Y, The Municipal Government. \ The Municipal Government of Salt Lake City is vested in a City Council, composed of a Mavor, five Aldermenone from each Municipal Ward-and nine Councilors. A municipal election is held every two years, on the second Monday of February, at which times there are elected one Mayor, five Aldermen, nine Councilors, one Recorder, one Treasurer, one Marshal, and one Assessor and Collector. RULE r.-Regular mee tings of the Co uncil shall be held on Tuesday evening of each week, and may adjourn from time to time . Duties and Privileges ()j the President. 1 Ruu: 3.-The Mayor shall preserve order and decorum, and shall decide all questions of order, subject to an appeal to the Council; he shall have the casting vote upon all questions upon which the Council is equally divided. RuLE 4.-\Vhen two or more members rise at once , the President shall name the member who is first to speak. Duties and Privileges ,?( ,l£embers. RULE 5. - No member shall speak more than twice to the same genera I question without leave of the Council, nor more than once in any case, until every member choosing to spe.1k shall have spoken. 13 6.-Every member who shall be present when a question is stated by the President, shall vote thereon unless excused by the Council. RULE Precedence of Questions 9.-When a question is under debate, the only motion in order shall be, 1st, to adjourn; 2d, the previous q uestion; 3d, to lay on the table; 4th, to postpone indefinitely; 5th, to postpone to a certain day; 6th, to refer; 7th, to amend; and such motions shall have precedence in the order herein arranged. the first three to be decided without debate . RULE .4djour11mu1t. motion to adjourn the Council shall always be in order, except, RuLE 10 .- A 1st, when a member is in possession of the floor; 2d, while the ayes and noes are bei 11g called; 3d, when the members are voting; 4th, whtn adjournment was the last preceding motion; or, 5th, when it has been decided that the previous question shall be taken.
