Regular meetings of the Council shall be held on Tuesday evening of each week, and special meetings may be called at any time by the Mayor, or on application of two Aldermen. DUTIES OF THE PRESIDENT. RULE 2. The t-.Jayor shall be President of the City Council. and shall take the chair at the hour fixed for the meeting of the Council, and call the members to order, and request the Recorder to call the roll; and on the appe ,...ance of a quorum, cause the minutes of the last meeting to be read; if there be no objections made to the minutes he shall order them approved as read. In t~e absence of the Mayor the City Council shall name a President prv tem. RULE 3. He shall preserve order and ~ecorum; may speak to points of order m preference to other members, and ~hall decide all questions of order, subJect to an appeal to the Council by any 11 two members, on which appeal no member shall speak more than once, unless by unanimous consent. RULE 4. He shall appoint all Committe s, except where the Council shall otherwise order. '.ht RULE 5. He shall not be required to vote in ordinary proceedings, except when his vote would be decisive, or when the Council is engaged in voting by ballot; in all cases of a tie vote, when vot-' ing by ballot the quP.c;tion shall be lost. DUTIES OF RECORDER. RULE 6. The Recorder, or his deputy, shall keep correct minutes of the proceedings of the meetings of the City Council. ORDER OF BUSINESS. RULE 7. rst-Roll call. 2d-Prayer. 3d-Reading and approval of minutes. 4th-Presentation of petitions and other communications. 5th-Reports of City officers. 6th-Reports of Standing Committees. 7th-Reports of Select Committees. 12 8th--Miscellaneous; introduction of ordinances, resolutions, motions, etc. DUTIES AND PRIVILEGES OF MEMBERS. 1 RULE 8. When any member desires to speak, he shall rise and respectfully address himself to "Mr. Pre.:,ident," and being recognized, may address the Crmncil, and shall confine himself to the question under debate. avoiding personalities; when two or more members arise at once the President shall name the member who is first to speak. RULE 9. No member shall speak more than once on the same subject, without the leave of the Council, unless he be a mover of the matter pending or the chairman of the committee who reported the same, in which case he shalJ be privileged to speak twice; and every member present when a question is stated by the President shall vote thereon, unless he is excused by the Chair. RULE IO. A majority of al1 the members of the Council shall constitute a quorum for the transaction of business, but a less number may adjourn and the ayes and noes may be called for on any 1 13 question by two members and entered in the minutes. RULE II . Every paper presented by a member for consideration of the Council shall bear his signature, and if it be a report of a committee the same shall be signed by a majority of said committee. MOTIONS. RULE r2. When a question is under debate or before the Council, no motion shall be received but: 1st-To adjourn. 2d-To lay on the table. 3d-For the previous question. 4th-To postpone to a certain day. 5th-To reter or amend· 6th-To postpone indefinitely or strike out the enacting clause. Which several motions shall have precedence in the order named, but the first three shall be decided without debate. STANDING COMMITTEES. RULE 13. The following standing committees, consisting of not less than three members each, shall be appointed by the Mayor: On Municipal Laws. On Streets. 14 On Public Grounds On Fire Department. On License. On Claims. On Cemetery. On Elections. On Improvements. On City Prison. On Finance. On Public W 0rks. On Irrigation. On Waterworks. On Ways and Means. On Revision. On anitary Regulations and Quarantine. On Markets. On Police. On Unfinished Business. On Enrollment. On ] ordan and ~alt Lake City Canal. On Sewerage. ORDINANCE. RULE 14. Every ordinance or resolution in the nature of an ordinance, shall receive three readings previous to its passage, and on the passage of every ordmance, or resolution in the nature of an ordinance, the vote shall be taken by the ayes and noes and entered in the 15 minutes; and no ordinance or resolution as aforesaid, shall be declared passed unless a majority of all the members elected to the Council shall have voted in favor \ of the passage of the same. I \ MISCELLANEOUS RULE 15. These rules may be altered or amended by a vote of two-thirds of the mPmbers elected, or may be suspended by a two-thirds vote of the members present.
