This project is a study of the effectiveness of citizen lobbyists on legislation in the Utah State Legislature. This study was done by tracking the lobbying efforts of a group of fifth and sixth grade students for two narcotics enforcement bills in the 1992 session of the Legislature. Though the bills were successfully passed, here it is argued that this was due to the efforts of the bills' authors, two attorneys in the Utah State Attorney General's Office. |
