Fragile, you remember, means easily broken or destroyed. Witness her work as general chairman of the convention committee and you must agree that she is ·a nything but fragile. This type job is enough to throw any two people, what with the problems of endless detail and confusion, the disappointments bound to crop up, it takes someone with stalwart courage and initiative to see it through. Asked how come she did such a swell job, Bertha said; "Everything that works well does so because the foundation is sound, the planning is organized down to a point where neurosis sets in. There were on all the committees individuals whom we could trust. They had ability, they were not lazy, they were interested, enthusiastic and best of all, not easily discouraged or disappointed. Starting directly after each convention a committee is set up with a general chairman. First the committee meets to direct other committees, those on registration, on program, on arrangements, on hostesses, on publicity, on nominations, ad infinitum. HE CONVENTION Not scheduled on the Convention program, but definitely a bang-up opening in an impromptu sort of way, this meeting was called for the purpose of approving the new constitution and by-laws for the Utah League for Nursing. Everything started gently enough. The chairman of the by-laws committee, Mrs. Seidner, asked for comments and criticisms. Dead silence met the request. Surprised, Mrs. Seidner said, "This is too good to be true." That did it. From there on out it was every woman for herself with opposition and defense coming from all sides. motion was made that fees be set at $15.00. The motion carried with majority. There were eleven indi· viduals opposing it. It will be interesting to see if the eleven in opposition are the more farsighted of the entire group. Watching and listening to the discussion aboutfees the urge comes to suggest that we tap ourselves on the head and listen to the echo. The noise might jerk us into some realistic and logical thinking about objects of our or· ganizations and ways of getting them. It would seem adequate fi. nancial backing is basic. The by-law concerning number of lay members in the organization was given some vehement consideration. Most constructive and hard hitting was the comment made by a lay member, Mr. Morelli. He said that restriction of activity and number of lay persons seemed to defeat the idea of their inclusion in the League. He thought if lay members were to be voted in or appointed they should be given the confidence of votes c·ast. He made his point and won over the group. The bylaw was left as it had been set down. Of the issues discussed the first one was that concerning memberships fee as it had been set down in the new by-laws-$25.00. A suggestion was made that the fee be reduced to $15.00. Comments(?) came thick ·and fast, one being that perhaps a sliding scale could be set up so that individuals on different salary scales would pay rates commensurate with their monthly wages. This sounded like a good idea to some, to others not so good. Since our funds in Utah are limited and our membership small we must of necessity start our program with interest and the membership at hand. The board of directors agreed at the October meeting to put the machinery in action for an economic security program, and to aid the sections wherever possible. Nursing Outlook has been designated as the official monthly publication of the National League for Nursing, the second largest nursing association in the country which recently emerged from the voluntary merger of five large national nursing groups. You may have heard of our very interesting District meeting in September; Mrs. Loy D oss, R.N., head of the Practical Nurse program at Weber College gave a report on the class now enrolled there. An interesting talk was given by Mr. Godderham, head of Alcoholics Anonymous. He also showed a film. I hate to end this visit with such bad news, but last month we lost one of our new graduates in an automobile accident - Mrs. Gaye Linford Muirhead. Inga J. This is not he case of the nurses at the Utah late Hospital. The money approiriated by the legislature for the naintenance of their hospital is of rime importance to them for more han personal reasons. They are mbued with an eye towards money rising from the need for necessary acilities to insure good nursing care or their patients. For those few vho have worked here for many ·ears much improvement has al·eady been seen; from caring for Jatients with only the bare neces,ities for mere palliative treatment, to the limited use of modern drugs md equipment in an effort to retore mental and physical health. fhey have also seen a change from be big, burly, cussing guards once 1ired to keep watch over the mentilly ill, to the conscientious and mderstanding attendants found on most wards today. T h ese nurses beileve that at least part of this change has been wrought by hospital personnel coming in contact with nursing techniques and attitudes of recent years, which h ave been endorsed and given full support by the administrative staff of the hospital. A large portion of the credit, however, belongs to an enlightened legislature which has increased the funds ·a llowed the administrators for expansion of personnel and facilities toward a better psychiatric treatment center. With these funds additional nurses have been hired, and and some necessary treatment aids have been obtained. Higher wages and lowered working hours have made available better qualified attendants. A nurses home, a dream for many years, would still be in that status