SMITH. DIRECTOR 300 RIO GRANDE SALT LAKE CITY. UTAH 84101 TELEPHONE 801 1533-5755 DesVaux: Shortly after completion of the review meeti ngs and comment deadlines for consideration of the nomination of those buildings in Beaver which appear eligible for listing in the National Register of Historic places, Congress passed ammendments to the National Historic Preservation Act of 1966. One of the ammendments formalized a procedure that had already been in effect here in Utah--providing the owners of properties under consideration for nomination to the National Register of Historic Places, the opportunity to object to the li st ing. Your property, at 1.95 North 100 East, Beaver, Utah, has been recommended for nomination. ff listed in the Nati onal Register of Historic Places there are no restrictions placed on you as a property owner'. You are still able to sell, renovate, demolish or alter your...property just the same as if it were not listed in the National Register. The purpose of the 1isting is to document and identify those buildings, houses and sites and structures, which help us understand the past history and development of communities, the state, or the nati on. There are some tax benefits for rehabilitation \'Iork on commercial buildings and one tax penalty if you demolish a l i sted building. The tax penalty is that you are not able to write off as an allowable expense the demolition costs. If you wish to object to the listing of your property in the National Register you must submit to us a notarized statement that you are the owner of the property and that you object to its listing in the National Register of Histori c Places. The notarized letter \.,il l insw'e that your property will not be listed in the Register and only a determinati on of the property's eligibility for the National Register will be made . The notarized statement objecting to the nomination must be submitted before ~~y 1st of this year at which time the nomination will be forwarded to the National Register Offi ce for final action. We \'1ould also appreciate any letters in support of the nomination of your property. I will be in Beaver on Tuesday March 16th at the Beaver County Courthouse in th e Commi si on Chambers from 2:00 p.m. to 5:00 p.m. and 7:00 p. m. to 9:00 p.m. to answer any questions about the nomination and any other questions you may have. Papanikola s • Da Vid S Monson • Elizabeth Griffith • William D. Owens One final note, the Utah State Historical Society has received funds to publish the study of Beaver compiled by Linda Bonar which led to this nomination of Beaver's historic properties. The publication is patterned after a book published in 1980, The Avenues of Salt Lake City. which has been received with great enthusiasm by residents of the Avenues and others interested in Utah history. The publication on Beaver will include an historical overview, section on Beaver's architectural history. and a photograph and short history of each of the historic buildings in the community. I am enclosing a copy of the structure/site information form which will be used in preparing the history of your property. Please read it and if you have any additional information or corrections please send them to me, or. stop by the courthouse on March 16th. I will have a copy of the Avenues book with me so that you can see the format . for the Beaver publication which we hope to have out the ~nd of this year or early in 1983. Inclusion of your proper~ in the National Register or in the proposed publication does not mean that tourists and visitors have any right to tour your house or trespass on your property. We have not had reports with this being a problem. It is always a pleasure for me tobe ' in Beaver--your community is unique in the state and your efforts at preserving the historical resources of your community will be greatly appreciated by future generations •. Please send any comments to me at the Utah State Historical Society, 300 Rio Grande, Salt Lake City, Utah, 84101, or call me at 533-6017. If you are in Salt Lake City please stop by our offices in the Denver and Rio Grande Railroad Depot loacted at 450 West on 300 South. . -=. {t~8(( A. Parlor/ Greek Revival c. 1889 Site No: Description of physical appearance & significant architectural features: (Include additions, alterations, ancillary structures, and landscaping if applicable) This pink rock home has been enlarged with three other pink rock additions and one cinderb10ck addition over the years. These additions, however, do not detract from the historic integrity fo the home. The original portion of the house is 1 1/2 stories tall with a symmetrical 3-bay facade. There is wooden architrave molding used for decorative effect around the door and windows, as well as a large pink rock lintel above each one. The home has a Greek Revival style cornice and the half story is used as atti c space only. On the south facade of the ori gi na 1 porti on of the hane there is a very broad, bay wi ndow. The roof on thi s wi ndow is c oni cal and steep, matching the pitch of the gable. The bay is possibly a later, c.1900, addi ti on. The stone work on the house is of excellent quality and is probably the work of Alexander Boyter, a local Scots stonemason. The mortar joints are of average quality, and there has been an attempt to raise and square point them. They averate 11/4 inches in width which is quite wide. 5 > a: o Ien J: Statement of Historical Significance: Construction Date: The Henry Gale home, built c. 1889, is significant as an example of a small hall and parlor house type in Beaver. As the town grew duri ng the 1870s and 188Os, earlier one and two room log houses were replaced by larger two and three room hanes of brick and stone. The dwellings were the most conmonly encountered type found in Beaver and are important because, in their numbers, they present a rare opportunity to see how the average people of Utah's past 1ived. The Gale house appears to be the work of the Scots stonemason, Alexander Boyter. Boyter worked frequently with the local pink tuff rock and his style is characteri zed by a herri nghone chi sel pattern on the smoothed rock faces ' and raised, square mortar joints, both techniques which are visible on the Gale house. 495 No. 1st E. SMITH, DIRECTOR 300 RIO (""RANDE SALT LAKE CITY, UTAH 84101 -1182 TELEPHONE 8011533-57 55 89117 Dear Mrs. DesVaux: It is my distinct pleasure to inform you that on November 29, 1983, the Henry C. Gale House, nominated by the Historic and Cultural Sites Review Committee and the Utah State Historic Preservation Officer, was officially ,L isted in the National Register of Historic Places by the National Park Service and Ms. Carol Shull, Acting Keeper of the National Register. 111e National Register of Historic places is the official list of historic properties recognized by the Federal Government as worthy of preservation for their significance in American history, architecture, archeology, engineering and culture. Located in the National Park Service, Department of the Interior, the program is part of a national policy to coordinate and support public and private efforts to identify, evaluate, and protect our cultural and natural resources, and is maintained by the Secretary of the Interior under provisions of the National Historic Preservation Act of 1966. . Listing in the National Register provides the following benefits to historic propernes: -Consideration in the planning for federally assisted projects. Section 106 of the National Historic . Preservat ion Act of 1966 provides that the Advisory Council on Historic Preservation be given an opportuni ty to conunent on projects affecting such properties. -Eligibility for Federal tax benefits for rehabilita t ions of certain historic com~e rcial, industrial and residential rental buildings. -Consideration of historic values in the decision to issue a surface coal minin ~~ permit where coal is located, i n accord with the Surface Mining and Control Act of 1977. -Qualification for Federal grants for historic preservation when funds are available. Listing in the National Register of Historic Places does not place restrictions on the property or ·mean that the federal government wants to acquire the building or site. Any restrictions Hhich may be placed on a property are the result of local zoning ordinances and not the National Register Program. We would like to send you an 11" x 11" parchment certificate with the gold seal of Utah. It contains the name of the site, the nature of its significance, the date of listing, and the signatures of Governor Matheson, Milton Abrams, Chairman of the Historic and Cultural Sites Review Committee, and Melvin T. Smith, Director of the Utah State Historical Society and Utah's State Histor ic Preservat ion Officer. 111ere is no charge. If you Hould like the certificate, please let us know by mail or call 533-6017. We do suggest that a marker be placed to give your historic property recognition. Enclosed is a proposed marker text and information regarding cost and ordering if you wish to purchase a National Register marker. Sincerely, A.
