A native of Ogden, Utah, Brainard received an A.B. from Whitman College, an A.M. from Columbia University, and a Ph.D. from the University of Michigan; he conducted additional graduate work at the University of Iowa and Stanford University. Before serving as the Acting Dean of Westminster, Brainard worked as a Superintendent of Schools in Nyssa, Oregon, and as a Professor and Lecturer of Psychology and Education at Kansas State College, the University of Michigan, and the University of Iowa. After his one-year contract was up, Brainard was offered and accepted the position as faculty member and Director of Teacher Training at the University of Utah.
