Even a casual stroller can sense the pioneer heritage that exists in the city's unique black basalt and pink tuff buildings and homes. In an effnrt 10 . toufJUs''liistory, and:' unique architecture, community leaders are promoting Beaver's historic bUlldillgs" through just such a walking tour of the city. "In the past two years, there has been a marked increase in interest concerning museums, historical events and early settlers, accordina to the mail and phone requests receivedby the travel council as well the Beaver Valley Chamber of Commerce," said Betty Miller, president of the chamber and director of the travel council. In answer to the requests, the travel council will publish a list of historical walking tours and related points of interest this summer. Miller said Beaver's stone homes, built mostly of volcanic black basalt and pink tuff, are unique and stand examples of pioneer ingenuity. Beaver's early stone masons, Alexander Boyter and Thomas Frazer, used volcanic rock quarried about four miles east of Beaver and hauled by ox and wagon. The mortar is made of lime that was burned west of town in the Mineral Mountains. Frazer's black-rock homes displayed many architectural details more typical of genteel eastern homes than of the pioneer west of the 1870s. Another Frazer design, the Charles Dennis White House at 115 North 400 West, is probably the best-preserved and maintained exam~le of black-rock pioneer architecture tn Beaver. The home shows meticulous detail in the woodwork surrounding its windows and porch. The Hemet Shepard House. 190 North 200 East, is an earfy example of the west's red brick home. Phase I of the park, dedicated on Pioneer Day 1991, features brick walkwaya and bencbeS near the historic Courthouse, which now serves as a musewn for the . Daughters of the Utab Pioneers. A life-sille statue of Beaver County' native Philo T. Farnsworth, the "father of televisioa," serves the park's terpiece. Additional phases will include pioneer homes moved to the park and a gazebo. as §en- February 20, 1996 MEMORANDUM TO: Charles FROM: Donald Hardey SUBJECT: Fillmore/Beaver follow-up Slides 29-37, Callister House, Fillmore Met with owner, Arlean Rose and son... Lori Norton (daughter) lost interest in the conversation quickly. The house suffered major damage in a limited area and secondary damage from smoke and water throughout. The work they are proposing could actually meet the Standards, but I doubt their ability to pull it off. As they described it to me, they intend to restore the finishes in the most damaged area and clean-up every where else. They are not proposing any additions or changes to the existing floor plan. However, I think they will be easily daunted when they look into such things as repairing the (poorly maintained) gothic window sash. They are moving forward in verbal consultation only with the local building inspector and will not be preparing any drawings. They appear equally disinterested in preparing a tax credit application. I believe Arlean Rose was wanting assistance other than the tax credits; something closer to a convertible western currency. Declaring the house ineligible for the register due to 1) the large addition to the back of it, and 2) the overall loss of site integrity (tacky apartments on west side, abundance of disabled automobiles, etc.) would save a great deal of time and trouble. (They received a page and a message from one of the neighbors who told them their house was being cased by a guy in a car with State seals on the doors.) I explained myself and left a tax credit fact sheet, although I'm not sure the house is still eligible for the register (find the historic house in the rambling additions.) Slides 21-5, 417 N 400 W, Kia Residence, Beaver Spoke with owners. Very anxious to have someone appreciate work. I didn't say the work did not meet the Standards for two reasons: 1) Mr. Kia is Persian and communicating is a little difficult (I thought a concise letter would have less chance of being misinterpreted,) and 2) all things considered, they've done a nice job rescuing this house and 1 just didn't have the heart to say "no." I stalled by asking for copies of "before" pictures and saying that 1 had to have you look at them to make a determination (Sorry I'm so spineless.) I'll call the Beaver building inspector on Friday to further make amends. One of the ammendments formalized a procedure that had already been in effect here in Utah--providing the owners of properties under consideration for nomination to the National Register of Hi storic Places, the opportunity to object to the listing. Your property, at 195 North 400 West, Beaver, Utah, has been recommended fc)r nomination. If listed in the National Regi ster of Historic Places there are no restrictions placed on you as a property owner. You are still able to sell, renovate, demolish or alter your , property just the same as if it were not listed in the National Register. The purpose of the listing is to ,document and identify those buildings, houses and sites and structures, which help us understand the past history and development of communities, the state, or the nation. There are some tax benefits for rehabilitation work on commercial buildings and one tax penalty if you demolish a listed building. The tax penalty is that you are not able to write off as an allowable expense the demolition costs. If you \'/ish to object to the listing of your property in the National Register you must submit to us a notarized statement that you are the owner of the property and that you object to its listing in the National Register of Historic Places . The publication is patterned after a book published in 1980, The Avenues of Salt lake City, which has been received with great enthusiasm by residents of the Avenues and others interested in Utah history. The publication on Beaver will include an historical overview, section on Beaver's architectural history, and a photograph and short history of each of the his-. toric buildings in the community. I am enclosing a copy of the structure/site information form which will be used in preparing the history of your property. Please read it and if you have any additional information or corrections please send them to me, or stop by the courthouse on March 16th. I will have a copy of the Avenues book wi th me so that you can see the format for the Beaver publication which we hope to have out the end of this year or early in 1983. The National Register of Historic places is the official list of historic properties recognized by the Federal Government as worthy of preservation for their significance in American history, architecture, archeology, engineering and culture. Located in the National Park Service, Department of the Interior, the program is part of a national policy to coordinate and support public and private efforts to identify, evaluate, and protect our cultural and natural resources, and is maintained by the Secretary of the Interior under provisions of the National Historic Preservation Act of 1966. She said that the Joseph Bohn house at 355 S, 200 West in Beaver is probably not the work of Scottish stonemason Thomas Frazer, as she had originally believed, Further investigation into the construction details of this house has led to her change of mind since her original 1980 documentation of the house, (She also noted that the same is true for the Tatters~J:tQJ.l~~U!!...lll5_N, 400 West; it was probably not built by Frazer either.) .. - '7 .. Since she was basing the date of construction of the house on Frazer's arrival in Beaver, she had previously concluded that it was built a few years after Butch's birth, and therefore could not have been his birthplace, Now, however, in light of her backing away from the claim that Frazer built this house, it is possible that the house was constructed earlier and could have been the house in which Butch was born, She said that all of the "old timers" she talked with over 20 years ago claimed that this was Butch's birthplace, but that she could never find any solid evidence to support those claims, In light of this , it seems reasonable to say that this house is reportedly the birthplace of Butch Cassidy, That is probably as far as the claim can be made with any historical legitimacy, barring the emergence of new evidence, As I stated previously, further oral interviews with town residents or family members would not be of any use at this point, given that we are several generations removed from the event in question , I hope this helps clarify the issue for you , Please let me know if you have further questions, cc: Hartley, Don ---.",.
