Use continuation sheets as necessary. ~ Station is located just off of State Highway 152 at the Spruces Campground in Big Cottonwood The Spruces Canyon. just outside of Salt Lake City. The station is situated in a mountainous area surrounded by conifers and aspen trees. The ranger station (revised R-4 Plan #53) is a one story. log structure on a stone and concrete mortar foundation. with a side-gabled. wood-shake roof. There is a small. gabled cross wing slightly protruding from the left side of the west (front) facade. The roof on the front also overhangs the front porch. and has four log poles supporting it. A small. gabled wing which acts as a rear entryway and stairway vestibule is attached towards the rear on the north facade. Just to the west of this is a gabled basement entryway which slopes down toward the building. Main entrance is on the west facade through the front porch which enters into the living room which is on the south side of the building. There is a stone and mortar frreplace and chimney in the living room which extends up through the center of the roof. A bedroom is located in on the north side in the front wing. This is separated from the kitchen at the north rear by a bathroom which has entry from both rooms. The windows on the main level are six-over-six on double-hung. wooden sashes. except for a the small six-paned fixed bathroom window. and a rear. four-paned fixed kitchen window. There are three four-over-four. doublehung. wooden sashes on the addition; one on the front and two on the side. At the attic level there is a small doublepane window at each gable end. Also located on the site are the following: · a large open-air picnic/shelter facility with two gabled wings protruding di agonally from either side of a main central. gabled structure. This building is constructed of logs and has a large stone and concrete fireplace on one wing. and underwent some restoration in 1994. This building is not mentioned in original correspondence. and was possibly built much later. · a garage/storage building of log construction and board-and-batten siding at the gables. with a wood shingle-covered. gable roof · a barn of log construction. and board-and-batten siding at the gables. with a wood shingle-covered. gable roof. · a large. brick comfort station added in 1979. not contributing The ranger station underwent an extensive interior rehabilitation in 1978. Cabinets and flooring were replaced. and electrical and other utilities were updated. but structurally. the interior remains basically as it was built in 1940. and is in good condition. All of the buildings are stained brown with dark brown painted doors and trim. The Spruces Ranger Station, built in 1940, is fairly unique example of log architecture for a ranger station in Utah since a majority of the ranger stations were built of wood frame and clapboard siding. This building is also a fine example of Civilian Conservation Corps craftsmanship. The CCC was one of President Roosevelt's New Deal programs which lasted from 1933-41. Young men from Depression stricken families were sent to many different areas throughout the country to perform various tasks for which they and their families were compensated. In Utah these activities included clearing rangeland, building roads, constructing stone spillways and embankments, etc. Some of the more visible and extant projects the CCC worked on in the state were forest service ranger stations. Ranger stations were used as work and living centers for forest crews. They were built mainly as a convenience before the automobile became common transportation because the Forest Service lands and work areas were so far from the personnel's homes. They were also used as social centers for other people such as sheep herders and miners who worked in the vicinity. The ranger stations housed from two to four people who came from different parts of the state and country. The other existing buildings on the site are used for maintenance and storage of Forest Service vehicles, equipment, and animals. Because of the heavy snowfall during the winter, they are only occupied seasonally until snow prevents travel on the roads. Forest Service administrative buildings have not been systematically researched, nor does any consistent typology exist, mainly because of the variation in types and styles up until the 1930s. At this time, the National Forest Service adopted official plans for nationwide implementation. Using various means, including the Civilian Conservation Corps, Forest Service employees, and private contractors and individuals, the Forest Service was able to construct a large amount of buildings. These buildings are generally of wood-frame construction, with various styles of wood siding, and concrete or stone foundations. Several different styles of guard stations were designed, along with accompanying outbuildings which included barns, garages, storage sheds, and large warehouses. Although the interiors were rather Spartan, they could be quite homey and colorful. A Forest Service "Improvement Plan" describes the interior of a dwelling: "Interior: Living-dining room and bedroom walls all finished with two coats calcimine in the following colors: Living, dining room, light tan. Bedroom walls peach, ceiling cream, bedroom light tan. Floors and wood work, cherry stain and varnish. Bath room and kitchen walls and woodwork finished with 3 coats of Nile Green enamel, two tone. Bathroom floor cherry stain and varnish, kitchen floor linoleum." Many of the historic Forest Service buildings are still in use and have seen little alteration, although non-historic alterations are becoming an increasing problem. Because their use as residences is not specifically required, some of the buildings are being used for storage, or are sitting vacant. In order to decrease the cost of maintenance. the Forest Service is opting to destroy some of the buildings, cover them with aluminum siding, or renovate them for other uses. As the