Description The Third United Nations Conference on the Law of the Sea represents an important effort to establish binding uniform laws regarding use of the sea. The Draft Final Act of the Thi d Conference, here in after referred to as the 1982 Law of the Sea Convention or Treaty, was signed by 140 states and nine other entities on December 10, 1982, at Montego Bay, Jamaica. The United States did not sign, although an observer was sent. The Convention will take effect twelve months after the date of deposit of the sixtieth instrument of ratification or accession.
