(see structure/site fonn BV. . .04-339) . Identical plans were used in these 2 unusual homes, the only real differences being between the frame and brick construction rmterials and the fact that the frame house originally had the 2nd story tower on the front porch while the brick home did not (it was rerroved from the frame house because it always leaked and no repairs would nake it water tight). In each of its 4 gable ends the home displays Queen Anne style, decorative shingles. There are 2 porches with round, Greek Revival style columns and there are two lovely, bevelled glass windows in the house. Above all the windows is a decorative voussior/pendant nntif and the entire house rests upon a 3 foot tall foundation. The masonry work is of excellent quality and the bricks were burned and made in Beaver. There are white rrortar joints between the bricks and the brick work as a COmIDn bond. The home was all built at one time for Seth William Smith and it was one of the very first homes in Beaver to have indoor plunbing. - ~5 >- ~ t;; :r: Statement of Historical SignificaQce: Construction Date:. \ C"\ \0 The home is significant because of its historic construction date, its locally made building materials, and its excellent architectural integrity. The home's unusual plan sets it apart in Beaver, a plan that was imported by the Grimshaw family who built their version in wood. Shortly thereafter, the Smith family utilized the same plan for their brick homo ~ Seth W. Smith, the original owner, had the home built for himself and Robinson Smith. Seth was born in 1866 in Beaver and was a fanner all approximately 15 years, he worked for C. D. White, a prominent Beaver 2nd Stake President of the L.D.S. Church and was a wealthly rancher). one of the first settlers in Beaver, arriving in the pioneer town the in 1856. His father immigrated to Utah from England and successfully as a shoemaker in Beaver. his wife Errrna J. his life. The National Register of Historic places is the official list of historic properties recognized by the Federal Government as worthy of preservation for their significance in American history, architecture, archeology, engineering and culture. Located in the National Park Service, Department of the Interior, the program is part of a national policy to coordinate and support public and private efforts to identify, evaluate, and protect our cultural and natural resources, and is maintained by the Secretary of the Interior under provisions of the National Historic Preservation Act of 1966. Listing in the National Register provides the following benefits to historic properties: -Consideration in the planning for federally assisted projects. Section 106 of the National Historic Preservation Act of 1966 provides that the Advisory Council on Historic Preservation be given an opportunity to comment on projects affecting such properties. -Eligibility for Federal tax benefits for rehabilitations of certain historic commercial, industrial and residential rental buildings. -Consideration of historic values in the decision to issue a surface coal mining permit where coal is located, in accord with the Surface Mining and Control Act of 1977. One of the ammendments formalized a procedure that had already been in effect here in Utah--providing the owners of properties under consideration for nomination to the National Register of Historic Pl aces, the opportunity to object to the 1i s ti ng. Your property, at about 190 North 600 East, has been recommended for nomination. If listed in the National Register of Historic Places there are no restrictions placed on you as a property owner. You are still able to sell, renovate, demolish or alter your property just the same as if it were not listed in the National Register. The purpose of the listing is to document and identify those buildings, houses and sites and structures, which help us understand the past history and development of communities, the state, or the nation. There are some tax benefits for rehabilitation work on commercial buildings and one tax penalty if you demolish a listed building . The tax penalty is that you are not able to \vrite off as an allm'lable expense the demolition costs. If you wish to object to the listing of your property in the National Register you must submit to us a notarized statement that you are the owner of the property and that you object to its listing in the National Register of Historic Places. The notarized letter \,/i11 insure that your property will not be listed in the Register and only a determination of the propertyls eligibility for the National Register Hill be made. Owens One final note, the Utah State Historical Society has received funds to publish the study of Beaver compiled by Linda Bonar which led to this nomination of Beaver's historic properties. The pub1icat~on is patterned after a book published in 1980, The Avenues of Salt Lake City, which has been received with great enthusiasm by residents of the Avenues and others interested in Utah ' history. The publication on Beaver will include an historical overview, section on Beaver's architectural history, and a photograph and short history of each of the historic buildings in the community. I am enclosing a copy of the structure/site information form which will be used in preparing the history of your property. If no substantial alterations have occurred to the building since it was evaluated at the time of nomination, it would still be eligible for, and listed in, the National Register. Enclosed is the complete application package for the state historic preservation tax credit which provides for a credit equal to 20 percent of qualified rehabilitation expenditures against your state income tax. The state tax credit law requires that all proposed or on-going work must be approved by our office as meeting the Secretary of the Interior's Standards for Rehabilitation before the project is completed. Also, a minimum of $10,000 must be spent on the rehabilitation over a maximum period of 36 months. There is no fee to apply for this tax credit. This application is separate from any review or application that may be required by a local preservation commission or other organizations (e.g., Landmarks Commission or the Utah Heritage Foundation). We encourage you to apply as soon as possible to verify if anyon-going work meets the Secretary of the Interior's Standards for Rehabilitation. Once work is underway, changes to bring the project into conformance with the Standards can be difficult, expensive or occasionally impossible to make. Photographs showing all areas of work prior to the beginning of construction are required as part of the application.