if the legislature had not appropriated money for its construction. Admittedly, it may have been given grudgingly, but all who know of its benefits now w holeheartedly agree that it was one of the wisest investments ever made. H appily, many of the nurses training here are potential hospital employees, but more important than that is the fact that the knowledge gained by them is spre·a d to their families and friends, and a wholesome dent into public opinion of mental illness is made. D earest to the heart of the nurse, one of the main assets of the student nurse affiliation program has been the better nursing care afforded a few of the patients because of the students in training here. We all agree that the situation is far from ideal, but it is heartening to know that plans for new buildings have been approved and will be constructed in the not so distant future. It is also good to know that the legislature is becoming more realistic in their appropriations, allowing a substantial increase over previous budgets for the next two years. The fact remains that the funds available will allow only around three dollars per patient per day for total hospital care, which, needless to say, is considerably below that used to operate ·a general hospital. She will be responsible for further developing the program formerly carried on under the guidance of the National Committee for the Improvement of Nursing Services in cooperation with the A.H.A. to improve nursing care of the hospital patient. Utah Valley Hospital opened in September, 1939, as 55 bed and 11 bassinettes. New wing in 195 1 increasing bed capacity to 115 with 35 bassinettes. P atient census 71. 7 average for 10 months of 1952. Approved by American College of Surgeons and by American Medical Association for interns, etc. Divisions: Medical-Surgical Obstetrical New-born nursery Pediatrics Out-patient department Eye division Surgery (operating room) Isolation division Enlarged laboratory with fulltime Pathologist. X-ray department with full-time Radiologist. New Cafeteria with excellent meals. Affiliated with Central Utah Area Vocational School Practical Nurse Tr·a ining - nationally accredited. T wo classes graduated and 15 students coming in March for clinical experience. Sometimes getting a "yes" out of a person takes wringing of the hands and begging from the knees and is often more difficult than getting permission to view the file concerning the atom bomb secret. After committee chairmen are appointed, they decide on their committee members. The old routine again with finally a "yes" coming from everyone. The various committees meet to set down the direction of their activities. Each person goes their separate way doing assignments, then, committees meet ·a gain. After this comes a general committee meeting where everyone discusses what they are doing. By having all committees meet together at intervals every person is given an insight as to what the other people are doing. This prevents over-lapping and gives a sense of coordination and unity. At this first meeting every detail is gone over. With information given her at the first general meeting, the convention chairman is responsible for clearing all the plans with the President of the Association and the Board of Directors. Bertha is well known for her work in the Utah Tuberculosis Association. She was there first in 1942. At that time most of her job consisted of making home calls to individu als with tu berculosis. In 1947 she was employed as field representative and has served in such capacity until the present time. She is a gr'adu ate of St. Alphonsus Hospital, Boise, Idaho. Her background includes private duty, general duty, floor supervision and public health nursing. T his last she did in Cache County. During the year of 1931 she was in charge of chest clinic at County Hospital and did follow-up of tuberculosis cases. Nursing missed her activity for ten years. During this period she gave a pretty good account of herself. She got married and had three children. ~ow she's back and in there punchmg. She was a super convention chairman. Finally, the motion was made that the new by-laws with the Wednesday night changes be accepted. On Friday the old League of Nursing Education was dissolved by popular vote. This action made Utah the sixth state in the United States to form and activate a State League for Nursing. Thursday morning on the Roof Garden of Hotel Utah we received greetings from the President, Rordame, that is. She opened her address by mentioning the dissolving of six organizations into two. She hit the highlights of nursing ·a nd its progression from the beginning of all the organizations to the present time. Her plea was for help in making the organizations grow, to back them by membership and enthusiasm. Mrs. Rordame introduced to us Miss Marian Kent from ew York City, a representative from the American Journal of Nursing, ·a nd its assistant Editor. Miss Kent spoke briefly. At this point the student nurses took over. They presented a skit, the point of which was recruitment of other students. A moderator, Alice Coyte, made with the words while eleven of her colleagues made with the pantomime. The show was a solid display of life in these United Student Nursing Schools. Specifically, it traveled from the first day at college to graduation. The last scene showed various fields into which nurses might go. The entire senior class of the Salt Lake City General Hospital participated in this skit. It was a stimulating, clever piece of entertainment. The group has taken it over the Utah area to various schools