Briefly describe the principal building, additions or alterations and their dates, and associated outbuildings and structures. Use continuation sheets as necessary. The Anderson-Browning House is a one-story World War II-Era cottage, built in 1943-1944. The house is located at 4585 S. Box Elder Street in Murray, Utah. The house was originally built in the Minimal Traditional style. The house has been remodeled twice, in 1950 and 1960, with only minor alterations since that time. In 1950, the original narrow clapboard siding was covered with asbestos siding. Ten years later, a rear addition was constructed, the interior floor plan altered, and the house sheathed in aluminum siding. The house is located on a 0.19-acre parcel with two non-contributing outbuildings. The Box Elder Street neighborhood was developed between the early 1900s and the 1940s, with later commercial and industrial development on neighboring streets. The Barron House is in good condition and contributes to the historic resources of Murray City. The footprint of the original portion of the house measured approximately 30 feet by 25 feet with the wide end facing the street. There is a slight projection of the north half of the fac;:ade (west elevation) with a simple cross gable over the prOjection. The main portion of the roof is hipped with a small gablet facing west. The roof is covered in asphalt shingles. The over-sized brick chimneystack that is visible on the north elevation dates from the 1960 remodeling. The foundation is concrete, but not visible above grade. There is a low concrete porch across the south half of the fac;:ade, which was widened in 1960. The porch's shed roof supported on wood posts is a recent replacement for the circa 1960 wrought iron porch supports. The front door is centrally located. The current front door is historic, but not original to the house and was recently put in place by the current owner. The fac;:ade features one large fixed-frame picture window (south) and a smaller double-hung window (north). The windows were originally multi-light. The original double-hung windows, which were also found on the 1 secondary elevations, were mostly six-over-six. The current windows are replacements dating from the 1960s to the 1990s. The side door on the south elevation was moved a few feet to the east during the 1960 remodeling. The current door is also a circa 1990s replacement. The 1960 addition measures 15 by 30 feet and sits under a wide simple gable. The windows are small horizontal sliders. A swamp cooler is mounted on the east (rear) addition. On the interior, the house has a total of 1,163 square feet of space on the main floor and 470 square feet in the basement under the addition. The original portion of the house had no basement. The attic space is not useable. The original house had a total of six rooms with the living room in the southwest corner and the kitchen to the east. Two bedrooms and a bathroom were located along the north side of the house. In 1960, the north third of the house was altered with the installation of a rock-faced over-sized brick fireplace and mantel. This created a family room where the bathroom and one bedroom had been located. The original west bedroom in the front projection was not altered. Within the 1960 rear addition, two bedrooms, one full bath, and one half bath were built. The kitchen was enlarged and the side door moved to the east. In the southeast corner, a set of stairs was installed to access the partially finished basement, where a bedroom and washroom are located. Much of the current interior finishes, such as the paneling and kitchen cabinetry, date from the 1960 addition. The Anderson-Browning House sits on a 0.19-acre rectangular parcel. The front yard is landscaped with lawn and one mature elm tree. There is no public sidewalk, but a partial concrete sidewalk to the front porch. The concrete driveway is located south of the house. An asphalt covered parking area is in the rear. The side yards are fenced with chain link, and there is a cinderblock wall along the rear (east) property line. There is a playground slide (non-contributing structure, moved to site in the 1990s) and a tree-house (non-contributing building completed in 2007) in the backyard. There is also a non-contributing shed (built in 1998). A two-car garage built in 1969 was demolished by a fire in 1992. I The multi-light windows are seen in historic photographs of the contemporaneous residences on north Box Elder Street. 4 ARCmTECTURAL DESCRIPTION 4585 S. Box Elder Street, Murray, Salt Lake Co_onty, Utah p. "3 -continuedThe Box Elder Street neighborhood was developed between the early 1900s (south third) and the 1940s (north two-thirds). The neighboring streets include a mix of historic commercial and residential development with some late commercial development. The Anderson-Browning House is a contributing resource in its historic Murray neighborhood. As a result of the proposed roadway connecting Main Street to Cottonwood Street, the AndersonBrowning House and its neighbors ma~ be demolished by the Utah Department of Transportation (UDOT) when 2 funding for the road project is available. 4585 S. The Anderson-Browning House, built in 1943-1944, contributes to the historic resources of its west side Murray neighborhood in the areas of Community Planning & Development and Architecture. In the area of Community Planning, the property on Box Elder Street represents the development of Murray's west side downtown as a mixed-use neighborhood. The development of north Box Elder Street is notable as an example of a war-time housing tract, which required special permission to build. In the area of Architecture, the Anderson-Browning House represents the tight controls placed on wartime builders to produce an attractive permanent family dwelling under 800 square feet. The historic alterations made to the house represent the changes many families made to transform their small cottages to more closely resemble the ideal more spacious suburban homes of the late 1950s and early 1960s. Unlike most towns in Utah, the area incorporated as Murray City was not platted on a grid, but began in 1848 as a community of loosely associated farmsteads known as South Cottonwood. With the establishment of several smelters in the area between the Big and Little Cottonwood Creeks, a commercial business district developed along existing thoroughfares through the agricultural outpost, particularly at the intersection of Territorial Road (later State Street) and Vine Street. During the early years of the twentieth-century, Murray's commercial business district was thriving and presented the most urban streetscape of all the small towns within the Salt Lake Valley. The residents of the neighborhood west of State Street include a mix of descendants of early pioneers and recent immigrants drawn to Murray to work in the area smelters.3 Mitigation for the Anderson-Browning House and three other residences in Murray is being conducted as part of the Cottonwood Street Environmental Assessment, UDOT Project No. S-LC35(198), PIN 7932. A total of five residences on Box Elder Street are slated for demolition. The house at 4585 S. Box Elder Street is one of two residences out of the five that were evaluated as eligible for the National Register of Historic Places. The other is 4567 S. Box Elder Street. 