Description Michael Tomko is a member of the Environmental, Energy and Natural Resources department where his practice focuses on air quality law including rulemaking, permitting and compliance matters. He graduated from Pennsylvania State University with a B.S. in engineering and holds a J.D. degree from the University of Utah. Prior to attending law school, Mike worked for over seven years as an environmental and petroleum engineer for Chevron U.S.A., Inc. in southern California. During his time with Chevron, he supervised an air permitting and compliance group. In that position, Mike participated in local, state and federal rulemaking, was involved in PSD permitting issues and negotiated the sale of SO2 emission reduction credits. He has continued to concentrate on air quality issues since coming to Parsons Behle & Latimer. He has represented clients on a wide variety of air quality issues, including: challenging EPA's refusal to evaluate Utah's ozone SIP, participating extensively in air quality rule development, and advising and representing clients on permitting and compliance issues.