number of historic guard stations decreases, the importance of understanding their place in history increases. ')40., ! -{ i"7 •. ~- '- '~I We are agreeable to the procedure outlined in the second paragraph of your memorandum. If you intend to use a 1/2 pitch roof, use log rafters with the minimum of six inches at tip. These should be spaced at two foot centers. Eight inch purlins and cross ties are preferable. If you intend to use the ceiling joists over the first ,floor, as floor joists for the second floor, we ask that you make these members a minimum of eight inches thick. They 8hould be spaced at two foot centers to tie to the rafters at the point of contacf, and be bolted or drift pinned to the plate and rafters. This will give you a floor system sufficiently strong for light storage and bedroom use. Your proposed changes to the window and door frame details, as shown on the plan to allow for use in the log frame wall, is satisfactory. , Your proposal to build the porch addition which was used at tbe Mill Creek Guard Station, is satisfactory, except, that we are not willing to allow winders in the stairway. The -Washington Office has set a rule in acceptable plannjng procedure which does not allow winders. You can gain the two steps at the head of the stairs (see our modification to your plan). The arrangements you propose in the basement for the bedroom are poor, in that, it does not have a finished entry, but must be entered through the service part of the basement. It is suggested that tlllS be controlled by a finished hallway with borrowed sash lighting or with a second basement window in the rear elevation. ThiS will give proper lighting to the store room. On the roof, the shakes must be placed at seven and one-half inches to the weather instead of the ten and one-half inches you mentioned. Wasatch-Cache National Forest Note: This fonn was created to supplement the Utah survey fonn by providing infonnation about the site as a whole. Located near a large campground, this guard station site is partially enclosed with a board fence. It is on relatively flat ground, south of Highway 190 in Big Cottonwood Canyon. The site is well shaded with mature pine trees. There are two historic buildings (house and garage) and a non-historic prefabricated shed. A fence partially encloses an area behind the house. Remnants of a stone path lead from the house's front stoop to the south. Site History The history of the Spruces Guard Station begins with the establishment of a tree nursery in Big Cottonwood Canyon. In the summer of 1905, Forest Assistant James M. Fetherolf prepared a reforestation plan for the Salt Lake Forest Reserve with the assistance of W. B. Hadley. Their work led them to establish a tree nursery by the following November. It was not until June 6,1906 that 160 acres were formally withdrawn for the Big Cottonwood Nursery, alternately known as the Wasatch Nursery and the Big Cottonwood Ranger Station. On Fetherolfs recommendation, the original administrative withdrawal was supplemented with 40 acres six months later. Specifically, he identified land owned by Earl and Mary Watrous. Adjoining the nursery on the southeast, the Watrous land was covered by mining claims, but the couple was willing to relinquish 6.6 acres as long as they retained a road right-of-way. Fetherolf had no objections since the Forest Service also needed the road "to reach the house and Planting Station." Another 40 acres was added to the nursery in July of 1908. Several buildings were constructed to support the nursery and to serve as a ranger station. (A 1910 forest map shows the Wasatch Nursery in the middle of Section 17, while the Big Cottonwood Ranger Station is in the SE 114 of Section 17.) According to photographs, the nursery headquarters was a side-gabled log building with a steeply pitched roof. It had a full-width, shed-roofed porch and shingles in the gable ends. A bam and tool house were also built for the nursery. The ranger station dwelling was a side-gabled, board-and-batten, onestory cabin. It had a full-width porch with a shed roof and 212 windows. A year or two after Carl Arentson became Forest Supervisor in 1916, the nursery ceased operations, although the Forest continued to use the ranger station. In 1939-41, the Forest Service, possibly with the help of the Civilian Conservation Corps, redeveloped the site as a public campground. They also built a modified R4 Plan 53 dwelling and an R4 Plan 26 garage/workshop for the recreation guard. The Forest Supervisor ordered several older buildings to be dismantled and the salvaged materials used in the construction of the guard dwelling and garage. These included the old Cottonwood Ranger Station dwelling, bam and tool shed, as well as a Girl Scouts mess hall and an "old log cabin next to Spruces Amphitheater." A 1939 site plan shows the locations of several of these buildings. With the redevelopment, the name of the site was changed to the Spruces Guard Station and Spruces Campground. From 1960 to 1980, the Forest Service allowed Salt Lake County employees working in the canyon to occupy the guard station. Since then, avalanche forecasters with the Utah Department of Transportation have stayed in the house for some winters, but it is primarily used by Forest Service crews and volunteers. Site Eligibility IEligible rand Justification: (Applies to the site as a whole; refer to building fonns for individual buildings) With a period of significance of 1939-41, the Spruces Guard Station is eligible for listing in the National Register of Historic Places under Criteria A and C. Its importance lies in its association with early Forest Service administration of public lands, including recreational sites. The dwelling and garage are intact examples of standard architectural plans used throughout Region 4 during the New Deal period. The shed is a non-contributing resource. Areas of significance include Conservation, Recreation and Architecture. If it can be proven that the