The Davis County Memorial Courthouse is a two-story monumental structure built initially of brick in 1889-90, extensively remodeled and faced in limestone ashlar in 1931-2 with additions in 1956-7 and 1979 and a 1997 renovation. The building is in the Neoclassical style which was popular in Utah in the early decades of the twentieth century, particularly for public buildings such as banks, courthouses, post offices and churches. Neoclassical buildings are characterized by their monumentality, use of Greek or Roman orders, and spare ornamentation. The courthouse exemplified all three of these major Neoclassical characteristics. William Allen of Kaysville designed the initial two-story brick building in the Picturesque Victorian Eclectic style in 1890. Its footprint was sixty-one by fifty-two feet. It had a square tower, round and segmental arched window openings, roof cresting, a gabled bay, corbelled chimneys, keystones and other Victorian Eclectic flourishes. The 1931-2 remodel/addition removed the tower ofthe brick building and constructed wings to the east and west. The architectural firm of Pope and Burton of Salt Lake City designed the project. The original building was totally encapsulated, enlarged, and clad with smooth coursed limestone ashlar. A monumental two-story Classical portico supported by six Ionic columns was added as the north entrance. An addition to the south of the building, completed in 1958, added 22,000 square feet of space for a total of 38,000 square feet. Renovations to the initial building were also completed at this time. A 1979 addition was added to the south of the 1958 addition, forming three distinct sections, running north to south. The windows are all one-over-one, double-hung, set in identical inset vertical openings. All have vinyl faux muntins, giving the appearance of six-over-one multipane windows. The window details of each of the additions match those of the 1932 remodel. First floor window openings have inset decorative bas-relief panels below the sills and a projecting cornice over the flush lintels with small floral decorative patterns under the ends of the cornice. The second floor window openings also have projecting cornices and slightly protruding sills. There are a number of blind first floor window openings; three on both the east and west elevations. All exterior doors are two-pane glass and metal with either transoms or sidelights. The massive colonnaded portico dominates the fayade (north elevation) of the courthouse. It has a triangular pediment with a plain tympanum pierced by a central oculus. The entrance door is glass and metal with an angular pediment. Each of the five bays under the portico has a bas-relief panel between the first and second floor windows. Three-bay wings extend to both the east and west of the central portico. The three sections of the courthouse, each with five bays, are clearly visible on the east elevation. The sections are visually distinguished by discontinuities in the cornice and slightly inset panels, visible on both the east and west elevations. The central section on the east has a single-story portico supported by four Doric columns sheltering the entrance from the adjacent parking lot. The south elevation has a public entrance under a single story portico, also with four Doric columns, in a vestibule that protrudes from the flanking four-bay sections that extend to the east and west. There are four concrete stairs leading to the raised porch. All external stairs have metal handrails. The west elevation has a basement garage opening in the south section with a concrete ramp leading down to it. The center section has a staff entrance door under a triangular pediment, atop a flight of eight concrete stairs. 4 ARCHITECTURAL DESCRIPTION (cont'd.) Davis County Memorial Courthouse, Farmington, UT p. 3 The courthouse is set on the south side of State Street, a major thoroughfare in the Farmington community, with paved parking areas to the south and east of the building. Main Street bounds the courthouse to the west. Other county buildings to the east share the parking areas to the south and east of the courthouse. Mature shade trees grow in the lawn strip between the sidewalk and the road on the west. The north side of the building has a map of Davis County set in the pavement, a sculpture of a buffalo, a flagpole, and memorial areas for soldiers of foreign wars. The Davis County Memorial Courthouse, built in 1890, is the second Davis County Court House in Farmington. It replaced the first purpose-built court house in Utah, a two-story adobe structure completed in 1855, and provided double the office space of the previous building. William Allen (1849-1928) of Kaysville, the prominent Davis County architect, designed the two-story brick building that was constructed for a cost of$ 12,500 in 1890. Allen was a designer and architect of brick masonry structures in Davis County from the 1880s to 1920. He was responsible for many high-style brick residences in Kaysville and Layton as well as public buildings like the Kaysville Presbyterian Church, the Layton Elementary School and the Kaysville LDS Tabernacle. E.B. Tyson was awarded the contract to construct the building and C. W. Richardson completed the work. Almost forty years later more space was needed for county offices. The firm of Pope and Burton was hired to design the addition/renovation. The construction/encapsulation of the initial brick building was completed in 1932 at a cost of $60,425. The building then had ten rooms on each of two floors and a basement. The name was changed to the Davis County Memorial Courthouse to reflect the fact that it was constructed as a memorial to the soldiers of Davis County lost in wars. Hyrum C. Pope and Harold W. Burton were the principals in their Salt Lake architectural firm. The firm was known for its work in designing temples for the Mormon Church I in Canada, Hawaii, and California as well as St. Paul's Episcopal Church in Salt Lake City. Harold Burton was an advocate of the work of Frank Lloyd Wright. Knowlton and Rupert were the contractors for the courthouse remodel. T.R. Pope, also of Pope and Burton, designed the addition to the south that was dedicated in 1958. Layton Construction Company built it in 1957-58 for an approximate cost of $265,000, including landscaping and 1 LDS or Church of Jesus Christ of Latter-day Saints. 5 HISTORY (cont'd.) Another large addition on the south was completed in 1979. Both additions matched the style and materials of the 1932 building. The $2.5 million 1997 renovation project reroofed the building, replaced ceilings, and added seismic bracing and emergency strobe lights to bring it up to meet earthquake safety codes. The monument to Capt. Daniel C. Davis includes three flagpoles , a multihued concrete map of the county and a 50-year time capsule. The county's centennial legacy project, it was installed in front of the courthouse downtown and dedicated on Friday. Davis headed west in 1847 with the Mormon pioneers but joined the Mormon Battalion in the Mexican War. He then served with the battalion in California before arriving in the Salt Lake Valley in the summer of 1848, according to a history read by County Commissioner Carol Page.
