The federal government has evidenced a growing awareness of the problems of substandard housing and related blighting conditions found in all of our cities. It was in the New Deal days of the 1930ls that substantia! federal efforts to influence the production and financing of homes to alleviate some of the slum conditions and attack other basic problems of the cities began. The concept of urban redevelopment evolved from the growing awareness of a need to have a means whereby land blighted by slum housing, conflicting land uses, inadequate or outmoded facilities could be acquired and resold to private enterprise for rebuilding under public controls. The proposal for redevelopment emerged as Title I of the Housing Act of 1949. This housing act declared for the first time a national housing policy: The realization as soon as feasible of the goal of a decent home and a Sui roble living environment for every American family. II In the Housing Act of 1954, the concept was broadened into a program designed to end blight and clean slums through the use of a wide range· of private and federal resources in a unified effort in the community. The name given to the new approach was "urban renewal." The first attempt to secure the passage of a Utah state enabling act authorizing the cites zo participate in the urban renewal program started with the 1957 session of the legislature. The backers of the proposed legislation were primarily the planning departments of Salt Lake City and Ogden, the League of Women Voters, and the Municipal league. |