Civilian Conservation Corps was involved with constructing the buildings, the guard station will also be significant in the area of Politics/Government. It is also suggested that the Civilian Conservation Corps built the house, although this has yet to be verified. It is a modified version of R4 Plan 53, a three-room structure designed by George L. Nichols. Like the Mill Creek dwelling, the standard plan was revised to provide a stair to a basement. In addition, its structural system is different from most other admi nistrative facilities on the Wasatch-Cache National Forest. It is built of logs, squared on 3 sides and secured with drift pins. It is a single-car garage with a narrow storeroom/workshop along its long side. George L. Nichols designed the standard plan in 1935, designating it as R4 Plan 26. Like the adjacent house, the garage's structural system is different from most other administrative facilities on the Wasatch-Cache National Forest. It is built of logs, squared on 3 sides and secured with drift pins. The Spruces Garage maintains high integrity and is the only R4 Plan 26 garage remaining on the Wasatch-Cache National Forest. We are agreeable to the procedure outlined in the second paragraph of your memorandum. If you intend to use a 1/2 pitch roof, use log rafters with the minimum of six inches at tip. These should be spaced at two foot centers. Eight inch purlins and cross ties are preferable. If you intend to use the ceiling joists over the first ,floor, as floor joists for the second floor, we ask that you make th~se members a minimum of eight inches thick. They Should be spaced at two foot centers to tie to the rafters at the point of contacf, and be bolted or drift pinned to the plate and rafters. This will give you a floor system sufficiently strong for light storage and bedroom use. Your proposed changes to the window and door frame details, as shown on the plan to allow for use in the log frame wall, is satisfactory. , Your proposal to build the porch addition which was used at tbe Mill Creek Guard Station, is satisfactory, except, that we are not willing to allow winders in ihe stairway. The 'Washington Office has set a rule in acceptable plannjng procedure which does not allow winders. You can gain the two steps at the head of the stairs (see our modification to your plan). The arrangements you propose in the basement for the bedroom are poor, in that, it does not have a finished entry, but must be entered through the service part of the basement. It is suggested that this be controlled by a finished hallway with borrowed sash lighting or with a second basement window in the rear elevation. This will give proper lighting to the store room. On the roof, the shakes must be placed at seven and one-half inches to the weather instead of the ten and one-half inches you mentioned. It was recently acquired when Salt Lake County relinquished their special use penmit for that area. The Salt Lake District intends to use the facility as a bunkhouse in conjunction with the YCC Camp at Brighton. It will probably be used by four staff members. I . A-tkt;;) 1. We have three housing facilities used as quarters along the Wasatch Front in Salt Lake County and one facility in the Stansbury Mountains in Tooele -~ lIJlJv'\..ov..J County . Comparable local rental rates for the Wasatch Front facilities, based on real estate agent estimates, range from $800 to $1,500 per month. The Stansbury Mountain facility is several miles from the nearest town, but rates in the nearby town range from $400 to $700 per month. 2. We have no formal District housing policy. Our informal approach has been to offer our Mill Creek and upper Alta facilities to any Forest Service employee willing to live in it. During those periods of time when a Forest Service employee is not occupying those buildings, we make them available to Forest Service volunteers or Forest Service temporary employees. The Mill Creek building has been occupied the last year and a half by an SO Lands employee. Before that time, the building was occupied for several winters by a WAE meterologist employeed at the Utah Avalanche Forecast Center. In addition, the building has been used for occasional and brief stays by temporary summer workers . The upper Alta building upstairs is occupied by the Utah Avalanche Forescast Center Director; downstairs is available to other Forest Service personnel when they have to stay overnight resulting from the highway being closed due to avalanche danger or other administrative reasons. The Spruces and lower Alta facilities are occupied by the Utah Department of Transportation (UDOT). UDOT occupies the buildings under Granger-Thye authority for the purpose of providing quarters and work area for their highway avalanche forecast team. This past winter, with the construction of the solitude Nordic Center, UDOT vacated the Spruces facility . Presently Forest Service volunteers occupy the building; next summer Spruces will be in the same category as Mill Creek and upper Alta. 3. We very much view our facilities as a valuable tool in the management of the Wasatch Front canyons and the Stansbury Mountains. Beside being residences occasionally for Forest Service employees, they enable us to house volunteers, especially college interns from out of state who cannot afford the local housing, who perform thousands of dollars of valuable work for the good of the Forest and the public. Caring for the Land and Serving People FS·6200·28(7·82) These facilities are also utilized as administrative work stations and they are cost-effective sites for storing supplies and equipment . We do not believe these facilities are in conflict with OMB A-4S or the Determination and Findinos paper . Please find enclosed copies of Form AD-1017 "Real Property Utilization Survey" and the Quarters Survey data table (hard copy) for each of our applicable facilities as requested . If you have any questions, please contact Jim White or Jack Vanderberg at this office.