3 In 1902, the American Smelting & Refining Company (ASARCO) had consolidated all of the smaller smelters into one large complex located at the corner of State Street and 5300 South. The two tall smokestacks of the ASARCO complex dominated the Murray skyline for nearly a century (demolished 2000). 2 s mSTORY 4585 S. Box Elder Street, Murray, Salt Lake County, Utah p. 4 -continuedThe current residential neighborhoods along Box Elder Street and the parallel Hanauer Street north of 4800 South 4 began with two subdivision plats: the Bamberger Addition in 1891 and the Miller-Cahoon Addition, around 1900. By 1911, the Sanborn Fire Insurance map of Murray covered only the south end of Box Elder Street where a half 5 dozen frame residences had been built to house smelter workers. In the late 1910s and 1920s, a handful of bungalows and period revival cottages were built on Box Elder Street and in the surrounding neighborhood. Construction activity stagnated in Murray during the depression years, particularly since so much of Murray's economy was driven by smelter employment. Murray benefited from several depression-era federal programs including the Works Progress Administration (WPA) and the Civilian Conservation Corps (CCG). In 1934, the Federal Housing Administration (FHA) was established to stimulate private enterprise and reduce unemployment in the construction industry. In 1936, the FHA published a series of technical bulletins aimed at subdivision developers and building contractors that codified the agency's philosophies on neighborhood and small house 6 designs. With the onset of World War II, the FHA's "minimum house" designs were drafted to help solve the national-defense housing crisis with the goal of producing livable communities that would serve the general public long after the war had ended. By 1940, Murray ASARCO smelter had begun increasing production to meet the anticipated wartime needs. At the north border of the Miller-Cahoon Addition, the Home Builders Finance Company platted the Village Gardens subdivision in 1940. The company was owned primarily by members of the Burton family, developers of several mid-twentieth century subdivisions in Murray and South Salt Lake. The L-shaped Village Gardens subdivision included the west side of Box Elder Street to 4500 South and about half of the previously undivided east side of the street. The proposed forty-two homes in Village Gardens were promoted heavily in the local newspaper, the Murray Eagle, in the spring and summer of 1941. Most were completed in 1942, a sign that the Burton Lumber and Hardware Company had met the requirements of the FHA and the War Production Board (WPB) in order to receive scarce building materials. The Burton company was able to get approval because the nearby smelter was considered a vital defense industry.7 The FHA "minimum house" became even smaller: a one-story twobedroom was limited to a maximum of 800 square feet. The Village Gardens homes sold between $2,600 and $3,000. By 1942, statute required that the cost per permanent family dwelling should not exceed an average of $3,750. In May 1942, the Home Builders Finance Company purchased the remainder of the east side of Box Elder Street from Hugh Ward (1877-1963), a dairyman, and his wife, Florence La Duc Ward (1883-?). C. Taylor Burton (19122003) and his wife, Hilda Hansen Burton (1913-1997), provided the financing for the project. C. Taylor Burton never formally platted the property that was purchased from the Ward family, but the lot size and setbacks were similar to the Village Gardens plat. The Anderson-Browning House was one of thirteen homes built by C. Taylor Burton between 1943 and 1944. The one-story two-bedroom frame cottages had the same floor plan, but there were varieties in the facade and roof design. Unlike the Village Gardens homes, this set was not promoted in the Murray Eagle. C. Taylor and Hilda Burton managed most of the properties as rentals until the end of the war when they sold the properties individually. The only known renters during this period were Wayne Spencer Startin and Melba Vodis Larson Startin, who are listed in the city directories in 1946. Wayne Startin's occupation in the directory was "driver." In July 1947, the property was sold to Robert Dean and LaRayne C. Anderson for approximately $5,100. Robert Dean Anderson Sr. (1924-1994) was born in Elsinore, Utah. He served in the U.S. Navy during World War II. He married LaRayne Pauli in Oakland in 1944. LaRayne Cora Pauli Anderson (1922-1996) was born in Iowa. In the late 1940s, Robert Anderson worked in shoe repair, but eventually had a long career as a shovel-operator for the Kennecott Copper Company. They had three children. They sold the house in 1954 and moved to Midvale, Utah. The Bamberger Subdivision was platted by railroad magnate and later Utah governor, Simon Bamberger. The Miller-Cahoon Subdivision was a partnership between two early Murray families who owned much of the property in the area during the late nineteenth century. 5 Beatrice Lufkin, Reconnaissance Level Survey of Murray City, Utah, 2002: 13. 6 Federal Housing Administration, Principles of Planning Small Houses, Technical Bulletin No.4, (Washington D.C.: U.S. Government Printing Office, 1936). See also the FHA's Technical Bulletins No. 1-3,5.6. Stock lumber and millwork items, and pre-fabricated materials, such as plywood and wallboard, lowered construction costs; while standardized designs reduced breaks in perimeter lines, making a more rectangular footprint, and concentrated mechanical systems in one area to reduce pipelines and ductwork. The ASARCO smelter made many of the lead bullets used in the war effort. 4 4585 S. Box Elder Street, Murray, Salt Lake County, utah S HISTORY p-. S -continued- The next owners were James A. Browning (1923-?) and LaRue J. Browning (1924-1999), who bought the property in 1954, remodeled the house in 1960 and lived there until 1992. The Browning family sold the property to the Cline M. Dahle Investment Company, who sold the property a year later to Kathy L. Barker. Kathy Barker remarried and continues to occupy the home with her husband, Brian Fitzpatrick, and their family. 4567 S.
