Description | The War Powers Resolution was enacted by the Congress of the united States over presidential veto in 1973. Though termed a "resolution," it is in reality a law, which is reflected in that it is occasionally incorrectly termed the War Powers Act. As such, the War Powers Resolution is more than just an expression of the mind of Congress and is in fact legally binding upon the President. However, in what circumstances and in what manner it is binding is an issue of dispute. Furthermore, the constitutionality of the War Powers Resolution has been questioned, as has its effectiveness and appropriateness in the current political-military status quo. |