and hospitals. La Verne Price, student nurse from Holy Cross Hospital did an excellent job of speaking before the entire nursing group. She spoke about the New League and its impact on us at the present time. Miss Sheahan said that we must get a message over to the people in our community. We need help. We must tell them of definitive type help needed. It must concern more community centered health education. We also should have department councils like those on the national scale. These departments include agency members wherein there is a bulk of support and this must be expanded into department of hospital organization. An interdivisional council if individual members. Primary interest here should center about education of members themselves. Method of presentation of problems and solutions is very important. We must remember not to present our case in the light of selfish attitudes but more on the plane of all inclusiveness. She touched briefly on the new magazine "Research and Nursing Outlook" and urged all of us to look them over and make some definite attempt at keeping up with the trends. Friday night's banquet Was reminiscent of Robert Service's poem, "Face on the Bar-room Floor." You remember it goes, a bunch of the girls were whooping it up on the roof of the old hotel? It was fun watching some of the big wheels like Marion Sheahan, Mildred Rordame make with the music and the gestures, music to the tune of "Dearie." The following report was rele·ased by the Public Relations Committee at the workshop in Omaha. Recommendations and conclusions of the 55 representatives from 35 state nurses associations, presented at the end of the three-day meeting, seemed to boil down to these: 1. Basic principles of the economic security program need clarifying. 2. Effective techniques must be us ?d in implementing the economic security program. 3. More information must be given to members. 4. Greater assistance must be forthcoming to states. 5. Follow-up workshops should be held. In clarifying basic principles, it was brought out that minimum standards should be a "floor" and not merely unrealistic goals. Ability of the hospital to pay should not be a criterion for s·a lary negotiations. To implement the program effectively, it was emphasized that the role of the board of directors in reviewing standards set by sections needs clarifying so that these are not arbitrarily changed without approval of the origin·a ting group. It was also emphasized that states need to employ competent legal and industrial relations consultant service. States were urged to use the A. N. A. Manual on Economic Security as a guide. In states where the board of directors oppose the Economic Security Program, there was a plea for information to be channeled directly to members. The recommendations for more information also called for more aggressive and extensive public relations help and more statistical facts and other forms of assistan'.ce from AN.A. The Workshop group com- mended the American Journal of Nursing for its excellent service in informing nurses of the Economic Security program. Assistance to states is called for in the form of grants-in-aid to states with small nurse population. Small states were advised to share their resources to employ field workers on an interstate basis. The group generally requested increased field work by A. N. A., and advocated that states themselves intensify their own field work. The third morning's session closed with a general meeting at which final recommendations from the groups were received and general conclusions formulated. During the closing session on Saturday afternoon, the nurses divided up into common-interest groups. A. attorney, advised nurses on federal and state laws concerned with employment negotiation. He said: "State legislatures and Congress should be ·a dvised in no uncertain terms of the unfairness of statutes which exempt non-profit hospitals from use of the tools available to other employee groups that facilitate bargaining.'' Under many state laws, nonprofit hospitals are not compelled to bargain with representatives of nurses. However, such legislation is no prohibition against bargaining. In the absence of state statutes, the hospital can do nothing to restrict the amount of fees charged by private duty nurses. Nurses are independent contractors, says Mr. Scott. This points to the necessity for collective ·a ction by private duty nurses. While they can't bring legal pressure," Scott said, "they can always refuse to work in hospitals that do not meet minimum standards." Mr. Scott also took occasion to scotch the rumor that A. N. A. is "registered in Washington as a labor union.'' He termed the rumor "completely false.'' "Another mistaken propaganda rumor is that A. N. A. has rescinded its no-strike policy. A. to provide the machinery for groups of nurses within the state to get together to carry out the program. One group recommended that states change their by-laws to conform to the principles set forth in the A. N. A. Economic Security Manual so that more effective organization is possible. In setting minimum standards, some of the important factors to be considered are present salary floors, cost-of-living, and cost of basic and advanced education com pared to other occupations . Value of a n u rse's contribution and service to society is naturally a factor, but difficult to measure in terms of dollars and cents. Nurses ·a re unhappy because th ey haven't even received adequate costof-living adjustments. T he fact is that the "floor" set for salaries has in many instances been substandard.
