. On the side facade a gable end window and a lean-to are visible, both portions being constructed of black rock rubble. This section of the house has wood lin tIes and a Greek Revival style cornice is the only extant decoration. A large pink rock addition was built c.1890 on the north side of the original cottage. This addition is l~ stories tall, the half story serving as an attic only. The gable ends have Jerkin heads and there is a broad, white cornice all along the eave line. The stonework on this section of the house is of excellent quality and appears to be Thomas Frazer's work too. Three sides of the pink rock addition display ashlar stonework, and the windows and doors all have large pink rock lintles above them. 5 Statement of Historical Significance: o The original black rock cottage represents one of the early "permanent" homes in Beaver and was probably built for James Atkins by Thomas Frazer. It also appears that Frazer built the pink rock addition, this time for John A. Smith the new owner of the property. Besides these facts, the home is further significant because of its historic date and its unaltered, historic design. -- a: >. UTAH Dear Mr. Press: Shortly after completion of the review meetings an d comment deadlines for consi deration of the nomination of t hose bu il dings in Beaver which appear e.1igible for listing i n the National Register of Historic places, Congress passed ammendments to the National Historic Preservation Act of 1966. One of the ammendments formal ized a procedure that had already been in . effect here in Utah--providing the owners of properties under consideration for nomination to the National Register of Historic Places, the opportunity to object to the listi ng . Your property, at i 90 North 400 West, ha s been recommended fo r nomination. f " sted 1n the National Register of His t oric Places there are no restrictions placed on you as a property owner. You are still able to sell, renovate, demolish or alter your property just the same as if it were not listed in the National Register. The purpose of the list'lng is to document and identify those buildings, houses and sites and structures, which help us understand the past history and development of communities, the state, or the nation. Thet'e are some tax benefits for rehabilitation work on commercial buildings and one tax penalty if you demolish a listed building . The tax penalty is that you are not able to write off as an al l owable expense the demolition costs. If you wish to object to the listing of your property in the National Register you must submit to us a notarized statement that you are the owner of the property and that you object to its listing in the National Register of Historic P'laces. The notarized letter will insure that your property wil l not be 1isted in the Register and only a determination of the property's eligibility for the National Register will be made. The notarized statement objecting to t he nomination must be sub mitted before t~y 1st of this year at which time the nomination will be forwarded to the National Register Office for final action. We \-lOuld also appreciate any letters in suppo rt of the nominati on of your property. I will be in Beaver on Tuesday ~'arch 16th at the Beaver County Courthouse in the Commi s i on Chambers from 2:00 p.m. to 5:00 p.m. and 7:00 p.m. to 9:00 p.m. to answer any questions about the nomination and any other questions you may have. ONens One final note, the Utah State Historical Society has received funds to publish the study of Beaver compiled by Linda Bonar which led to this nomination of Beaver's historic properties. The publication is patterned after a book published in 1980, The Avenues of Salt Lake City, which has been received with great enthusiasm by residents of the Avenues and others interested in Utah history. The publication on Beaver will .inc1ude an historical overview, section on Beaver's architectural history, and a photograph and short history of each of the historic buildings in the community. I am enclosing a copy of the structure/site information form which will be used in preparing the history of your property. Please read it and if you have anyadditiona·1 information or corrections please send them to me, or stop by the courthouse on March 16th. I will have a copy of the Avenues book with meso that you can see the format for the Beaver publication which we hope to have out the end of this year or early in 1983. inclusion of your property in the National Register or in the proposed publication does not mean that tourists and visitors have any right to tour your house or trespass on your property. We have not had reports with this being a problem. It is always a pleasure for me to be in Beaver--your community is unique in the state and your efforts at preserving the historical resources of your community will be greatly appreciated by future generations. ·.
